Kien, Hulstria - Despite rumours that he was most reluctant to put his name forward after Staatsminister Clemens Heumayr stood aside following the start of the HDV's fifth term in office, the HDV has unanimously elected Finance Minister Severin Goddestreu as its new leader and the Crownlands's new Staatsminister. At age 69, the architect of Hulstria and Gao-Soto's economic recovery becomes one of the oldest individuals ever to take office as leader of Hulstria and Gao-Soto's oldest extant party. "With such a large number of my colleagues retiring after a very long span as a ministry, I think we can say 'mission accomplished' where stability is concerned," said Goddestreu. "Our next mission is to avoid that stability turning into lethargy. Which is why it's very strange that you wouldn't take no for an answer from this particular old man. Nevertheless, I thank you all for your very insistent confidence in me, and we'll see where this ends."

With so many of his colleagues retiring, Goddestreu has presided over a rejuvenation of the Cabinet he now presides over, with only a few old names being retained. Word around the new leader is that he intends to stay on, health allowing, until a successor from the next generation can take over the leadership of the HDV. With the Bürggraf's current popularity, however, it remains the question whether the natural party of government will be strong enough to resist the pressure of keeping him on for just another election. HDV Party Chairman Ruprecht von den Berg dismissed such concerns: "As with any leadership questions, they will be revisited at every election. Knowing the Bürggraf as we do, I'm sure he'll be the first to remind us when his time is up."

Deadlock as Coalition Negotiations Enter Second Year

Governor-General Elena Weiß has publicly intervened in the crisis for the first time. However, her appearance on national television has done little to allay concern over the failure to form a new government.

The deadlock following the last year's election have now entered their second year, after warnings from business leaders that continued uncertainty was beginning to damage confidence in the economy. Coalition negotiations between the four Reichstag parties have, so far, failed to produce a majority government. A three-party coalition of Civic Voice, the HDV and NDU broke down earlier in the year after Civic Voice leader, Peter Enkelmann, described the two Septembrist parties as 'attacking democracy'. Likewise, the right-wing Blaue Welle has has so far resisted attempts to reach a meaningful coalition deal with any party; even a proposed grand-coalition between Civic Voice and Blaue Welle has received a lacklustre response from party members.

In an attempt to restart coalition talks, Governor-General Elena Weiß made a statement on Hulstrian television:
While I recognise the constitutional limitations of the office in which reverently I serve, I feel that it is also my responsibility to the people of Hulstria and Gao-Soto to hold their elected representatives to account. It has been over a year since the last election and still no majority government has been formed. I appeal to all parties to, whatever your ideology, to work for the betterment of our country. It is your democratic, and moral, obligation to ensure a stable outcome to the scenario that faces you now.


The prospect of early elections has, in recent days, gained traction among MPs. However, many have conceded that if a similar result were to arise, forming a new government would not be made any easier. Speaking to the Chronicle, NDU Spokesperson for Food and Agriculture, Regīna Mekkeru, had this to say:
Obviously the result for my party in last year's election was disappointing, none of us quite expected so many of our colleagues to lose their seats. Nevertheless, the National Democrats entered into coalition talks with an open mind and ready to compromise with the other parties. What we have seen over the past twelve months, however, has been an affront to the people of this country. Neither Civic Voice or Blaue Welle have entered negotiations with the same good intentions and have effectively paralysed the political process.


Business leaders across Hulstria and Gao-Soto have also raised concerns over indecision in Kien. The successful political and economic reforms of Severin Goddestreu, which saw the country experience an economic boom, have now drastically stalled. With a caretaker cabinet curtailed in its power to make important decisions, businesses have been unable to plan for the long-term; with a gradually rising budget deficit, they are becoming increasingly inpatient.

Collapse of grand coalition yields stalemate

The Imperial Diet returns with little hope of securing an ideologically coherent coalition

Kien, Hulstria - Recent elections called by Staatsminister Peer Lindner after the collapse of the grand coalition between BW and BS have yielded what is described by observers as a total stalemate. Lindner, who went into the elections hoping to secure a majority with the new conservative-liberal party Erbe, was soundly checked in his tracks by the electorate. Though his party returned the largest party in the new Diet, the Welle lost seats at the expense of his coalition partners, while the centrist HDV and NDU took new light losses. The situation has now devolved into a total stalemate where the grand coalition, undesirable to the partners themselves, is the only two-party option.

