Most parties in Jakania are totally inactive.

This one has not voted on a single bill since joining weeks ago, and not won more than 0.1% in any one of four elections. I think that qualifies as "party sitting", right?

This party generally only logs in only once every 3-4 days and only ever votes on bills during that short active period. The party does not remain online for an extended period of time. I read somewhere that this is some form of party-sitting and would like confirmation and/or some guidance on how to resolve this situation.

This does not constitute party sitting as voting on bills is considered as an indication of an active player.
