The BCW Conference was organized in Romula on initiative of the Istalian Republic on September 4247 to make meet the representative of the Government of Badara and the so called "Coalition", hoping to find a solution to the Civil War which is ravaging Badara.
First of all however, Istalia Government would establish an agreement to protect the refugees caused by the war and bring them assistance and organize eventually their displacement in safer place, far from the war theaters.

Istalia, as member of the Security Council of World Congress will report costantly the evolution of the negotiations.

Abu Bakr Sharik, Delegate Minister for Foreign Affairs of the Union of Badara, takes the stand;
Firstly, the Government of Badara wishes to thank the Government of Istalia for organising these negotiations and for facilitating talks and communications between the two warring parties. They have been a great help in the peace process and we hope these negotiations will be successful. Now without further ado let us begin.
Now the refugee situation on the ground is currently of serious concern, with many people leaving the provinces of Marakesh,al-Samarya and al-Salmania for other provinces. Currently due to the war situation we have had many difficulties facilitating the evacuation of these refugees from these areas, and many of the refugees are living in makeshift camps under protection from the Badaran Military. The cities of Ras El-Salam, Sutan and Bab al-Mira, as well as the countryside and oil fields of al-Samarya, are currently the main areas from which civilians are fleeing, and the populations of these areas have greatly decreased since the war escalated in January. However there are still some civilians who are trapped in these areas.
The Government of Badara, to start off this negotiation, requests World Congress intervention concerning this issue of evacuating people from these specific areas; as well as providing support to build refugee camps or to facilitate transport to nearby countries. The World Congress force will require medical, food and water supplies, as well as transport and security for these transports. We hope that the World Congress can help facilitate this process.

Istalia inform that was presented a resolution into the Istalian Parliament to authorize the sending of the first humanitarian mission to the Badaran civilians refuged who are flying the war thaters, on request of both the involved parties which agreed on the terms of the mission plan.

We report the text of the Resolution with the references of the Mission:

to bring humanitarian aid to the Badaran refugees (tents, food, electric generators, medicaments, etc... and humanitarian personel).
The personal will come from the armed forces but will be only doctors, nurses and support personel for the humanitarian operations. The parties agreed also for the presence of a small numbers of security personel to defend our men on the field in case of unfair behavior and attacks against the refugees and our personel.
On board of the Amphibious assoult ship will be not present military aircraft, only helicopters of the Navy to support the personal on the field (the helicopters could bring severe injured on board of the ships which are equiped with advanced healthcare facilities and operating room for surgeon interventions.
Badaran ships and Beiteyneuse ships (Beiteynu, as informed us one of the beligerant parties, will represent the Coalition forces) will control our ships but from a reasonable distance and they are authorized to oversize our ships also in the destination port in Badara but only far from the coast.
Any unfair and offensive actions by part of one of the parties will signs the end of the negotiations and the condamnation of the unfair party.

We hope the Government and the Parliament will support this gesture for the sake of the real victimes of the Civil war, the civilian which in thousand are leaving their home in the war theaters.

As can be read into the records of the debate of this bill, both the involved parties into the Civil War, as said, agreed with the Resolution.

We underline once again that this is not a military operation but an humanitarian mission.

We thank the Istalian Government for intervening in this respect and we will support them in any way neccessary to aid their humanitarian efforts in our nation.
We should now return to the matter at hand, achieving a peaceful solution via consensus between the two warring parties: the Badaran Government and al-Ittihad al-Muqatilin on one side; and the Coalition Central Command, MARINE Paramilitary and associated Conservative Union Mercenaries on the other.
This peaceful solution will be hard to achieve due to the war being fought over a matter of policy which both sides are not willing to budge on due to ideological reasons. Hence it may prove neccessary for a World Congress Taskforce, or similar neutral actor, to intervene in the region in order to defend the side who is deemed the most legitimate under international law.
That side is without question the side of the Badaran Government, which was elected in a free and unbiased election in which the opposition had every chance of winning; after which the opposition decided that open conflict was the only way they could enforce their policies on the people of Badara. The Coalition then carried out a terrorist campaign of fear against both military personnel, police officers and civilians; a campaign which included the unlawful killing and torture of POW's, the kidnapping and mass execution of civilians, the destroying of food and aid convoys, the targeting of electricity and water plants vital for the survival of millions and many other innumerable assassinations and political killings. All of these actions are blatant violations of international law and should be regarded as crimes against humanity. The Coalition should not be allowed to get their policies enacted due to the violent actions that they have committed. This sets a dangerous precedent; that terrorism is an acceptable tactic in the eyes of the World Congress, and that crimes against humanity can be put aside and the perpetrators rewarded. Therefore we must atleast agree, collectively, that the Labour Emancipation Act 4245 cannot be overturned through these negotiations. Otherwise this is a clear abdication on our (the Badaran Government's) part, and a surrender to terrorism and violence. That is an action we cannot condone.

