1.6 Players have a responsibility to make a reasonable effort to be accurate when communicating the rules to other players. Any player who manipulatively misleads another player about the rules will be subject to sanction.

Regarding previous cultural protocols - a good read for Malivian players would be the country's very first cultural protocols.

I know and I like playing as a Indian inspired state but I am following the continuation of the 3750~3900 protocols not doing willy nilly.
I simply wish to state that the last 2 cultural protocols make no sense. Read them they say we were a Luthorian colony and completed disregarded all past cultural protocols and the nations history.
16.5 As a general convention, players should be able to provide good reasons if they want to significantly change Cultural Protocols which are less than 30 in-game years old. Where the Cultural Protocols are more than 30 in-game years old, then a change to any of the categories by 5% or less will generally be accepted without question. If the changes proposed are between 5 and 10%, then players should be prepared for the possibility of having the changes queried. If the changes proposed are over 10%, then players should always expect to need to provide strong role-play justification for the changes. Changes of over 15% will never be accepted unless the grounds for justification are exceptional.

While the protocols themselves pose no problem, the way you've passed them, including the fact that you haven't been open about the culturally open status of the country (which Moderation has warned you previously about) will make me turn your request down. The incorrect bill about the former protocols (which moderation has previously warned you about) has been removed. You will have to pass a new bill providing other players with correct information. I didn't mention the culturally open status of the nation and I apologise for that.
Furthermore, I would like to inform you that the ''The incorrect bill about the former protocols'' wasn't mine and that I was trying to propose a new because of the fact that the old (not even working) one could be removed.
Now we've cleared that, I'm planning to propose a new bill, in which I clearly describe that the nation was first a culturally open country and that if this bill passes, the nation won't be anymore. Please check the bill out to see if I missed something:

The changes I made were introducing a small dundorfian community to follow our history and very small minorities of neighboring states in the demographics and small religious changes. The RP reason for not having this already is after the collapse and cultural shift the state was well collapsed and didn't do censuses correctly.
