This is a statement on behalf of the government of the Kingdom of Vanuku, a permanent member of the World Congress Security Council, regarding the current situation in the Great Jelbek Steppe (formerly Jelbania).

The Kingdom of Vanuku is growing increasingly concerned with the chaotic situation in Jelbania a country which shares a long border with our own nation and also shares our Jelbek culture and history.

The breakdown of central government, the fragmenting of states and the rise of paramilitary and tribal violence is, once again, causing instability in Majatra. We are also most concerned by the rise of the anarchic and warlike Katonid Khanate in the south of the country (territory roughly covering the old state of Köşpend​ék​stan) which has Deltarian backing and is set on expansion. Vanuku has both cultural and economic interests, particularly in the north of Jelbania, therefore we have resolved to take the following unilateral action:

- The Kingdom of Vanuku now recognises the Northern Khaganate (roughly covering the states of Göka​é​kstan and Gezg​ék​stan) as a legitimate independent nation and grants it and its ruler Manil II Khagan all diplomatic rights and ties with Vanuku, as specified under international law.

- Furthermore, we the Kingdom of Vanuku, guarantee the independence of the Northern Khaganate and will view an act of aggression against it by another nation or a regional faction within the Great Jelbek Steppe as an act of aggression against Vanuku.

- Furthermore, we will continue to have open dialogue with the government of the Free Republic (roughly covering the state of Motalpapaqstan) and led by President Husn Mabek, along with Manil II, regarding the reunification of the country and the most appropriate long-term successor state or states.

- Furthermore, we refuse to recognise the Katonid Khanate as a legitimate nation or sub-national entity and warn its warlord rulers and international backers against any thoughts of further expansion and aggression. This particularly refers to any attempt to carry out further incursions against the territory of the Northern Khaganate and any advance into the tribal areas of the west (roughly covering the state of Yamt​ékstan).

With these measures in place, Vanuku can hope to bring initial stability to the ravaged nation and from this platform we hope to work with our Majatran colleagues - particularly our allies in Istalia - to open dialogue and set up a strategy for reshaping the Great Jelbek Steppe into a stable unified nation.

The situation developing within Jelbania is of great concern as it has been monitored by the Kazulian government since it's spark point. Whilst it is important to recognise the moves for independence by these fragmented clans, stability within Jelbania must reign supreme.

The Kingdom of Vanuku's decision to cast support for one of the warring factions is concerning as it is very clear that this is no thought based attempt at resolving the situation peacefully. As it is becoming evident that clashes between the various clans are increasing in frequency, we propose the formation of a World Congress Mission in Jelbania, a peacekeeping operation with the sole intention of (1) ensuring stability within the nation and (2) preparing a peaceful resolution to the situation.

These Vanukans feign concern with the Jelbanian situation yet they seem hellbent on inflaming it further. Ever since taking over Baofluz, Katona has stayed within his borders and has focused on developing his new domain. Do note that he played a major part in toppling the old regime of the known murderers and butchers called the Jeztris. A century ago, these violent brutes invaded Deltaria and many still bear the scars of that war. By defeating the Jeztris, the political situation has been stabilised in Jelbania. The Jeztris were attempting to forcefully relocate much of the urban populace into the regions for their reactionary nonsense. While this mess is in no way desirable, the situation is arguably better or at least the same as it once was. Deltaria is committed to a peaceful solution in Jelbania but in order to do so, it needs to be ensured that a violent regime hellbent on conquering its neighbours is not this new power. Given our influence over the Katonid Khanate, we believe that Deltaria is a cornerstone to bring about a peaceful solution to this mess. Deltaria would indeed be willing to negotiate with the Free Republic and the Northern Khaganate if deemed necessary. We must again state that any such solution must result in the security of the Deltaro-Jelbanian border.

In closing, I find the arguments put forward by Vanuku confusing for they have feigned peace and the desire of it while preparing for war. We hope they change their tone and return to respectable dialogue.

Mr General Secretary,

The Kazulian Ambassador says that it is concerning that Vanuku has cast its support for one warring faction over others; however, she does not make mention that Deltaria signed a treaty with the Katonid Khanate four years ago giving it official diplomatic status and thus credibility as a sovereign entity when none was due. Our decisive actions were necessary to counter this move and prevent further expansion of the Katonids made increasingly bold by Deltarian diplomacy and support.

Further, the Deltarian delegate paints a picture of a benevolent liberator when talking of Baron Katona and his army - the so-called Sons of Zog - who established the Katonid Khanate. In fact this man and his paramilitary force carried out a systematic and brutal invasion, murdering civilians, burning villages, looting and threatening to put "an end to the Jelbek savages". He is a war criminal, an illegal occupier and someone who should be backed by no nation with integrity.