So the Badaran Government will begin with the first suggestion of a settlement. Firstly, we would require the returning of all POW's and political prisoners within occupied Badaran territory, effective immediately in exchange for us releasing our POW's. We would then request that the Coalition parties lay down their arms and surrender. In exchange they will be granted full amnesty for the crimes they have commited, and will be welcomed openly back into the political system inwhich they may, if they wish, run for office. After which we would try to rebuild our nation and rekindle ties with our enemies. That is our first solution to the Badaran Conflict, one I think anyone would find reasonable under the circumstances we are currently under. We wait for the Beitenyu delegation to give their thoughts.

Honoured representatives from both the Coalition and the Badaran Army,

I am Fatima el-Nouri. I am the Prime Minister of Istalia as of 4247. I will be the representative of the Istalian government and therewith represent the neutral party on which both parties can appeal to negotiate peace between the fighting forces.

Firstly, I want to thank both parties for their willingness to open up and talk about a possible solution for the violent conflict that has afflicted Badara for more than 2 years now. I can not image how hard it must be to face your enemies in a peacefull way after seeking the physical confrontation for so long. It requires a great deal of honour and dignity to set aside differences and be ready to find common ground.

Secondly, I want to remind both parties that at this very moment, Istalian soldiers and humanitarian aid workers are giving aid to the Badaran people and function as a barrier between the fighting forces. These people are here to help the citizens of Badara who have been injured and traumatised by the horror of war. I would like to remind all of the attendees that the second these Neutral Forces are being attacked, Istalia will have no choice but to take appropriate measures against the forces that have attacked our soldiers and humanitarian aid workers, who mean to do no harm to anyone.

At last, I want to denote that this conference is not created to assign a ''winning force' or denote someone as right or wrong. This conference has been created to find common shared interest between the parties and therewith creating a peace pact that will protect the people of Badara who have suffered from this conflict for way too long. It is important to keep in mind that both parties need to give in a little to achieve what you have came here for: peace in Badara.

I am confident both parties will engage in the negotations in a professional and mature way; and that we will find a solution for the civil war that has already destroyed too many lives and disrupted the economy of Badara. The future of Badara is in our hands, and we must use it carefully to ensure a safe and prosperous nation, in which everyone can live knowing that war is something of the past.

OOC: Disclaimer. The following actually happened. This is not some joke on my part. Leader of Mankind asked me to make this happen. If you don't believe, and I don't blame you, just ask him at this link; http://classic.particracy.net/viewparty ... tyid=31068 . Apparently he his having difficulty getting the access code and the Beitenyu delegate isn't showing up, so here it is.

IC: Suddenly, without warning, a masked man, wearing MARINE paramiltary uniform bursts through the double doors at the back of the meeting room, AKM in hand. Almost instantaneously he open fires randomly into the delegates near the stands at point blank range. Abu Bakr Sharik, within seconds of the gunman opening fire, is shot twice in the chest and once in the head, dying instantly. The Istalian Prime Minister dives under the conference table after being shot once in the shoulder and once in the leg, just below the thigh. President Maggi follows and is shot just below the torso as she dives to the floor.
As the gunman stops to reload, he screams,
"For the King!! Negotiations are over!"
before he is shot dead by Istalian Security Forces. The delegates who are able to flee, quickly leave the building as ambulances are called to the scene, and first aiders treat the wounded. The President and Prime Minister are rushed to hospital and begin recovering from their wounds, which are fortunately non fatal.

The Badaran Civil War Conference has officially been terminated. The Coalition is a violent and inhumane terrorist organisation and will be eradicated from the globe as soon as possible. These terrorist dogs will not win!

The government of Beiteynu is eager to establish a ceasefire in close cooperation with the SC as a basis for further negotiations which should lead to a loglastign solution without victims and winners.
