As you say, the Game Rules have not yet been revised, and right now they outline a specific procedure for affirming Cultural Protocols. Cobura's players have followed that procedure, and a Moderator has just confirmed the affirmation as valid. The Game Rules currently tell players that if they do an affirmation, they guarantee the Cultural Protocol carries over into the next Cultural Era.
In all fairness, isn't there a case for saying that pledge should be honoured? If there is any doubt as to that, I would recommend making an immediate announcement about the new doubtful situation re: affirmations and putting an explanatory note in the Game Rules. Otherwise players will get confused, especially when they hear Moderators announcing affirmations on this thread.
As Selcru said, the rules have not been amended yet. As such Moderation is still bound by them. There is nothing "doubtful" yet since we are still holding a consultation . It would probably cause more confusion if we did what you propose. Once the consultation is over and the rule change is implemented, we will notify each country. The consultation is not just for show and we expect and hope to decide based on players' contributions on the consultation thread and elsewhere.