The only feasible options with three parties would be a right-wing coalition of BW, Erbe and HDV or a centre-left one consisting of BS, HDV and NDU. The Hosian Democrats, who have been frequently accused of arrogance since they played hardball in the last coalition negotiations, seemingly hold the cards. However, this resentment is still deep on the left, while on the right, sources report that attempts to secure concessions in return for a coalition with BW failed prior to the election. "Lindner came to us asking for a coalition," one source remarked sardonically to the Chronicle. "But when we told him that he'd have to move in our direction, he apparently thought he'd do better with the people. Now look at the mess he's landed us in." Meanwhile, the demanding attitude of the HDV shows no sign of abating. Severin Goddestreu, who announced his retirement after the elections, was stoic: "The people have not seen fit to resolve the problem thrown over their fence by Lindner and Enkelmann. They must now resolve their problem. It is not up to us to sacrifice the policies our voters voted for to solve a problem these two parties created."

Analysts suggest that the HDV, which has previously had a very constructive reputation, might be willing to move, but that the Hosian Democrats and their close NDU allies in the centre are frustrated at the unwillingness of BW and BS to sacrifice what they regard as ideologically purist attitudes. By playing the ball into the court of the larger parties, the HDV is daring them to either put up with a grand coalition or throw a bone to the centre. If they do not do so, this Diet may be as deadlocked as the last.

Miyako, Hilgar - Expatriates from Ostland-Touryou today joined together in the Ostland-Touryou Repatriation Association (OTRA), seeking the aid of the Crownlander Government to ensure a return home following reforms in Ostland. Touryou Kunihito families, the descendants of those who were (at times forcibly) resettled in the Crownlands by the previous Grand Duke's resettlement policies, have been following the developments in their former homeland with some anticipation. Many of them still have family across the Eastern border and though they generally supported sanctions pushed by former Governor-General Mori owing to their past experiences, the creation of the Touryou State and the highly visible interest taken by Grand Duke Magnus in the well-being of the Ostlander Kunihito population have made them hopeful.

OTRA has petitioned the Crownlander Government to look at reopening a dialogue with Ostland to secure guarantees that would allow them to return home. In an open letter drafted by the organisation's president, Sawada Yataka, an engineer working out of Syakusen and the son of Ostlander refugees, they say that the sanctions have served their purpose. "We are grateful to the Crownlander Government for its efforts to secure the freedoms our people deserve. However, with recent developments across the border, we can look eastward hopefully. We consider it our duty to the family we still have in Ostland and to the Kami of our ancestors to now build a brighter future there, if possible, and build the same situation that now exists in the Crownlands. This is an opportunity we have now, and we humbly ask the government to come to our aid in this way as they have come to our aid with the sanctions."

The request may seem unlikely to engender much enthusiasm in Kien, where the government has been very strict in maintaining its sanctions, but it may just have a chance of swaying the government. The recent condemnation by Grand Duke Magnus of Ostland, joined very publicly by Kunihito politicians in Ostland, of the coup d'état in the Utari Mosir and his condemnation of potential minority rule have surprised the Crownlander Diplomatic Corps, and observers note that the consensus is shifting towards the conclusion that the reforming Grand Duke is, after all, sincere in his endeavour to empower the Kunihito and reverse centuries of apartheid in Ostland. The HDV, previously a strong proponent of the sanctions, is also moving in this direction, witness the comments of Foreign Affairs spokesman, Norbert Rieperts, to the press in response to OTRA's open letter: "Herr Mori and the previous government had every right to be sceptical. However, that scepsis should be finite. Credit where credit is due, the reforms in Ostland and the surprising way in which we find ourselves on the same side with Ostland in regards to the situation in Utari suggest a historic opening. I, for one, hope that the new Foreign Minister will go for a breakthrough with a critical but constructive dialogue."

The Foreign Minister, Prof. Dr. Morimoto Eisaku, confirmed receipt of the letter. Morimoto: "This is an interesting development in this ongoing dossier. While sanctions should remain in place until we know more, I shall certainly take this to heart in determining our attitude and policy towards Ostland."

Anderinch, Kuratha - At the special conference of the HDV convened in Anderinch to affirm the results of the election to succeed Severin Goddestreu as the leader of Hulstria and Gao-Soto's natural party of government and lead it into the next election, 34-year old Masaki Arinaga won a close victory on the second ballot against his rival, Ludo von Marck. In a leadership race marked by the absence or early defeat of senior HDV candidates, the focus shifted on the Hosian Democrats' view of the future. The success of the Goddestreu plan, which has seen the economy revitalised, is still considered one of the HDV's proud achievements. However, the debate focused now on what to do with the newfound prosperity. Arinaga, whose slogan was "A New Chapter", ran a campaign based on Hosian-social principles, arguing that now was the time to ensure that prosperity was shared equally. Among others, the new HDV leader argued for re-examining a return to a public healthcare system. "Thanks to the hard work begun by Severin, we are now growing up in a Crownlands which can proudly ask itself the question what the economy should be for. I say it should be for our common future."

