Internal reorganisation programme aims to orient armed forces towards preparedness for new threats.

The Luthorian Armed Forces is expected to undergo a massive overhauling, including structural changes and the implementation of practical technologies and the formation of a new doctrine that would alter the way the Luthorian Armed Forces wages conflicts, trains and communicates on a strategic basis. This was announced by the Office of the Chief of Defence, who placed an emphasis on the importance of the reorganisation of the armed forces amid the shifting international landscape. According to an official from Carlton House, although the Luthorian Armed Forces was in the process of transitioning for defensive to expeditionary, various structural elements from its period of "total and unconditional defence" remain and are actively plaguing the combat effectiveness and general structure of the armed forces. One of these core issues come in the distribution of troops within the armed forces. Due to the fact that previously commanders have placed an extreme emphasis on the defence of Luthori, the nation's rapid reaction capabilities has been significantly reduced. Although it has been cited that the size of the Imperial Marines had been "feasible," Admiral Lucas McCarthy stated that the Imperial Marines must be expanded.

According to an official from the Office of the Chief of Defence, although the global landscape is changing, the chances of squaring off with a rival military has not been reduced but has increased as the armed forces takes on intensified international obligations. “The Armed Forces, specifically the Land Forces are a huge mass of troops and adapting them to the conditions of modern warfare is expensive and difficult,” an official from the Ministry of Defence stated. The armed forces has spent the last millennia securing its strategic interests and putting into motion various contingency plans for specific scenarios expected within their respective environments. This spans from the Arctic to the nation's regional obligations. The nation's involvement in various international alliance, notably the Northern Council acts also as a catalyst for this much needed reorganisation. As the Northern Council seeks to promote the sentiments of peace and collective security, it also intends on orienting its members towards "humanitarian affairs", citing that the armed forces of the organisation's member-states should not be utilised simply for offensive or defensive purposes, but should be utilised for promoting/facilitating humanitarian efforts. Although the threat of organised paramilitary organisation hangs over the head of the armed forces as it is surrounded by nations that promote the idea (whilst it is an offence to form or be a member of a paramilitary/militia organisation), the reorganisation intends on taking this factor into consideration greatly as the nation seeks to expand its involvement in international specifically in the fight against international communism and fascism.

The reorganisation programme is intended to focus on placing the armed forces in a position that would enable for it to capitalise on its current equipment. According to the MoD, the armed forces needs to "shake off" its defensive posture and champion its expeditionary posture. Minister of Defence, Graham Whitehead stated that the procurement of additional combat equipment, was not done as a means of adding the aesthetics of the armed forces. He stated that although the armed forces had utilised the equipment, it had been done in a manner in which one would say is reminiscent of a defence force rather than an expeditionary armed forces. This defensive tendency could also be tied to the fact that the armed forces has ran into multiple issue whether it pertains to oversees deployment and its mobilisation to conflict zone outside of Artania. It has been argued that the armed forces' mobilisation and deployment to conflict zones within the region is something other nations are actively attempting to mimic, however the downfall lies in deployments outside of the region, where logistics comes into play. It is hoped that the reorganisation programme addresses the issue and brings the aforementioned issues to an end.

Claughton's transcontinental diplomatic tour
Deputy Chancellor tours 3 continents shoring up support for trade and diplomacy.

♕:Deputy Chancellor, Daniel Claughton speaking before the Luthorian Developmental Bank in November, 4374.
11th October, 4375.

Deputy Chancellor Daniel Claughton has returned to Fort William to report back to Chancellor Rebecca Stinson after a two week tour of several nations throughout terra in an attempt to shore up support for the nation's push for increased diplomatic engagement and trade. The Deputy Chancellor landed in Beleco which was marked as the first visit of a Luthorian government official to the south-western majatran nation. In Beleco, the Deputy Chancellor met with President Citto Mamalo and Chief Minister Patro Kalo and other high-ranking officials within the zardic government. Among the discussions with President Mamalo and Chief Minister Kalo, Chancellor Claughton proposed the establishment of official diplomatic and trade relations with the government in Beleco as well as investment into the zardic economy and vice-versa. Claughton pushed the notion that the two nations should combined the efforts of their respective services industries in pursuit of everlasting cooperation and friendship between the two nations.
An extremely close partnership with the Republic of Zardugal serves the interests of both Zardugal and Luthori. Our nations share similar opinions on various international issues and i believe that we have the potential of creating one of the closest partnerships in history.

