Not only should it be available, I feel that it should be the default.

If anyone wants to improve the wording, please do;
I'm not concerned with the exact wording, only that there does exist some desperately-needed non-intrusive alternative to
1 "The Government requires
2 "The Government requires
3 "The Government requires
4 "The Government [...] actively encourages it"
5 "The Government does not allow
6 [the ubiquitous option to devolve it to local governments, thereby empowering them to intrude all they want]

Law/Policy Category: Market, Government Responsibilities, Centralisation

Description: A law requiring businesses to cover certain costs for their employees such as health insurance, social security etc.

1: All Businesses must cover basic payroll contributions for its employees
2. Businesses with more than 50 employees must cover basic payroll contributions for its employees
3. Businesses with more than 200 employees must cover basic payroll contributions for its employees
4. Businesses are not required to cover payroll contributions.
5: Payroll Contributions are a matter for local governments
6: Payroll Contributions are not mandatory but Companies are given tax incentives should they provide it.
