NAL Created
Nationalists and Liberals came to an agreement which resulted in the creation of the NAL

In the Holy Luthori Empire a new party has emerged. The Nationalist Alliance of Liberals or NAL has been formed.
Following a encounter between a nationalist activist and a liberal one the two started to talk. They found out the mutual concern over the future of the nation and decided to act.

A convention between Nationalists and Liberals accros the empire was held. After many hours of negotiating the two sides came to an agreement. A political party would be created with a National Liberalist ideology. The two sides believed that by joining forces they would make a better chance at the next elections.
The party wants as much individual freedom for its citizens as possible thanks to the liberal side while also wanting to protect the culture, history and sovereignty of Luthori by creating laws that achieve that thans to the nationalist side.

While first there was some confusion on the main goal of the party the intentions are now clear. The NAL wants to remove the monarchy and reform the empire into a Presidential Republic with a strong president having many authority and being the executive for the nation. This is what the party leader said:

First of all i want to underline the fact that our two sides have overcome many differences to create our party and we are very gratefull for finally achieving the formation of the party. The main reason for our creation is the dissatisfaction with the current political landscape. The Empire and the monarchy with it have brought us immense wealth, prestige and accomplishments in the past and we are eternally gratefull for that. But in recent decades Luthori has slowly been declining and this is in our opinion largely due to the fact that the system hasnt changed and is still the same as decades ago which is causing a stalemate on both the military as the economic aspect but also decreases our international prestige and influence.

We advocate for the creation of a presidential Republic with major powers for the president as head of state and government. This way we create a universally elected leader that is supported by the people upon the start of his term and has the authority to change the country for the better. In addition to this we want to pass reform to change everything of our "Empire" to become a Republic. We are proud of our nation and feel greatly for it but the Empire must end in order for Luthori to become prominent again

Said party leader (Chairman) Paul Knight

The new party has already proposed their first bills and is preparing to set up local departments accros the country to build up support and hear what the people want and think.

Luthori historians find Rontin remains

Luthori historians have found many remains from the Rontin empire which lasted from 478 BCE to around 783 CE. The Rontin Empire was known for controlling all of Artania and at its peak owned the northern part of Majatra in modern day Beiteynu, Pontesia, and Barmenistan. The Rontin Empire was exceptional in battle with the best generals and the biggest army by far but its navy especially after its peak wasn't Rontin's strongsuit as it failed multiple times in conquering modern day Selucia, and up north in modern day Davostan. Its cultural was similar to modern day Luthori, and its culture and influence inspired the modern Luthori empire whos goal was to become the Rontin Empire. The Rontin empire started to crumble as it expanded and over the 500s to 700s CE, various areas on the outside part of Rontin started to secede from the Rontin Empire. This was due to these areas being too far away for the government to be able to react swiftly making it easy for those areas. Also a line of "weak and stupid" kings from the Roth family weakened the central government in the capital Fort William in modern day Luthori to where the army and navy was very weakened and separated, which helped to weaken it even more. Eventually the Rontin empire broke into smaller kingdoms in 783 like the Dukedoms (Northern part of Modern Day Luthori) and Baronies (Southern part of Modern Day Luthori).

Historians found the most paintings/Rontin art ever in a vault that was thought to be buried with John II a famous king of Rontin who ruled from 50-89 CE. It was thought to be the first ever Time Capsule. It is a huge discovery for historians especially after the Luthori Government put 10 Billion Pounds into a history research funds to fund historical research so it can lead to discoveries like this one.

New Governor General Announces Support For Energy Shake Up
June 4370

Whilst other Senior Members of the Luthori Workers' Committee were locked in tough coalition negotiations following last week's election results, Governor General Jon Healey toured a nuclear facility in Geharon in support of proposals to reduce fossil fuel dependence.

Image

In a speech delivered that afternoon, Healey backed an industry report advocating the creation of a new generation of nuclear power stations. The report calls for nuclear energy to make up 30 to 32 percent of Luthori's energy mix by 4385, with a view to potentially reaching the 51 percent mark by the turn of the century. Healey announced that although ambitious, the plan provided the best strategic long term solution for Luthori's energy needs and energy security in an ever changing political landscape.