He then flew to Telapolis, Telamon to open diplomatic relations between Luthori and Telamon. In Telapolis he met with King-President Elsa Þaller and Foreign Minister Björn Þaller where various matters were discussed. Said matters include diplomatic cooperation and the formation of a trade agreement between Luthori and Telamon on the basis on common exchange. As Luthori moves to intensify trade with the international community, Telamon, acts as a de facto bridge between the east and the west. Discussions were held mainly on a basis of bringing development and investment to Telamon. The nation's fruit based economy has been cited as lacking diversity. Farris Khan of the Luthorian Developmental Bank has stated that Luthori could bring the necessary investment into Telamon's economy and subsequently prompt the nation to diversify its economy by enabling individuals to venture out into other industries/services.

After Telapolis, the Deputy Chancellor flew to Tian'an, Indrala. Under the banner of the government's "Eastern Thrust", the Deputy Chancellor championed the notion that Indrala had great business potential for Luthori. The Ministry of Foreign Affairs had previously been against a foreign affairs push towards Indrala due to the nation's hard-line grip on the Jienist doctrine. According to Mr. Claughton, Luthorian businesses "potentially could do a large amount of business in Indrala" as a result of the move, which will also allow Luthorian expertise to be shared. A trade agreement between the governments in Fort William and Tian'an had been proposed with the actual agreement to be formed in the coming months and finalised with the Imperial Diet before it is to be pressed to the Indralan Government. Where it pertains to diplomatic cooperation, the Deputy Chancellor stated that negotiations were on-going between the Luthorian Government and Indralan Government.

Finally, before returning to Fort William, the Deputy Chancellor landed in Eroncourt, Lourenne. In Eroncourt he met with the President Valérie Forestier-LaSalle and Prime Minister Antoine Viellard. As Lourenne is a member of the Northern Council, the Chancellor's visit to the nation was made on the premise of strengthening military relations. With the 2nd Northern Council summit to be held in Rutania soon, the Deputy Chancellor hoped that it would come to fruition that the member states of the organisation would be committed to upholding the principles which the organisation has championed. Luthori's Armed Forces, although weak in strength is not weak in expertise and professionalism as the nation has maintained a record of being one of terra's leading military power, specifically terra's leading naval power. Deputy Chancellor Claughton believes that through increased cooperation with its Northern Council allies, the principle of cooperation and mutual defence could be upheld and championed.

Jade Kent steps down, Brandon Kent takes over

As Expected, Jade Kent has step down as the leader of the Lutori Moderate Party. Most experts knew it was a matter of time but after the announcement in June of 4373 that she would step down. She will continue to be a public figure and mentor for the new leader Brandon Kent. It is expected that Brandon will be elected as the Moderate Party´s leader easily as there will probably be no competition against him, if so, they may get 5% at most.

Jade Kent comments

It was a great run but I have gotten too old to run the Moderate Party more effectively than my son Brandon. He is fit and ready to take over the Moderate Party and will continue the great progress that we had taken to bring Luthori back to a great power like it has historically been.

Brandon Kent on the matter

I am ready to serve as the new Moderate Leader. I would like to thank Jade for all of her work and accomplishments in her 22 years as Moderate Leader. But Father Time is undefeated and now its time for her to take it easy a bit more and be a public figure instead of having all of the stress of being the leader of a political party.

Brandon Kent explains the state of Luthori
Jade and White Rose-R´s leader Marquis Elad Weston has done a great job starting Luthori´s journey back to a great power. And I intend to continue what she started.
With the addition of the New Conservative party, the 3 ¨Luthori to Great Power¨ parties will work very hard to strengthen Luthori to the point of becoming a great power like it has historically been.

Government launches free-port initiative
Government introduces initiative aimed at increasing trade throughout region.
11th February, 4376

In a recent move by the Ministry of Trade and Industry and the Ministry of Finance, the commercial ports of Shippington and Louth, under advisement from the local Chamber of Commerce of those city as well as the Public-Private Cooperative Business Association (an association of private and public companies, centred on promoting joint private-public business opportunities), have been designated as "free-ports" in an attempt by the Ministry of Trade and Industry to bolster the economy in the country. The laws were proposed by Minister of Trade and Industry Arther Butler and seeks to introduce less strict customs regulations and lowered taxes on income for investors. The Minister addressed the Imperial Diet earlier today where he said,
Luthori has a high potential of being the capital for trade and business on the Artanian Continent. In this legislation i propose to the commercial ports of Shippington and Louth, the status of free-ports with an ease in our customs regime on these ports. I can assure the members of this assembly that, we do intend on expanding the capacity of these ports to accommodate for increased operations.

