Lourenne doesn't have Cultural protocols so the 'current version' is not recognised by Moderation as cultural protocols and has been cleared out for being misleading in nature. As such you need to create a brand new cultural protocol and there, the provision of section 17 of the Game Rules are relevant:
17. Creating new Cultural Protocols in Culturally Open nations
It is possible for players in a Culturally Open nation to establish a Cultural Protocol if doing so would not reduce the overall number of Culturally Open nations below 10.
17.1 In order to do this, they must meet the same conditions as for updating a Cultural Protocol, as described in section 16, but with the following additional qualifications:
17.1.1 At least 2 players with seats must support the bill, both of whom must have been currently continuously active in the nation (ie. no inactivations) for at least 1 month.
17.1.2 Players are not necessarily required to provide a plausible backstory for how the nation's cultural background developed. However, the provision of a plausible backstory may be a factor in whether Moderation approves the Cultural Protocol if players in surrounding nations question its appropriateness for their region of the game map.
17.1.3 The Cultural Protocol will not be accepted by Moderation within the first 4 days (96 hours) of it being posted on the forum.
- None of the players supporting the bill have been playing continously for a month. By my calculations the earliest that Lourenne can pass any kind of cultural protocols is May 17, that's when at least two players will have spent a full month in the country.
- And there's also this little issue in the proposal.
PARLIAMENTARY CONDUCT AND CONVENTIONS
There are some rules for proposing a bill and the content of it. It is part of the Cultural Protocol, so please read it and learn from it...
You need to remove that entire section from the bill especially if you are going to claim that it's part of the Cultural Protocol which it is not and will not be enforced by Moderation.
- The "Others" portion can only be 5% maximum so that needs to be fixed too.
- The Hosian denominations add up to 82% rather than 80% as their total is supposed to be (according to the proposal) This will have to be fixed as well.
If those few things are fixed, there should be a very good chance of the proposal being approved from May 17 onwards.