We will need support, from the opposition and from future governments, but I firmly believe that a commitment now to supporting nuclear energy production will secure our long term strategic aims.

Image

Healey announced the creation of a new governmental body, the Luthori Nuclear Board, to oversee the construction and operation of the new Advanced Gas-cooled Reactor (AGR) facilities, as well as plans to visit neighbouring Artanian nations where nuclear plays a significant role in national energy production.

The move was welcomed by the General Workers' Union, which represents employees within the energy sector, as a long term commitment to skills and employment.

Luthori News Round up

-Government Reform sees end to National Service
-Finance Minister Ben Thompson Hails Tax Reforms
-Governor General to attend first Artanian Classic in Youk

Government Reform sees end to National Service

Image
After successfully forming a coalition government, Chancellor Helen Jackson-Owen has wasted no time in pursuing her progressive reforming agenda. Legislation increasing protections for tenants and in the workplace have already passed through the Imperial Diet, however the most eye catching successes so far have been reforms to Luthori's nuclear policy and the armed forces.
Jackson-Owen announced the official end of Luthori's peacetime National Service programme, meaning young people no long have to enroll in military service on completion of their education. This change in outlook regarding militarisation was then underlined by the new Defence Minister's announcement that a less bellicose nuclear weapons policy had been agreed, moving instead to what he described as "a more humane, internationalist position".

Finance Minister Ben Thompson Hails Tax Reforms

Image
Finance Minister Ben Thompson continued to talk up his tax reforms whilst visiting a factory in Yodukan. The 'workers' reforms' as he describes them, have seen the income tax threshold rise from 250LPD to 1,000LPD, removing millions from income tax altogether, and resulted in tax cut for everyone earning under 5,000LPD. This tax cut was offset by increases on higher earners.
I think everyone should pay their fair share in income tax and it is fair that hard working families should see a bit extra go back into their pay packets.

Critics have however warned that higher taxes may see higher earners move elsewhere and may become a break on investment.

Governor General to attend first Artanian Classic in Youk

Youk International Cirkuli

Governor General Jon Healey has confirmed that he will attend the first international chariot racing event to be held in Artania. The Artanian Classic is to become annual international chariot racing competition contested by Luthori and Malivia and conducted under the rules outlined by the United Chariot League. The contest shall be hosted alternately, with the inaugural event taking place at the Youk International Cirkuli in Luthori. On the competition, Luthori National Chariot Team Captain Josh Hastings said
This is going to be a fantastic occasion and hopefully we can get the right result.

Luthori Moderate Party prepares for 4374 election, final election for Jade Kent

December 4372

After being in charge for 16 years, White Rose lost the majority of the Luthori Government in the 4370 election and especially the Moderate Party had a disappointing election result getting the least amount of seats. After a new cabinet was proposed, the Moderate Party was left with no cabinet representatives. In response, the Moderate Party at the 4372 Moderate Convention decided to replace 8 long time cabinet representatives to prepare for a pivotal 4374 election that will decide the future of Luthori. The Moderate Party and Jade Kent has stated publicly multiple times that the 4374 election is the "most important election in the Moderate Party's history and in a long time for Luthori."

The 4374 election will also be Jade Kent's final election. The 67 year old will be 69 during the 4374 election and has announced that it will be her last election and she will step down as the party leader. Her son Brandon Kent will be the party leader starting in 4376 and the Luthori Head of State candidate starting in the 4378 election. Jade Kent will continue to be a big contributor and a public figure for the Moderate Party for as long as she can.

Internal Cleansing: Government reasserts public trust in Security Services.
Ministry of Internal Affairs launches investigation into misconduct within Security Services; Vows to reassert public trust in Security Services
Image
: Amid increasing internal tensions, Central Metropolitan Police Service deploys armed officers.
11th June, 4374

The Ministry of Internal Affairs has launched an investigation into misconduct within the security services. The investigation is aimed at weeding out corruption and insubordination within the various security and law enforcement services. The Investigation is currently being jointly conducted by the Ministry of Internal Affairs and the Central Metropolitan Police Service and is expected to target all branches of the Armed Forces and most levels of the law enforcement and security services. The investigation was given the "go-ahead" by both the Office of the Prime Minister and the Ministry of Defence, with Minister of Internal Affairs, Daniel Claughton, calling the investigation "a necessary step towards the Reconstruction and re-institution of stability and peace within the nation," and also came to the podium to discuss the investigation with the media.