Moving on, the argument put forward for a World Congress Mission to provide a long-term stability is a good one and we would work with World Congress to implement it and gradually phase out our own influence. But ultimately, we need round-the-table talks to hammer out a lasting solution and allow the country to move forward in the legitimate hands of a rightful successor state.

These Vanukeans has more than a decade to complain about the presence of the Khanate. They basically did nothing for that entire time and the moment Deltaria moves to secure its borders, they complain. They’re finally done squabbling over being a republic or monarchy and want to bring that same nonsense into the Jelbek steppe. Vanuku and it’s Northern puppet have failed to recognise the need for a secure Deltaro-Jelbania border. We find it continuingly disappointing that this is the case. Perhaps Vanuku has plans to harm Deltaria? It’s dificult to speculate yet Vanuku recently joined the Majatran Alliance probably because they want to boss other nations around. Istalian leadership has been relatively calm and peaceful in the organisation so is this the attempt of Vanuku to grab power and impose its own will upon others?

Returning to the topic at hand, Deltaria would support a peacekeeping mission in Jelbania but it will need to be one whjch ensures the stability of the Deltarian border. Given the Vanukan inherent conflicts of interests, we do not expect them to cooperate unless an impartial power were to enforce such an aggreement.

Mr General Secretary,

We wish to inform the World Congress that, as of this morning, Vanukean armed forces entered the Great Jelbek Steppe as part of our obligations to preserve the sovereignty of the Northern (Jelbek) Khaganate.

Our troops will support and assist Manil II Khagan's own soldiers in their conflict with the illegal sub-national entity in the south of the Steppe, known as the Katonid Khanate. The two forces are currently engaged in hostilities along an undefined border and centred on an area close to the border town of Nodgrad.

The Government of the Kingdom of Vanuku once again calls on any nation or faction that supports the Katonid Khanate to immediately step back from this position and desist in providing any aid to this illegitimate and brutal occupying faction.

We also call on all other native factions of the Great Jelbek State, including the Free Republic of Jelbania, to co-operate with the Northern (Jelbek) Khaganate in this conflict so that we can more quickly restore law, order and stability to their homeland and move more rapidly towards unification talks involving legitimate parties.

Members of the Congress,
We regret to inform you about the escalating situation in Jelbania. We do not know who started this conflict but Deltaria has been forced to act. Weeks before the War began, A Deltarian Company began construction of a railway that would connect the Katonid Khanate to the Deltarian railway network. To risk losing billions in assets would be unwise and detrimental to our own economy and so Deltarian troops have moved in to guard the construction of the railway and by extension the territorial integrity of the Katonid Khanate. This isn't our fight but if the fight is brought to us, you can damn well assume we'll stand up for ourselves. We would like to call for calm in this instance and ask Vanuku to tone down its obvious posturing. A stable peace needs to be made and it needs to be one that ensures this railway project can remain in the hands of the Deltarian Company that has started the project. Additionally, we repeat our calls that any new Jelbanian state will need to respect the territorial integrity of Deltaria.

Mr General Secretary,

It is our view that the Deltarian company began construction of this so-called vital railway link several months after Vanuku declared its guarantee of independence for the Northern Khaganate and denounced the Katonid Khanate.

It is therefore safe to assume the green light for this project was given in order to provide Deltaria with an excuse to send troops into Katonid on the pretence of protecting their asset, whilst really propping up the regime. The idea that the Deltarians will lose billions in assets is equally dubious and future Jelbanian governments would be keen to compensate any realistic losses when they take ownership of this infrastructure project, I am sure. We therefore do not accept this as a justification for a Deltarian military presence in Katonid just a convenient and cynical pretext.

The Kingdom of Vanuku maintains its position... we want a lasting peace and a Jelbanian state that respects the integrity of all its international borders, not just the Deltarian border. But we repeat our assertion that the Katonid Khanate is an illegal entity which occupies lands that will form part of any newly-forged Jelbania, so it cannot possibly hope to remain in existence. Therefore, Deltaria's actions in safeguarding Katonid are unethical and provide the biggest obstacle to resolving this situation that the world community has to overcome.

Members of the Assembly, It is clear that this dispute will not be solved by continuing to bicker with the Jeztri Apologist Vanukans. We, therefore, call upon the Third Party of the Northern Council to mediate the situation. They have little-vested interest in the region and would hopefully be able to negotiate a successful agreement as long as these stubborn Vanukans agree of course.
