Terrorists Forced Into Negotiations With The Republic

Following almost a decade of violence across the Republic of Suyu Llaqta, the legitimate government established under the stewardship of Chairman of the State Affairs Commission Sumailli Paucar has forced the Republican Liberation League, who have occupied the northern regions of the country, into beginning to negotiate a surrender. Since they began their insurrection in the late 4210s, the RLL have been steadily pushed back by the armed forces. Coordinated by the War and International Relations Commissioner and aided by the Kazulian Armed Forces, the terrorists have now been given no choice but to discuss a political solution to the crisis.

Chairman Paucar announces that the Republican Liberation League have agreed to negotiate

At a conference in neighbouring Istapali, Chairman Paucar will meet with the leadership of the communist rebels as well as a number of foreign governments. Representatives of the Majatran Revolutionary Socialist Federation, the Istalian Republic and the Kingdom of Kazulia will all be in attendance as the two sides attempt to return the Republic to peace. Although the precise extent of the RLL's demands is not yet known, it is expected they will request a special level of autonomy for the regions which they control in addition to a lifting of the ban on communist political parties. Paucar has suggested that he would be steadfast in his commitment to opposing extremism and not legitimise the views of the terrorists.

While the confirmation that the conference would go ahead was significant, it is not entirely unexpected. Since the government secured the support of foreign allies, they have been on the front foot. Over the past few months, conflict has been limited and sporadic with both sides almost ceasing in their attempts to progress beyond their current frontiers. Additionally, the government has been pro-active in trying to reach across the divide by commuting the sentence of former President Coatl Lulling, convicted of treason. Furthermore, in the upcoming elections for the Legislative Council, the State Affairs Commission announced that ballot papers would still be sent to rebel-held areas. The LPBC team hope that we will see peace in our time very soon.

Historic Accord Brings Violence To A Halt

Scenes of jubilation were clear in Suyu Llaqta today as the opposing sides in what was termed the 'War for the People's Vengeance' signed a final agreement to cease hostilities permanently. Known as the Treaty of Matidenas after the city in Istapali where it was concluded, the agreement represents vast compromise from both the governing State Affairs Commission and the insurgent Republican Liberation League. Under its provisions, a Fifth Republic will be declared bringing an end to the short lived Fourth Republic; as such a new constitution will be adopted which differs greatly from the perceived authoritarianism of previous governments.

Suyu Llaqta will now operate a federal structure in which the two states of the Socialist Llaqta Republic (SLR) and the Free Territory of Suyu Llaqta (FTSL) will be given equal status. The former represents approximately the area controlled by the Republican Liberation League at the start of peace talks while the latter constitutes the government held regions. Additionally, a new executive will be formed consisting of two individuals (one elected by the SLR and one by the FTSL); both shall serve as Co-Presidents. Legislative power shall be vested in two separate Councils, one for each state, with each having power over their respective region's general affairs. On matters of defence and security, the executive branch shall reserve full right to govern.

On top of the new constitutional arrangement, a number of prominent combatants shall be granted amnesty and permitted to return to normal life without facing charges and the current Chairman of the State Affairs Commission, Sumailli Paucar, will not be permitted to run for public office. Both stipulations are designed to reduce the risk of political life being dominated by the conflict. Though in practice they left the country months ago, Kazulian forces officially agreed to cease operations in Suyu Llaqta. Meanwhile, the Istalian Navy have agreed to lift their blockade on weapons into the nation, established to limit the resources of the rebels.

At this point, it's not clear whether the agreement will hold up. An immense amount of time has been spent on confirming the details to ensure that neither side had any point of contention but even so, it is unlikely that two parties which so fundamentally disagree can move into office together so quickly. Initial elections are to be held within the year and already new political forces are emerging in both states. In the SLR, a field of nine candidates has emerged for the initial vote including environmentalists, communists, anarchists and liberals and the picture in the Free Territory is similar. Regardless, Suyu Llaqta is on the road to becoming a liberal democracy.

Lulling Victorious Once Again In Presidential Elections

Over twenty years since he was elected to the office of President of the Third Republic, Coatl Lulling of the Democratic Worker's Party (DWP) was successfully elected as Co-President of Suyu Llaqta last night. Under the instant run-off voting system, he was eventually victorious over the other nine candidates in the Socialist Llaqta Republic (SLR) on the fourth run off. Lulling will now govern alongside the Liberal Democratic Party's Chinpukilla Huyhua, who narrowly beat off competition from Pidru Francke of the National People's Party to win the election in the Free Territory of Suyu Llaqta (FTSL). Under the stipulations of the Fifth Republic, both men must work together to make decisions for the entire federation while remaining accountable to the Council of Representatives in their respective states.