As it is already known by the masses, the Ministry of Internal Affairs, in collaboration with the Central Metropolitan Police Service, has launched an investigation into corruption and misconduct within the armed forces and security services. It is the share opinion of both the Office of the Prime Minister and the Defence Ministry that the Armed Forces and the Security Services have been at the master-point of corruption and misconduct. As of recent times, around one hundred NCOs and law enforcement officials have been arrested over charges relating to espionage, high treason, financing terrorism and corruption, with around fifty high-ranking military and law enforcement personnel being arrested under similar charges. It is imperative that a level of secrecy of the investigation be upheld, as such this Ministry does not intend on releasing any more information pertaining to this.

The move is an extraordinary risk given how corrupt the armed forces have become giving rise to a concern about a possible coup against the government. While not commenting on the matter, the government appears to be relying heavily on the Central Metropolitan Police Service which is out in increased presence across the Fort William as if to reinforce civil control. Across the nation, armed police officers were activated and surrounded military installations in order to prevent any serious backlash as heavily armed Transnational Anti-Crimes Agency, backed up by local authorities moved in to arrest and detain the officers.

Defence Ministry launches enormous internal defence review aimed at pinpointing direction of future.

♕:Chief of Defence, Admiral Lucas McCarthy speaking with a member of the media.
2nd November, 4374.

It was announced recently by the Ministry of Defence that it would be conducting a large-scale internal defence review. News came pertaining to this matter when Chief of Defence, Admiral Lucas McCarthy addressed members of the media in front of the Ministry of Defence. According to the recently appointed, the military had underwent a period of pure neglect and it was imperative that the government and the armed forces itself made an effort to improve its situation and status. Minister of Defence Graham Whitehead and Admiral McCarthy held a joint meeting in the Defence Ministry where the following was said:
This nation has spent decades obtaining the reputation of being one the most powerful nations in the world. Due to fence-sitting by the armed forces due to neglect and improper leadership, this once mighty armed force has been on the verge of collapse. It is imperative that we re-assert ourselves into the global sphere and take back our place one the leadership board of the military and economic spectrum. As proposed the defence review is purely aimed at pinpointing the direction which we must take in the future when it pertains to the development of the armed forces.

The current defence budget of the Defence Ministry is $55 Billion, a major decrease as the government is currently focused on implementing the provisions of the The Spencer-Hawkins Formula. Minister Whitehead stated that although he recognises and understands the struggles of the current economic situation, in the future he is wishing to see an increase in the budget for defence. According to sources from the Defence Ministry, the review is expected to last for around a few months and would encompass reviews in all branches of the Armed Forces, from the Army to the Air Force.

Claughton wants expanded surveillance powers
Internal Affairs Minister pushes for increased surveillance power for security services.
Image
♕:Ministry of Internal Affairs moves to expand state surveillance power with omnipotent legislation.
2nd November, 4374.

Minister of Internal Affairs, Daniel Claughton, recently introduced the Surveillance and Data Accumulation Act to the Imperial Diet after calling for increased surveillance powers for the Security Services in their pursuit of ensuring the nation's domestic security. In an interview with the media, Minister Claughton defending the government's current surveillance policies and backed his plans to expand said powers beyond that of any nation on terra. The interview came moments after Claughton called on the nation's internet service providers and the various telecommunication companies to become more proactive in monitoring the communications of suspected terrorists and potentially dangerous individuals. Claughton stated that the various technology companies operating within Luthori, although domestic law obligates them to assist the security services in combating serious crimes through communications monitoring in exchange for reduced taxation, it has been stated that said companies are not holding their end of the bargain.

Claughton's Surveillance and Data Accumulation Act moves to force all "tech" companies to actively monitor the communications of individuals suspected of terrorism and other serious crimes. From telecommunication monitoring to increased powers on internet usage monitoring, the Surveillance and Data Accumulation Act intends on allowing the Security Services unconditional access to the communications of individuals suspected to be a threat towards the nation's national security. Director of the Security Intelligence Organisation, Sir Willard Mack, said the intelligence agencies needed to be able to navigate their way round the internet and be able to join the dots to help foil potential terrorist attacks. The fact that Sir Willard openly made the statement is a sign that the nation's security services can no longer operate in the dark.