The idea to make Shippington and Louth's commercial ports, free ports came after the Division of Trade Promotion spoke of plans to introduce a renewed customs regime within the cities as a means of increasing funds to assist the venture of the Luthorian Developmental Bank. News figures released from an independent research and analysis group known as, the Centre for Economics and Business, showed that during the first 5 months of 4369, the mentioned ports handled 60 million tonnes of cargo about a quarter of the total turnover. The report stated that the most productive port was the Port of Shippington, which handled 40.1 million tonnes of cargo compared to Louth which handled 19.9 million tones of cargo within the same period. Nonetheless it signals a move that these cities and their ports are a pillar to forging closer trade ties between various regional and international partners.

Government commences seaport expansion programme
Government commences initiative to expand seaport in Shippington to accommodate for increased trade
11th February, 4376

The Maurice Maritime Corporation (MMC) through a joint venture with the Port Authority of the Port of Shippington, has been appointed as the lead contractor in the expansion of the international port. The expansion project will increase the lengths of berths 3, 4 and 5, giving the port ,in general, the capacity to handle/berth massive container vessels. Dredging of the area was commenced several months prior and was done in preparation from construction to begin around the vacation period. The project will involve dredging 1 million cubic metres of material to provide the berth and approaches, and enable a new steel-piled quay wall to be built. General Manager of the Port Authority, Darrell Miller, commented on the expansion project.
The Port of Shippington caters from international trade. It is the largest seaport in the country and is the centre of maritime operations throughout the country as thousands of minor and major maritime corporations have established bases of operations in the port's facilities. For this port to operate at the highest level of efficiency,
it must now cater for largest international vessels. As such, with our cooperation with Maurice Maritime Corporation and the port authority's own construction group, the expansion of the port could see an increase in facilities and general space for future operations.

According to officials from Maurice Maritime Corporation (MMC), they intend on reclaiming land from the sea to accommodate for the construction of three wharves, two dry docks and increased housing space for business operations within the port itself. The new extension will be equipped with three new ship-to-shore gantry cranes, each with a 25-container wide outreach. According to officials from the Division of Trade Promotion (a department of the Ministry of Trade and Industry), the expansion of the Port of Shippington is expected to accommodate for the increased diplomatic activity in which the Foreign Ministry is going to initiate by reintroducing Luthori to trade with the its various international partners.

Ⱡ100bn infrastructural programme commences
Billion pound infrastructure programme announced by government to boost productivity

Construction of the R3 roadway from Fort William to Shippington.
11th February, 4376

A report recently released by the Luthorian Developmental Bank has put the nation's domestic infrastructure on the spotlight. After years of neglect, Luthori's infrastructure has received a battering. This is evident as several motorways and bridges have been closed due to safety concerns. According to the report entitled "Public Investment and Infrastructure in Luthori", it was proposed that the government invested heavily into Education, transport and digital networks infrastructure, and residential buildings construction. Farris Khan says that their economic models show that the proposed investments would "strengthen the growth potential of the Luthorian economy, and in the long term, result in a significant increase in aggregate economic production.

While there are regional variations — schools are administered by the provinces, and their regional administrative bodies and not by the central government — a typical school-day in Luthori starts at 8 AM and ends at 2 pm. This can present logistical problems for the many families in which both parents work at full-time, nine-to-five jobs. The report proposed a Ⱡ10 billion per annum to improve the education system and extend hours into the afternoon. According to the LDP, the move would improve childrens' educational outcomes, enhance the cultural integration of the very large number of foreign-born schoolkids, and free up both parents in lower- and middle-income families to take full-time jobs.

The report proposed a Ⱡ20 Billion increase per annum on public spending transportation infrastructure and the construction of a modern digital infrastructure. In view of the rapid evolution of digital technologies, broadband fibre-optics networks should be expanded even beyond the Luthorian government's existing, fairly ambitious plans in this respect, which date from 4350, according to the Developmental Bank. They estimate that an additional Ⱡ60 billion to Ⱡ100 billion will have to be spent in total over coming years, in excess of what had already been planned, in order to complete a nationwide fibre optic network capable of future data transmission speeds of several gigabits per second.