Despite initial unease about the ability of the two newly-created states to co-exist, the election of Huyhua in the FTSL provides some relief. Unlike Francke, who ran a campaign based on taking a hard line against the DWP by committing to economic liberalism and conservative values, the Liberal Democratic candidate presented a pragmatic option to voters. He spoke extensively of the need for compromise and a genuine spirit of collaboration between the two individuals serving in the Co-Presidency if it was to prove successful. Although he placed second on the initial ballot, it seemed that Mr Huyhua was a popular second preference candidate and his election was confirmed after seven run offs.

Meanwhile, Lulling's message was a nostalgic appeal to those who voted for him in decades gone by. If elected, he promised, he would execute the promises he had been prevented from fulfilling prior to his detainment. Furthermore, he reached out to young voters, who may not remember his previous terms, with a message of hope and optimism. In his words, Suyu Llaqta is 'emerging from a cocoon, strengthened and determined, to become a modern and prosperous nation'. Recent economic statistics, including a growth rate of 6%, suggest he is not far wrong.

In both states, initial reports suggest that the election was conducted in line with internationally agreed standards. Polling stations were open until eleven o'clock in the evening and the SLR organised a national holiday in order to maximise turnout (which was eventually recorded as 84%). Previous rules which necessitated voters bring identification with them were massively relaxed, making it much easier for those who couldn't afford passports, ID cards or driving licenses. Even so, a full report will be submitted to the Voting and Elections Commission, also created by the Treaty of Matidenas, through the week. It will make recommendations for changes in preparation for April's Council elections.

Co-Presidents Welcome Visit of Kanjorien Foreign Minister

Chinpukilla Huyhua and Coatl Lulling, Suyu Llaqta's Co-Presidents, were both in attendance as the nation received Marc Hennequin, the Foreign Affairs Minister of Kanjor last week; the largely unexpected arrival marks a new era for foreign policy in both nations. Provisional arrangements are in place to facilitate the establishment of embassies in both countries for the first time in their respective histories and Minister Hennequin was reportedly impressed by the treatment he enjoyed during his stay in the Republic. Across his five day visit, he spent time in both the Free Territory of Suyu Llaqta (FTSL) and the Socialist Llaqta Republic (SLR).

In a series of press conferences and interviews, both governments highlighted the fantastic opportunity that cooperation presented them with. Mamaruntu Fux, the Foreign Minister of the FTSL, told assembled journalists;
Both the Free Territory and the Socialist Republic are united in our determination to expand the Llaqta economy and increase the level of investment, both foreign and domestic, within it. We both want firms to look upon Suyu Llaqta as a valuable and trustworthy partner in a region which has a troubled past and is dominated by economic instability. In order to achieve these objectives, we must work directly with economies who we know can bring the investment we desire. In Kanjor, we have identified a nation who, like our own, is a 'phoenix economy'. More specifically, its a nation which is building upon a tough history but which is committed to growth and sustainable development. Having noted this, we see no reason whatsoever why we should delay improving relations.


During the visit, news broke from Rildanor of an election result which has ramifications for the entire South Seleyan region. In the aftermath of the result, the nation's Foreign Minister opened a dialogue on the re-establishment of a unified Canrillaise state. Hennequin, who is in a difficult position since the collapse of his governing coalition's Senate majority, kept his cards close to his chest on the matter, telling reporters that he would 'evaluate and discuss the strengths and weaknesses of any proposed deal as well as identifying the prevailing mood' before establishing a public position. He did, however, say the suggestion was 'inviting'.

Government Facing Criticism As Drought Death Toll Rises

Citizens have made their anger clear to the government of Chinpukilla Huyhua and Coatl Lulling as the nation's water shortage dragged into its ninth month. With temperatures at their highest point this year, tensions are rising over the inaction of the administration. Both men have promised that they will step up their response to the crisis but so far they have failed to provide any concrete proposals about how they will achieve this. Lulling's initial pledge to increase the quantity of emergency water being supplied has been ineffective as transporting it has proved difficult.

Minister for Public Health Illapu Alca of the Socialist League faced renewed calls for her resignation after she announced that at least two thousand people had died as a direct result of the ongoing drought. Many of those affected live in the remote mining villages which the left-wing parties claim to represent in the Council and in government. Although they have introduced measures to limit the impact of the drought by capping water usage in the south of the country, where it is easier to find, the overall response of the cabinet has failed to address the prevailing issues for communities. After decades of neglect and a period of intense violence, infrastructure is poorly maintained where it exists. As a result, many of the schemes designed to alleviate the effects of the problem have been restricted by practical limitations and ultimately left undelivered.

Obee Uche of the international charity INTECON, which works with local people to deliver cost-effective and immediate solutions, said that '"the response of the regime has been less concerned with helping people who are in need and more focused on keeping the nation's leadership out of the headlines; we keep hearing these 'renewed commitments' about how much water we will receive but the fact is it isn't reaching the areas where the problems are". He went on to explain that unless there was cooperation with non-profit organisations and local residents, the number killed could end up being ten times what it is at present.

