Friends of the Congress,
At the urging of my friends in Kanjor, along with the urging of the Zardugalis,
I have proposed the following resolution to the Security Council in response to the situation in Badara.

Resolution 29
The Security Council of the World Congress,
NOTING that the nation of Badara is now irreparably embroiled in a violent civil war,
NOTING that international intervention in Badara, even intervention at the behest of the government of Badara, has done nothing but escalate tensions and lead to tragic acts of terrorism in numerous nations,
PROCLAIMING that the civil war in Badara must come to a swift end for the purposes of restoring basic human rights and stability,
RESOLVES that from this moment forward, any intervention in Badara by forces or humanitarian missions from nations outside of Badara must be explicitly authorized by the World Congress Security Council in a resolution drafted specifically for the purpose.
FURTHER RESOLVES that any nation found in violation of this Resolution will be condemned by the Security Council and placed under "probationary status" in the World Congress.
DEFINES "probationary status" as grounds for immediate removal from the Security Council (if applicable) and grounds for the consideration of removal, by 2/3rds vote of the entire World Congress, from active status in the World Congress itself.

Of course, many of you will note that I have proposed this resolution, for expediency's sake, directly in the Security Council without first consulting this august body. I am concerned by the necessity of this, and of course am open to your comments on the act, but feel it justified, given that I do not feel that Istalia nor Beiteynu can any longer be trusted with roles in the conflict in Badara.
As this exigency exhibits, there are, therefore, some circumstances where the Security Council must act without due deliberation first by the World Congress. I should like to resubmit an amended proposal for your consideration.

The Security Council of the World Congress, NOTING that for some time the members of the General Assembly have been denied their right to review and comment upon resolutions prior to their official submission for vote in the Securit Council,
RECOGNIZING that the World Congress is a vessel for the will of Terra's manifold nations, and that the Security Council bears a responsibility to represent the interests of those multiple nations, regardless of their own disposition toward the interests of the various states,
RESOLVES that upon passage of this resolution, all future resolutions shall be considered invalid and void unless they are first presented in the General Assembly chambers for open comment and debate, and allowed to sit in debate for at least 18 months (OOC: 3 days RL time). After such debate period, the bill may be presented to the Security Council for official consideration.
FURTHER RESOLVES that in cases of the utmost urgency, the stipulations of this Resolution may be waived for the purposes of expediting a Security Council response to a situation of grave need. If this Resolution's stipulations should be waived, the text of the resolution being considered must be presented to the World Congress as soon as is possible, and the Security Council must give due credence to the wishes of the World Congress after-the-fact, even so far as to rescind its original resolution if the will of the World Congress makes clear that the resolution is not favorable to it.