The legislation has had its fair share of criticism, various human rights organisations have blasted the legislation for its open request to expand the surveillance power of the Security Services. The argument that the legislation would open the door to mass surveillance of the Luthorian population was immediately shot down by Minister Claughton as being irrational as within the legislation it bars the government from engaging in mass surveillance activities and force the Security Service to obtain a "Warrant of Surveillance" which is only applicable for single individual.

A pursuit to modernise Luthori's Defence Force.
Defence Minister expected to outline plans for modernisation of the Luthorian Armed Forces.
Image
♕:Defence Minister champions cause of armed force's modernisation.
2nd November, 4374.

Defence Minister, Graham Whitehead, is expected to present an in depth report to Chancellor Rebecca Stinson outlining his planned intentions to modernise the Luthorian Armed Forces. From all accounts, it could be one of the most radical and long overdue shake-ups undertaken in decades by a defence minister. The armed force's leadership structure would focus at streamlining young officers into the leadership of the defence force. The defence force, which currently numbers 192,000 active personnel, would be increased to 200,000 active. The Military Sectors established under the previous overhaul will be scrapped and brigades either combined or disbanded to accommodate for the renewed organisational structure.

Whitehead stated that it was time that the Armed Forces abandon the old doctrine of "dull and predictable" to adopt a "smart and professional" criteria. There were several factors contributing to this renewed approach to the modernisation of the armed forces. One being Luthori's ambitions to become increasing involved in international affairs. Minister Whitehead argues that as a nation moves forward towards becoming increasing involved in the international community, it must never leave its armed forces behind. He compared it as an individual going to fight-club, but leaving his ability to fight at home.

Whitehead, the former Rear Admiral, stated that he intends on introducing a "Projection to Expeditionary" doctrine into the Luthorian Armed Forces. According to information given by the Defence Ministry, a Projection to Expeditionary doctrine would see the Luthorian Armed Forces act as a force in defence of Luthori, however it will still have immense capabilities for offensive action. Brigadier Samuel Long of the Centre for Strategic Analysis says that the Luthorian Armed Forces has to adapt to the changing climate if it wants to see itself as a leading figure in its hemisphere.

Already several persons in the military complex have begun to speculate the changes to come with the modernisation. Some speculate that the government would finally invest into attack helicopters and other says that the government would invest into modernise troop equipment such as firearms, armoured vehicles etc. It is only with time the provisions of this modernisation plan would be disclosed.

Transforming Defence: Modernizing the Armed Forces.
MoD announces decade long-term modernisation plan for Armed Forces; introduces new operational doctrine.

♕:Luthorian Armed Forces is seeking to continue work with Zardic Z-35 Programme.
2nd November, 4374.

Whilst the specifications of the government's National Rearmament Programme (NAP) is expected to be announced later in the year, its general outline is already known thanks to a number of official and unofficial announcements on the future direction of the Luthorian Armed Forces. NAP's priorities are a reflection of the perceived threat array facing the Holy Luthori Empire, and this NAP is clearly favouring the Ground Forces and Air Forces, which will sustain a rapid pace of modernisation. The political instability in Dovani and mounting uncertainty in other regions, the rise of nationalists throughout the world and and the emergence of the new threats, all point to the need to bolster Luthori’s ability to be able to defend its interests internationally and regionally.

The Ground Forces will not only expand in size but will also continue to modernise and upgrade its equipment fleet. It is assumed that in the future the most numerous main battle tank in regular service will be the Samaritan 2 or its upgraded version, Defence Ministry sources believe the Samaritan 2 (MK2) will be procured at the rate of 20-30 vehicles per year, with the initial order for 20 vehicles already in. In response to the military's shift from a conventional infantry doctrine to a mechanised infantry, the military will continue procuring Rand upgrade kits for the Chariot infantry fighting vehicle (Warrior IFV) and overhaul the existing fleet. Land-based air and ballistic missile defence will also be a key priority with the defence industry looking into various technologies, however the implementation of such systems are not seen possible at this time.

