Based on our ongoing conversations and following some individual research, I commissioned the Zardic Institute of International Relations (ZIIR) to compile and up to date report on nuclear weapon capability. Here is that document for your analysis. (OOC: I thank Maxington for taking some empirical data I had to work on, embellishing it and transforming it into a very comprehensive report. Thanks!)
ZIIR Nuclear Weapons ReportIn accordance with the ranking outlined by the Zardic Institute of International Relations, in a study compiled by the Strategic and International Studies Department of the Zardic Institute of International Relations, the following is a report detailing the nuclear capabilities of the thirteen nations (known by the ZIIR ranking) whom have been known, or have the capability, to possess weapons of mass destruction.
Currently there are thirteen states (13) known to have nuclear weapons capability. Unfortunately, there is no possible way to distinguish between these nuclear armed nations, due to the fact that there has been no formal non-proliferation agreements between the thirteen (13) states. However, currently there are discussions in the World Congress General Assembly and Security Council, where the framework is being laid down for said thirteen states to cease their construction/development of nuclear weapons and agree to destroy their current stockpile gradually over a period of time.
Categories have been crafted outlining the pubic perception of said nation’s nuclear programmes. These categories are:- Known Quantities and Unknown Quantities.
Known QuantitiesBeiteynu has made public is proliferation of nuclear weapons after concluding a nuclear deal with the Federation of Zardugal. However, due to government negligence on the part of its absence in maintaining said nuclear weapons, it is assumed that these nuclear weapons have been either decommissioned or dismantled. [8 nuclear warheads]
Dorvik, since its resurgence into the global sphere has been known to possess weapons of mass destruction as it had been previously ranked as a Great Power due to its nuclear capabilities and political clout. [10 nuclear warheads]
Trigunia has long been known to possess nuclear weapons. During the cold war posterior to the Great Terran War, nuclear saber rattling between the Trigunian Empire and the Federal Republic of Hutori. Apart from this the conservative government (before the nation became completely monarchist) spent a sizable amount of the nation’s defence budget on the nation’s nuclear capabilities upgrading triads. However, due to the negligence of the monarchist government, this nuclear arsenal is believed to be deteriorating gradually. [15 nuclear warheads]
Indrala (Yingdala) has been long known to possess nuclear weapons, for during its diplomatic row between the Trigunian Empire and the Principality of Vanuku (now the Kingdom of Vanuku), the Celestial Empire considered the possibility of nuclear weapons use. However, similarly to the monarchist government in Trigunia, due to government negligence, it is believe that Indrala (Yingdala)’s nuclear capabilities have deteriorated significantly. Luthori has been a championing force in the cause of nuclear proliferation in the Artanian Union and has now been championing the cause of non-proliferation. The Luthorian Republic (then the Luthorian Empire) has been known to possess nuclear weapons and actively made this known. However, due to government negligence, it is believed that said nuclear capabilities have deteriorated significantly. [11 nuclear warheads]
Zardugal has been, for several years, the leading nation in the Majatran continent with respect to nuclear weapons capabilities. Seeing that it once possessed to ability to deploy said weapons to any continent in a given time, the Zardic Federation has been long known to possess these weapons. However, there have been recent government attempts to upgrade the nation’s nuclear capabilities. [10 nuclear warheads]
Hutori, since the cold war posterior to the Great Terran War, has been known to possess nuclear weapons. However, due to government negligence it is assumed that the federal republic’s nuclear capabilities have deteriorated significantly. [17 nuclear warheads]
Vanuku made its nuclear programme public when the Trigunian government announced its upgrade to its nuclear triad. However, similarly to the various nations in this category, due to government negligence in this area, the nuclear capabilities of this nation have been deteriorated significantly. [12 nuclear warheads]
Unknown CapabilitiesBaltusia has never constructed weapons of mass destruction. In a report concluded by then Defence Secretary Geoffrey Palmerston, “While our country has never shown a determined desire to develop its own nuclear, biological and chemical weaponry, it is now within our capability to look at developing such an arsenal.”
Istalia has never constructed weapons of mass destruction. It has been confirmed by the intelligence community that the possibility of an Istalian nuclear programme would be extremely low due to stringent political opposition to the idea within the istalian political spectrum.
Kalistan has been stringently anti-nuclear since the reforms brought about by the Socialist Party of Kalistan and the Labour Party. So a nuclear programme for Kalistan has been removed from the table for consideration.
The
Mikuni-Hulstrian nuclear programme is unknown to the general public, thus it is uncertain for this report and the ZIIA to estimate the nation’s nuclear capabilities.
Kazulia has not confirmed nor denied possessing nuclear weapons and there is no evidence to confirm these suspicions of a Kazulian nuclear programme, however according to the Institute for Scientific Research and Education (a Kazulian private think-tank), the nation could possess up to 15 nuclear weapons.
**This makes the possibility of nations capable of using nuclear weapons, being able to use them at their free will. However, assurance has been highlighted through government policies.
Nations who reserve the right to use nuclear weapons in warfare for any reason:Beiteynu, Baltusia, Dorvik, Luthori, Zardugal
--This means that the governments of these nations (if provided with nuclear weapons) will use said weapons for any reason in warfare. Opening the possibility for an extremely messy military situation.
Nations who reserve the right to nuclear weapons in retaliation to a nuclear, chemical or biological attack:Trigunia, Hutori, Vanuku
--This means that the governments of these nation will not use their nuclear weapons unless an enemy state uses a weapon of mass destruction (WMD) against their troops.
Nations who shall never use nuclear weapons in warfare unless another nation uses them first.Hulstria, Kalistan, Kazulia
--This means that the governments of these nations (if given nuclear weapons) will not use them unless another nation uses them first, pointing to a retaliation position.
Nations who shall never use nuclear weapons in warfare.Istalia, Indrala
--This means that the governments of these nations shall never use nuclear weapons in any circumstance, pointing to a peaceful/diplomatic approach.
ConclusionAs it stands the current the argument for nuclear weapons is to prevent attacks by nuclear weapons. With the independent agencies actively monitoring the developments of various nations and their nuclear capabilities, it is advised that the international community, through the World Congress meet to discuss the possibility of non-proliferation.