In response to the nation's crumbling infrastructure, the government through a Ⱡ70 Billion investment into infrastructure, has commenced work on construction and modernisation of various infrastructural systems including motorways, bridges, ports and buildings with the intention of accommodate for a hopeful population boom and increased economic activity. The initiative aims to modernise the nation's transportation system by bringing a "rapid rail" system into Fort William and other cities throughout the nation. The government aims at championing the principle of efficiency, citing that Luthori must maintain its international standard for efficiency. The Luthorian Developmental Bank cited that the umbrella purpose of the initiative was to create jobs. It has been stated that the proposed investments would generate about 160,000 additional new full-time-equivalent jobs by 4390, and more than 350,000 new jobs by 4410, compared to business-as-usual, as the investment is intended to increase annually by Ⱡ5 Billion.

White Rose Win Back Majority and Governor General Wins Historic 8th Victory

White Rose (IA) have won a majority in the Imperial Diet in the May 4380 election where the Royalists won 218 seats/32.78% of the vote and the Moderates won 151 seats/22.71% of the vote, giving White Rose 369 of the 665 seats/56.05% of the vote, a majority of 73. They are expected to reject a Coalition with the Moralists in favour of a White Rose Government. The White Rose also won the Governor Generalship with 62.07% of the vote, giving Marquis Alexander Weston an historic 8th victory in elections for the role.

The Weston family have held the Governor Generalship for 37 of the 45 years since its creation in 4335 when the position was created after the Union with House Steuart-Carmichael, and Marquis Alexander has personally held it for 20 years, over 4 separate terms (4352-4356/4359-4368/4374-4376/4377-Now) His father, Marquis Elad, held it for 17 years from 4335 to 4352.

Image

The Governor General hailed recent White Rose public spending increases in the last 5 years; which saw a doubling of the foreign aid budget, a £5 billion increase in the defence budget, a £3 billion increase in the Home Office budget, £2 billion in Food & Agriculture, £3 billion in Trade & Industry and an additional billion in Tourism, Education and Health budgets too.

The increases followed income tax reform whilst White Rose abolished corporation tax altogether, meaning the Government no longer tax profit, despite this, they maintain a surplus of £461 million a year. The Royalists said such a change will encourage wage growth, investment and economic growth across the country, whilst also ending the job tax, allowing companies to employ more people without fear it will diminish their bottom line or increase their tax liabilities. The Royalists famously abolished VAT in there first majority Government back in 4317.

The Royalists promised to roll back restrictions on the use of nuclear, chemical and biological weapons, as well as abolish trade tariffs to open the country once more to all international trade, and to promote private pensions once more. They have also said they will end the cap on rent, put together a national road policy, authorise selective schools and the re-introduction of capital punishment for terrorism, treason and crimes against mankind.

Image

Marquis Alexander announced this would be his last election, as he intended to pass the Marquessate on to his son, Samuel, after 34 years as Marquis and Leader of the Party. He went on to say he looked forward to the Terran Olympic Games of 4380, hoping the Luthori delegation would perform well, and that he intended to meet with the new Emperor before the Marquis leaves office at the next general election.

He once more confirmed his commitment to the renewal of the Artanian Union, his support for the Luthorian-Lourennais Trade Agreement and his decision to support the withdrawal of recognition for Hulstria-Mikuni and expand the embargo of the Republic of Saridan.

New National Identity Imposed by Diet

Image

The Diet have voted to endorse a new motto and anthem for the Empire, as well as restore the ancient flag for the Holy Luthori Empire, moving away from the Rose flag once more.

MOTTO

In hoc signo vinces (In this sign you will conquer)

NATIONAL ANTHEM

And did those feet in ancient time
Walk upon Luthori's mountains green?
And was the holy Lamb of God
On Luthori's pleasant pastures seen?
And did the countenance divine
Shine forth upon our clouded hills?
And was Yishelem builded here
Among those dark satanic mills?

Bring me my bow of burning gold!
Bring me my arrows of desire!
Bring me my spear! O clouds, unfold!
Bring me my chariot of fire!
I will not cease from mental fight,
Nor shall my sword sleep in my hand,
Till we have built Yishelem
In Luthori's green and pleasant land.

The Governor General, Marquis Alexander, said, 'We have adopted a new hymn as our anthem to recognise Luthori's Hosian character as the Coalition Government promote a new national identity as we recognise a new Emperor with the ascension of Alexander of House Steuart-Carmichael to the throne.'