The biggest predicted change in the new NAP concerning the Air Force will be the continued procurement of aircraft under the Zardic Z-35 Programme and the Unionfighter Programme. The government's involvement in both programmes are expected to result in the displacement of the military's ageing Harrier fleet, which had been in the military's dossier since the collapse of the Artanian Union to inactivity. With the Z-35 Programme currently, the government has ordered 3 aircraft for preliminary testing and has also spoken to Hawu Mumenhes officials on the possible procurement of the nation's LV-CRD system. Apart from this, the military has pledged the procurement of attack helicopters, specifically VA-40 Apostle (AH-64 Apache) which would see a reinforcing element to the operations of the ground forces in the coming future.

Naval Forces, by contrast, have a relatively modest role in the new NAP. It is uncertain whether the Project N001 Destroyer and the to be announced Project NF-221 Destroyer will be procured within the next NAP term. Instead the existing ships, including the nation's ageing fleet of frigates and handful of destroyers, will undergo major refits to include the fitting of new missile systems and extending their lifetime. The construction of frigates, corvettes and fast attack crafts, ships which more than proved their worth in the context of prior conflicts, will continue abated with various spending cuts coming to the government as the economic moves to become more active.

Transforming Integration: Claughton proposes "profound reforms" to AU
Deputy Chancellor proposes deeper regional integration; wants to herald revisionist approach to Artanian Union.
Image
Deputy Chancellor of Luthori, Daniel Claughton speaking at a Carlton House summit.
12th March, 4375.

Deputy Chancellor of Luthori, Daniel Claughton has outlined his plans for "transforming integration" within the artanian continent through deeper regional integration to win back the support of disgruntled citizens under a reformed-modern Artanian Union. The rise of far-right nationalism and isolationist tendencies can be cited at positives vectors for forcing regions to become increasingly integration and closer in cooperation. Claughton stated that the resurgence of these tendencies came as various political entities have forgotten the concept that Artania must be defended. Mr. Claughton's remarks are similar to that championed by former Minister of Foreign Affairs, Devin Foreman, who championed the resurfacing of the Artanian Union, tackling most of the organisation's opposition head on. Minister Claughton takes up the mantle with the intention of reforming the Artanian Union to address the needs and concerns of the various factions on both ends of the pro/anti-Artanian Union spectrum. With international uncertainty mounting in light of the recent conflicts in Dovani, Claughton has called on the need for regional integration in Artania, citing it as a paramount policy he intends on championing throughout his political career.

Deputy Chancellor Claughton's proposal includes "shoring up" the Artanian Economic Community underneath the banner of the Artanian Union, thus introducing the concept of a single market and economy in the Artanian Union and a monetary union. Mr. Claughton stated that it was his intention to "kill" the perception that the introduction of a single market and economy was solely aimed at solving the economic problems of one nation, as he cited the fact that it was an "economic community". The Deputy Chancellor stated that he intended on outlining the entirety of his reforms to a forum exclusive to Artanian citizens interested in discussing a reinvigorated Artanian Union. On the background of taxation concerns, Claughton proposed the creation of detailed technical work on the harmonisation of taxation regimes and fiscal incentives. Rumours had surfaced that Claughton intended on reintroducing the Artanian Mark (₳) with the secondary intention of prompting strong economic performance, alternating trade terms to favour greater Artanian export rates. Farris Khan, President of the Luthorian Developmental Bank cited the need for a ratio favouring the market as a means of enabling it to grow.
A ratio comparing export prices to import prices, the terms of trade is related to current accounts and the balance of payments. If the price of a country's exports rises by a greater rate than that of its imports, its terms of trade have favourably improved. Increasing terms of trade shows greater demand for the country's exports. This, in turn, results in rising revenues from exports, which provides increased demand for the country's currency and an increase in the currency's value.

The Deputy Chancellor stated that he had already initiated the negotiations period, inviting various Artanian nations to the discussion table in Fort William to discuss a reformed, reinvigorated Artanian Union, with Foreign Minister Samuel Knight set to visit Dorvik to discuss regional matters with the Dorvish Government in May. Deputy Chancellor Claughton stated that he intends on visiting Rutania to discuss the Artanian Union with Rutania's Prime Minister Carson Threadgood, however an exact date has not been provided by the Office of the Chancellor.