Responding to critics who believed he might not be up to the task, Arinaga immediately presented a new Klubobfrau in the form of the venerable former Minister of Finance, Kathrin von Anderinch, affirming her as his deputy. However, the new leader of the Hosian Democrats also hit back at his critics: "We've had a generation in the HDV who we can thank for taking the right decisions and building our country up from the ground. Why can't this next generation be as good as the last one, if we all act from our sincere inspiration by the immortal words of the Labsburg Declaration?"

Kien, Hulstria - After a close-run campaign between the HDV and the NDU following the collapse of the Civic Voice party, Hulstria and Gao-Soto turn once more to the Hosian Democrats for guidance. Under the leadership of Masaki Arinaga, the first Kunihito to lead a major party since the Second September Revolution, the Hosian Democrats won a small but comfortable majority to govern Hulstria and Gao-Soto for the coming four years. "Some will say this vote has been a vote for tried and tested over experiments," Arinaga told his party's election night gathering. "But I say that today, a new generation of Hosian Democrats has been given the opportunity to build on the solid ground provided by the Goddestreu plan. Our country must keep moving forward and open up a new chapter, where we put the Hosian Democratic leadership people have come to expect to new use in fresh ways."

Although the HDV has always been popular in rural Mitrania and Hilgar, an effect referred to historically as the "Kurosawa effect", after Emperor Kurosawa the Great, whose legacy the strongly Septembrist HDV was identified with after the September Revolution, observers speculate that the fully Kunihito ticket of Arinaga for Staatsminister and Mori for Governor-General must have an effect on turnout among the party's Kunihito supporters in the Gao-Showan Crownlands. Meanwhile, Budenlar also returned to the HDV, reaffirming its position as the major centre-right party in Hulstria and Gao-Soto despite the leftward tack expected from Arinaga.

Arinaga announced that his Cabinet would include a lot of new names, exemplifying the new generation he claims to embody. In the Imperial Diet, meanwhile, Kathrin von Anderinch, the party's deputy leader and a veteran of the Goddestreu Cabinets, provides the requisite political experience.

New Faces: the Arinaga team

Masaki Arinaga's triumph in the HDV leadership election last year was universally explained as a decision for a new generation to take charge in Hulstria and Gao-Soto's oldest party. Following the meager results of the generation brought into the cabinet by Severin Goddestreu, the new Staatsminister exemplifies that a wholesale succession is needed to revitalise the HDV's message. The contrast between him and his cerebral, Goddestreuvian predecessor is marked, in style as well as in politics. Arinaga is on the left of the Hosian Democrats, what is usually described as its Schallist wing, as indeed were two of his progenitors, Obe and Tobe Arinaga. Arinaga is a Kamist, but has nevertheless spoken much to the inspiration he derives from the Hosian tradition the HDV takes inspiration from: "It's all about a society where people see and help eachother."

Kathrine von Raske-Zilberschlag und Cuijpers von Anderinch, Deputy Leader and Klubobfrau (65)
The most prominent remaining member of the previous HDV generation, Kathrine von Anderinch returns to the Reichstag to act as her new leader's political wingwoman. With a rather small majority and inexperience in the Staatsministerium, it is anticipated that Jungfrau von Anderinch will be indispensable to keep Arinaga's leadership moving along. The successor of Severin Goddestreu in the Finance Ministry, Kathrine von Anderinch is also identified with the Goddestreu plan, but her name is as ancient as her noble titulary leads one to suspect: her ancestor Julius von Anderinch was Governor-General and one of the signatories of the Labsburg Declaration, the HDV's founding document.

Norbert Rieperts, Minister of Foreign Affairs (46)
Former International Studies Associate Professor at Heinrich University, Norbert Rieperts, continues in the portfolio he had under the last term of Goddestreu. He is most noted for his response to the OTRA's request for government help in repatriation of Ostlander Kunihito now that the government of the former sixth Crownland seems to be definitively moving to purge the nation of the last vestiges of apartheid. It is expected that Rieperts will continue the internationalist course of the HDV and continue to pursue a new relationship with Ostland, with rumours that he will be accompanying OTRA President Yataka to Wolfsheim and the Touryou state in a visit originally planned by his independent predecessor, Morimoto. Rieperts has often spoken of the need for an assertive and constructive foreign policy, with a leading role for the Crownlands in safeguarding the peace in Dovani. He has his work cut out for him, it seems, with the recent outbreak of the Dovani War.