Meteorological experts forecast that the drought should begin to subside next month but that the long-term impacts of a failed harvest and the rapid spread of disease will be felt for a lengthy period after it is over. Furthermore, the lack of a coordinated and effective response by the government does not present them in a positive light. Pidru Francke's National People's Party have been at the forefront of opposition to the nation's executive, repeatedly travelling to affected regions to meet families. Consequently, his party is polling at the highest level in its history in the northern parts of the country, which have traditionally been characterised as 'left-wing heartlands'.

Balance of Power Shifts Following Council Elections

The left-wing government which has dominated politics in the Socialist Llaqta Republic (SLR) since its foundation a decade ago has been decimated in elections to the Council of Representatives held yesterday. The Democratic Worker's Party (DWP) lost over one hundred councillors in the elections and their governing partners the Socialist League (SL) saw their total fall by nearly thirty. Since the previous elections, held in 4232, the two parties had run a minority administration which relied on the Green Party for support on key votes. Prior to that, they had held an absolute council majority since the very first vote was held for the SLR's Council in 4228.

Following the civil war which tore Suyu Llaqta apart in the early part of the century, the insurgent Republican Liberation League (RLL) were given assurances that the SLR would be free to pursue a socialist economic programme without the oversight of the central government. It seems the opposite may now occur as a liberal local government has to deal with a DWP Co-President- veteran Coatl Lulling. Taking the place of the DWP and the SL are the Liberal Democratic Party (LDP) and the Free Citizen's Party (FCP), both making significant gains in their seats total. While neither can be accurately described as right-wing, they are opposed to some the incumbent regime's most central policies.

Campaigning in the election centred on the issue of economic development. The government has faced severe criticism for their failure to overcome the most fundamental obstacles which have limited the SLR's progress economically: high rural unemployment and abject transport links. In their own words 'committed to truly public services', the administration has refused to consider privatisation as a solution. In contrast, the LDP, who spearhead the government in the Free Territory of Suyu Llaqta (FTSL) have achieved remarkable levels of growth by competitively sub-contracting out infrastructure projects; they characterised the SLR as a chaotic, bureaucratic mess.

In the coming weeks, a deal is expected to be finalised between the LDP, FCP and the Greens. Remarkably, this would mean both the FTSL and the SLR governments being led by the same party. Unthinkable ten years ago, the transition from a nation torn apart by political conflict to one in which elections yield strikingly similar results has perplexed experts. In the spirit of cooperation, the two cabinets hold meetings every six months. At the last of these meetings, a new tax harmonisation plan was agreed meaning that sales tax would be set at the same level in both regions. Hopefully, peaceful and prosperous relations continue in future.

Governing Coalition Parties Announce Formal Merger

The two governing political parties in the Socialist Llaqta Republic (SLR) have announced that they will be merging to form a new, unified political entity following over a decade of discussion by commentators, pundits and party leadership alike. The Democratic Worker's Party (DWP) and the Socialist League (SL) have run the SLR's administration for the over half a century and at present, have a working majority of over one-hundred-and-sixty seats. As a result, a close relationship has developed between the two political organisations and during elections they frequently pool campaigning resources, often drawing criticism from the opposition parties.

When the merger is completed next month, the two existing organisations will be dissolved and replaced with the United Socialist Worker's Party (USWP). All current members will have their membership transferred across automatically and partner organisations such as trades unions will continue under the current terms of their partnership. Consequently, the USWP will become one of the largest political parties in Terra, with approximately sixty-million members though critics claim this number is vastly inflated by officials. Furthermore, the small fees paid by these members will provide the new organisation with access to an immense war chest to fight elections with.

Leader of the opposition Pumawillka Choque was critical of the motives of the merger and its implications for democracy in the Republic. Speaking to reporters shortly after the decision had been announced, she said that "the socialist regime is attempting a final solidification of power following years of anti-democratic practises. For pro-democratic individuals across the nation, this is a devastating defeat in the fight for accountable government. By stacking the odds heavily in their favour, the socialists have ensured that they will never be able to lose an election. Nonetheless, this isn't surprising given the history of these two political parties, both have a record filled with immoral cheating strategies which serve their political ends".

Meanwhile the decision was greeted with a mixed reception further afield. The Co-President of the Free Territory of Suyu Llaqta (FTSL) Yanawayta Ñaupari said that it was a "worrying development" which raised "serious concerns about the state of democracy and rights in our partner state". On the other hand, the President of Istapali welcomed the news and suggested that the USWP presented a fantastic opportunity for further cooperation between the SLR and its larger neighbour. Referring to an upcoming meeting between the nations' foreign ministers, he urged both sides to "seize the momentum to create a powerful economic centre in eastern Dovani".

