First of all I have to announce that Sally Smith has resigned as a Baltusian ambassador to this fine establishment, which means you have to deal with the old boy again *** points at self with wry smile ***

Secondly, let me express regret over the direction this conversation has headed. The more we bicker over semantics the more we divide our power and ability to be able to do something about this dreadful situation.

Ambassador Malga, I agree with your definition of a concentration camp, and agree that the Ewout Concentration Camp meets that definition. And whether I did or didn't is irrelevant as these citizens are being detained for no reason other than being Istalian and that is the undisputable issue.

The point is how do we ensure the safety of the 410 Istalians illegally confined there, as laid out in the Anti-Istalia Act.

At one end of the scale is war - no one wants that. Not even Ambassador Bartholomeus with all his talk about a nuclear programme wants that. At the other end of the scale is that the international community requests of Saridan that they release those held illegally. Again, this is not forthcoming while sanctions are in place.

So I ask this question of compromise: would Saridan allow for these detained Istalians and all other Istalians to be immediately free to leave their country if Istalia suspended their embargo and sanctions against the Republic of Saridan?

The second clause of this proposal is that if the above is agreed upon then Saridan would also automatically agree to allow an international team to immediately enter their country to carry out a full assessment of their segregation policies to see what it means in terms of human rights on the ground in Saridan. Afterwards, we could reassess sanctions - the need for them or otherwise - based on what is happening in that nation.

I believe there is some wriggle room here. I note for instance, some of the segregation bills have been voted down in democratic fashion:

If the Saridanese Ambassador is favourable to these proposals, then I suggest we move to the next stage and ask Ambassador Malga if Istalia would be favourable to a suspension of sanctions while Istalians are freed and the international team does its work.

Laurens Bartholomeus:

These proposals are not satisfactory. Istalia could revoke the sanctions, get their citizens back, and then reestablish sanctions. At that point, Saridan would be backed into a corner without any leverage.

We are in favor of trading the citizens for an end of sanctions, but we would need a garuntee that they are not to be applied once again. Secondly, I am opposed to a team of international observers unless a majority or all of them are from a nation which is at least cordial with Saridan. For example, if Istalian or Selucian observers were in Saridan, their views would be twisted, is that not so?

If Ambassador Malga would stop his whining and propose some kind of compromise like you did, that would be most refreshing indeed.

Finally, I would like to note that the "Little Separation Bill" was passed by the Volksraad 88-87. It still remains in place.

Ambassador Bartholomeus,

Thank you for your response. Firstly, now we have established there is some favour of movement here on your behalf let me ask Ambassador Malga before we proceed any further...

Ambassador Malga, given the situation with your citizens and that the prime desire is to see them liberated and unharmed, would your country be willing to suspend your unilateral sanctions and embargo on Saridan to allow for their liberation and repatriation?

Secondly, if this is acceptable, would you give a guarantee to Saridan that any proposed future sanctions would depend on the findings of the international inspection team and would follow their report being presented to this Assembly. Furthermore any action would be as part of a multinational response to those findings.

Ambassadors, in regards to the inspection team, I agree that this should be made up of neutral observers to give it credibility. A similar issue occurred just a few years ago when a team was sent into Baltusia to check that our head of state referendum was being conducted freely and fairly. I am happy to put forward a Baltusian delegation if you think that appropriate; however, do ambassadors from nations that fit the requisite bill i.e. "a nation which is at least cordial with Saridan" wish to step forward to take part in this?

I have sat here listening, in silence, to these discussions. The reason being, that until now, I had no clear instructions on how to react. And now the Ministry of Foreign Affairs has sent me a message, I am ready to state my nation's viewpoint. We are planning to immediately withdraw from the Triguno-Deltaro-Solentian Trilateral Treaty of Friendship and Mutual Cooperation. At the current moment, we have asked all Trigunian citizens to immediately leave Saridan in fear of them being sent to concentration camps. If the Saridanese government do not adjust their segregational policies, we too, like our Istalian colleagues, will impose sanctions. And Mr Blick, segregation is a violation of human rights, and no international team of experts can disprove that. All violations of human rights are violations of human rights. All nations which do so, deserve sanctions if those policies are not revoked. Thank you.

I totally agree that all violations of human rights are violations of human rights and right now I am trying to bring about the liberation of the 110 Istalians detained in the concentration camp and assist with their very immediate human rights' and needs. Let us at least see what the Istalian ambassador has to say on the matter as it stands. If he comes back and says the options on the table are not agreeable we move to the next stage.

Why should Istalia revoke those sanctions? What is this proposal, to listen to a terrorist nation, who thinks they can blackmail a country with innocent civilians they can get what they want? And we agree with that ,what message would it give. I know you aren't agreeing with such actions, but by saying that istalia revoke those sanctions on saridan, they would get their civilians back. Saridan get what they want and gets away with it. I can't imagine, that a general assembly would agree on that.

Mr Jadoul, as you say I am not asking/insisting Istalia do anything, I am simply asking them if they agree to the deal currently on the table.

They may come back and echo your thoughts and say absolutely not we don't negotiate over this kind of incident. If so, we move to the next level of negotiation. But until both parties set our their stalls properly we don't know where there may be some room for compromise.

Look, no one wants a military conflict over this issue, do we? But similarly no one wants the Istalians to remain in the concentration camp. But if we do not try to arbitrate on this matter one of those two options are the only viable outcomes.

Whether all assembly members agree with the format of arbitration or not I believe it is better to try something rather than do nothing. But I am quite willing to step aside if someone takes up the mantle - but the main thing is we do something.

mr. Vanderijck, i understand what you are saying, i do agree, potensi doesn't want a miitary conflict , but istalia complying to Saridan, isn't a deal for Istalia, but a deal for Saridan. This deal means that a concentration camp is the way for Saridan to get what they want. We aren't even talking about the fascist and rascist kaws they are putting in the country. They shoudn't get away this so easily. It isn't a personal attack to you mr. Vanderijck, i know you are doing everything to find a diplomatic and peaceful situation, but i would recommend Istalia not to take this deal.