Lotaru Kulemensu, Minister of Internal Affairs (48)
Public lawyer Lotaru Kulemensu was brought in to revise the electoral code, which has so far been operating on the merest basic interpretation of the Basic Law. It is well-known that the HDV wishes to reintroduce the Mixed Member Proportional System, in which MdRs are elected both from geographical districts known as Wahlkreisen and topped up from party list, as it existed under the first United Imperial Crownlands.

Ludo von Marck, Minister of Finance and Vize-Staatsminister (42)
Arinaga's most important leadership rival, Ludo von Marck, served as a backbencher from Budenlar in the last Imperial Diet. He hails from the famous mountain resort of St. Anton in Budenlar, the planned location of the Dovani Economic Forum. It is likely that in addition to the imperative of giving him an important portfolio, the new Minister of Finance will be given the task of coordinating efforts towards economic cooperation on the Western coast of Dovani. He is slightly to the right of the leadership, which so far seems to reassure the more fiscally conservative wing of the HDV that the costs of the Staatsminister's ambitions will be kept in check.

Yoshitomo Sando, Minister of Defence (51)
A former professor of Military History at the RBW's Otto III Military Academy in Numamura, Yoshitomo Sando takes over as a dependable pair of hands at the Ministry of Defence in a time where like as not the RBW might see some action. Sando is known to be an advocate of caution when using the RBW, holding tight to its principal function as a defence force, but he has also advocated their use in peace missions. If Foreign Minister Rieperts should fail in his endeavours to help along a peaceful solution, it will be Sando's task to ensure that the RBW's first deployment outside the Crownlands' borders in a long time will be a success.

Prosperina Gubler, Minister of Justice (36)
A scion of the conservative Gubler family, Prosperina Gubler cuts an unusual figure. Though she is known to be tough on issues of law and order, she has rather more moderate opinions on many ethical issues (at least for a Gubler). Although she favours promoting alternatives to abortion, Frau Gubler has also written in favour of legalising and heavily regulating euthanasia, which is at present illegal. With Gubler at the helm at the justice ministry, we can expect a tightening of the law and order policies of the HDV, while indeed some cautious progress might be made in other areas. Gubler herself is considered ambitious and might be a potential rival for the Staatsminister if she does well. In common with much of her family history, the new Minister of Justice speaks frankly and freely - in her time as spokeswoman for Agriculture last term, she often surprised frontbench colleagues with comment on their own portfolios.

Maruta Emaichi, Minister of Infrastructure and Transport (31)
Hulstro-Showan Maruta Emaichi is another of the "new generation" taking over the helm. Former leader of the HDV's group on Syakusen-Graaffsberg city council, she is best-known for her ambitious agenda of revitalising the public transport in the city. Among others, she secured funds for extending the city's metro network through the Herzoginnejoch-Kogoyama tunnel and into Hennersdam-Numamura, linking the two metropolitan areas. Emaichi is a devout Aurorian Patriarchal Hosian, and has often spoken warmly of the principle of subsidiarity from her church's social teachings. It is expected that she will oversee a decentralisation of transport powers where possible.

Sarahae Fukuyama, Minister of Health and Social Service (38)
Given the prominence of the new Staatsminister's healthcare plans, the appointment of Sarahe Fukuyama at Health and Social Services comes as no surprise to political analysts. The 38-year old latest addition to the political Fukuyama dynasty and great-granddaughter of internationally-acclaimed Foreign Minister of the Crownlands Seodoru Fukuyama functioned as Arinaga's campaign manager. Reputedly, her persuasive skills played a vital role in securing enough momentum for Arinaga to appear on the ballot. As a close confederate of the Staatsminister, she will most likely be among the first to speak out in matters where he does not wish to tread. Fukuyama is one to watch.

Justus Löw, Minister of Education and Culture (49)
Justus Löw was headmaster of various schools in the sub-urbs of Labsburg before being elected to the Imperial Diet. Löw is a passionate defender of the freedom of education and in particular of the right to religious education. He doesn't speak very often outside of his personal area of expertise, but colleagues paint him as being middle-of-the-road HDV, a man that most Hosian Democratic MdRs get along with politically as well as personally.