Fresh Report Accuses USWP of Vote Rigging

Independent election monitors from the League of Independent Nations (LIN) have issued a scathing report following the most recent set of elections in Suyu Llaqta. Although voting procedures in the Free Territory of Suyu Llaqta (FTSL) were described as "open, fair and among the most free in the Third World", the Socialist Llaqta Republic (SLR) received less praise. The governing United Socialist Worker's Party (USWP) were heavily criticised throughout the report for their intimidation tactics and tampering with the electoral system. In particular, the state's electoral commission was referred to as an "extension of the political party", with several of its leadership being closely tied to the government.

International observers continue to monitor elections across the Third World

Primarily the report focuses on the mass de-registration of voters in the run-up to polling day. According to the LIN observers, over ten million individuals were removed from the electoral register in the final week before voting took place. Despite acknowledging that these events occurred, the regime explained that those removed were on the voting register "unlawfully" and went on to suggest that the majority were either criminals or under the voting age. In their full report, the LIN highlight the demographics of those de-registered. Predominantly, they were members of the so-called new generation; young, urban liberals who don't feel the same partisan attraction to the socialist regime that their grandparents and, to a lesser extent, parents did.

Furthermore, "voter assistance" is cited in the international observers' report as another factor which impacted on their final verdict. Initially designed to help the elderly and disabled to exercise their democratic rights, anecdotal stories suggest that polling station assistants place pressure on those they assist. In some cases, it has even been suggested that officials will refuse to cast ballots against the governing parties. While the report made clear that these stories were largely unverified, it highlighted the increasing number of voters requiring assistance- it has quintupled compared with twenty years ago.

Reaction has been immediate and fierce. The Liberal Democratic Party, who form the opposition in the SLR but are the senior coalition partner in the FTSL, stated that unless an immediate enquiry was launched, they would no longer be willing to work alongside the USWP at the federal level. Nevertheless, the socialist regime has refused to recognise the legitimacy of the LIN's findings, dismissing them as biased and manipulated and have been bolstered by support from sympathetic foreign political parties, such as the Socialist Party of Istapali. Co-President Illari Caipa warned the Liberal Democrats that they had a "constitutional duty" to cooperate with the USWP, regardless of their alleged vote-rigging, though whether his calls will be recognised is not yet clear.

Good afternoon, I'm Qoriurma Paucar, the time is a minute to one and here are today's top stories. In the Free Territory, the government has announced that it will be increasing sales tax from eighteen to twenty percent in order to simultaneously reduce the level of demand pull inflation and increase government tax receipts. Economic Affairs Minister Rimaq Ninahuamán made the announcement, which he is thought to have been considering for several months, this morning. He said the increase indicated the positive signs from the FTSL's economy. In spite of the increase, sales tax will remain considerably lower than the thirty five percent level in the Socialist Llaqta Republic.

Meanwhile the United Socialist Worker's Party, which governs the SLR, has officially become a founding member of the Socialist Alliance of Dovani alongside the the Socialist Party of Istapali, the Liore Communist Party, the Labour Party of Kurageri and the Party of the Left in New Verham. Around an hour ago, the leaders of these five prominent left-wing parties made their first appearance as a unified front. The Socialist Alliance of Dovani is composed of three governing parties and two who form opposition and its stated goal is to promote left-wing politics across the continent and support advocates of socialism. Under the rules of the new group, certain decisions taken by national parties will require the authorisation of the Alliance's leadership. Notably, all leadership candidates must now be vetted in advance to ensure they meet the organisation's criteria. Speaking alongside his new allies, here's what the President of Istapali said.

On a continent which is increasingly being dominated by foreign interests and the colonial powers which once exploited and murdered our native peoples, it is vital that anti-colonial and socialist political parties and individuals work together in a spirit of cooperation, friendship and brotherhood. The Socialist Alliance of Dovani, with these five members as its founders, will seek to appeal to leftists across Dovani to improve the lives of all citizens.

I am under no false illusions about the scale of the challenge which we face. Five political parties from similar yet distinct nations cannot possibly agree on everything and there will be many times when competing priorities and viewpoints will rise to the surface. Despite this, I know that by working together we can achieve far more than could ever be possible alone. Perhaps we will have to debate and compromise much of the time but that shouldn't mean we ignore the vast common ground that we share as left-wing politicians. From my experience working with these men and women, I know that we can achieve many fantastic things.

Nevertheless, the idealistic principles of the organisation have not shielded it from criticism. In particular, critics have attacked the dominance of the Socialist Party of Istapali within the alliance. All five parties are equal in some respects, for example all must approve a new party before it can become a member, but the SP retains certain privileges over other members, including the ability to appoint a disproportionate number of the alliance's bureaucracy. Within the Socialist Llaqta Republic this is already leading to controversy. Several of the party's leading figures have criticised the decision to join the supra-national entity even when these biases were known in advance.
