Resolution 63
The Security Council
CONCERNED: that the situation in Jelbania continues to exist as a threat to regional and international peace
CONVINCED: that the implementation of a World Congress peacekeeping mission could usher the situation into a period peace and thus allow for a peace process to be worked towards
RECALLING: the World Congress' responsibility to maintain international peace and security
CONDEMNING: the reckless actions of the various parties involved in the situation
Does hereby move towards the practical implementation of measures to further prevent a spark in large-scale hostilities between the various factions and intervening forces involved,
The Security Council does hereby issue the following mandate,
- that the World Congress Security Council shall form a World Congress Protection and Assistance Force (WCPROASFOR) in accordance with the World Congress provisions on international peacekeeping and security assistance.
- the World Congress Protection and Assistance Force Force shall operate within all territories of Jelbania without harassment from the respective native parties and their sponsors.
- the World Congress Protection and Assistance Force, in its capacity as a peace maintenance force, shall form a 5 km buffer zone between the territories known as the Katonid Khanate of Jelbania, the Free Republic of Jelbania, the Northern Khaganate and the Tribal Areas of Jelbania, whereby native forces and their sponsors shall be allowed to operate within.
- the World Congress Protection and Assistance Force shall monitor compliance with the buffer zone and if necessary ensure that non compliant forces are reprimanded for their non-compliance as a means of furthering the enforcement of the buffer zone
- the World Congress Protection and Assistance Force shall operate within Jelbania under the banner of this resolution for a 24 month period, unless the Security Council decides otherwise
- that native forces and their sponsors comply with the 5 km Buffer and cooperate fully in the aforementioned buffer zone's implementation
- The World Congress calls upon nations, international organisations and regional entities to assist the World Congress Protection and Assistance Force in achieving the aforementioned objectives.