Takenao Fujimura, Minister of Science and Technology (51)
Dr. Takenao Fujimura is mostly considered to be a bit of a grey mouse, a technocrat. Though he has been a passionate advocate for many technological businesses in his youth, serving on Miyako's city council, he kept his distance from politics to focus on his engineering career for most of his life. He was drafted to be the HDV's science spokesman by Arinaga in the run-up to the last election.

Elizabeth Klapp, Minister of Food and Agriculture (42)
Elizabeth Klapp's appointment as Minister of Food and Agriculture has a lot of rumours going around about relations between her predecessor, Prosperina Gubler, and Staatsminister Arinaga. During her term in the portfolio, Gubler sometimes showed herself to be critical of regulations on farmers. By contrast, Klapp is an outspoken proponent of green solutions, whose upbringing on a farm in rural Budenlar has, in her own words, made her more aware of the need for sustainability.

Isa Henurikusu, Minister for the Environment and Tourism (35)
The entry of Hulstro-Showan actress Isa Henurikusu into politics generated a lot of media attention for the HDV. The actress, well-known for roles in many Syakusen entertainment classics, started off her career as Rot Fengsie's friend Liselu in the hit series Tasyumon. Following that, she has done a large amount of voice acting and screen acting in the growing entertainment sector centered around Syakusen. The Staatsministerium denied that Henurikusu's appointment was due to her popularity as an actress, as pundits suggest, an appointment attempting to exploit her status to further expand the tourism sector: "She's been a great advocate for preserving our nature and culture and showing them to the world both in her acting career and after her election to the Diet."

Fumihiro Kimoto, Minister of Trade and Industry (53)
CEO and founder of Kimoto Electronics, which he built up from the ground in Miyako, Fumihiro Kimoto was described by Arinaga as "the very image of the new, self-made businesses of Hulstria and Gao-Soto". A modest man, Kimoto started out selling newspapers and went on to become a millionaire. As the new Minister for Trade and Industry, he has said he is chiefly looking to work with Ludo von Marck on economic integration in Dovani. He has taken a particular interest in the economic situation in Ostland's Touryou State, which he personally believes would benefit from investment by the growing businesses of Gao-Soto.

Kien, Hulstria and Wolfsheim, Ostland - In a historic next step in the recent thaw in relations with the former sixth Crownland, the Crownlander Foreign Minister Norbert Rieperts confirmed today that he had visited Ostland. Informing the Imperial Diet of his visit after it had already taken place, Herr Rieperts said he was confident that the steps taken towards empowering the Kunihito in Ostland would lead to the long-awaited end of apartheid policies pursued by the government of Ostland for centuries, enabling the re-establishment of relations between the Crownlands and its former sixth Crownland. Speaking to reporters after informing the Diet, Rieperts confirmed that he had been given a number of assurances that satisfied him that the rights of Kunihito citizens were well-protected under the new government in Wolfsheim: "The franchise, freedoms and rights of Kunihito are well-secured in and outside of the Touryou State, and this was our primary concern. We have every reason to go into further dialogue optimistically that we can rebuild our relationship and secure the repatriation of Touryou Kunihito to their homeland." He praised Sawada Yataka and the Ostland-Touryou Repatriation Association for their leadership: "Without their initiative, we might not have been where we are now. It's their wish to reunite their families that has caused us to think about mending the relationship between Ostland and the Crownlands, which after all are a special kind of family."

The Foreign Minister announced that the sanctions on Ostland would be suspended pending the negotiations, for which end he invited Grand Duke Magnus and officials of the Ostland and Touryou governments to Syakusen-Graaffsberg, a symbolic city both for its cultural diversity and the victory it represents over the apartheid past of the Crownlands which had centered on the now proudly diverse Crownland and Free State of Mitrania. "I say, you will be welcome to the Crownlands," said Rieperts. "Let's make a new start." OTRA President, Sawada Yataka, welcomed the news, saying he was confident that the Crownlander and Ostlander governments would be able to bury the hatchet and secure his repatriation.

The Kien and Miyako stock exchanges opened positively to the news of the suspension of sanctions. Various Gao-Showan companies, including such large companies as Tenkoun and Kimoto, have expressed an interest in investing in the economy of the Touryou State, saying in a joint statement that they "consider this their duty". Meanwhile, the Chancellor of the Imperial University of Miyako said he would like to explore opening a campus in Jamidaka to aid in closing the educational gap that exists between Kunihito Ostlanders and their compatriots. When asked about these initiatives, Rieperts welcomed them but urged parties to wait for the negotiations: "It's great to see the need to re-engage with Ostland that's being expressed across the Crownlands, but let's first handle the formalities."
