Rajavanshi Rebels Unite; Sagana Prepares Medina Visit

In major news regarding the development of the newly-proclaimed Confederated League of Vasakana, President T. Sagana has announced that she is planning to visit Medina and meet the new Medinese Emperor, Aaban, during which she will meet and talk regarding a potential alliance between the two countries and even a potential membership bid by the Confederated League of Vasakana into the Medina-fronted Dovani Union. The meeting would also involve potentially the two working together on defeating the Kalkalistani Emperor Raghu III once and for all through technology-sharing. Sagana will also pay her respects at the sight of the grave of the Emperor Azeez of Medina, who she describes as being a figure "greatly influential in the history of the country and a beloved figure among those who knew and served him". The prospect of new support technologically for Sagana is a frightening one for those who are fighting her.

In great news for the anti-Raghu rebels in the south of Kalkalistan, the two rebel Rajavanshi princes have united their forces and can now begin to work together to fight their opponents. Princes Mrigaj of Vora and Tarun of Vatavana united earlier this month after defeating the loyalist army sent to keep them separated. This victory, the largest yet achieved by the rebels without Vanakalamese help, has spurred enough confidence in the populous that rebellious riots have swarmed the severely weakened loyalist Rajavanshi prince's and their cities, threatening to tip the balance of power against the imperial court despite the numerical advantage that it seemed like Raghu of Kayal had started this war with. His only encouragement recently has been the effective brutality of his wife Lakshmi of Bhapor, whose crucifixions of dissidents has severely damaged the willingness of locals in the area to rebel against their overlords, at least in the central provinces.

Vanakalamese troops have continued to push out the northern loyalists from their strongholds, taking out the ancestral castle of High Prince Zalim and his family, to whom Emperor Raghu is a member, severely weakening the fighting resolve of loyalists in the area. Varakanaraja castle was taken by Vanakalamese forces after its garrison was withdrawn to reinforce the city of Sharya which has became the last place in imperial brother Zalim's home principality of Ajuna and thus is extremely valuable to the prince and the entire rebellion. Losing Sharya would constitute an extremely crushing blow to the economy and the morale of loyalist troops, particularly those fighting against the veteran Vanakalamese forces in the far north. Despite the middling overall success the rebel cause has had as of yet in this war, including the factor of the Empress and her reign of terror over her own supposed subjects, the tide is subtly shifting. Rumours of Sagana investing in experimental weaponry remain denied.

Nearly half a year in country and we still have a month and a half of this accursed rain left. Guerra is ill all the time, and the mud and landslides in the area prevent even normal muster. I got Guerra to agree to sending a company on patrol last week. She reluctantly agreed. I went out with the company, and talked to the Comrades when we were a few miles out, under the guise of political education.

What I heard from the troops was fairly appalling. Morale is incredibly low. Much of it has to do with boredom. The partisans have picked up a number of vices since we've been in base, and the neglect of the leadership has only amplified the problems. One partisan said drug withdrawal had been particularly difficult. Another wanted to know when mail and effects would arrive from home. At least three of the troop insisted on taking a vote whether or not to return home.

I lectured the Partisans, attempting to appeal to their sense of discipline. I reminded them that they were all volunteers and they knew what they were getting into when they came here. Harris responded "Tonya, we chose to come here, and now we are choosing to leave." I informed her that I would attempt to ascertain from Guerra what the tactical objectives were.

Upon returning to camp, I confronted Guerra with my data. She sympathized, and agreed that when the rainy season ended, we'd move toward Filbert's outpost closer to the capital. The supply of new Statrican recruits has slowed to virtually none as the rainy season has progressed, and the base itself has more or less become more of a prison than anything. I prevailed upon Guerra to allow the men regular patrols: though it is raining and the rivers are flooding, getting out of the camp does wonders for the spirits of the partisans. Guerra agreed and worked with the XO to develop a regular patrol schedule. Even though there hasn't been contact with the Louis for months, the men were eager to go on what they quickly began calling nature walks.

Filbert has been set up along to our south west, closer to the capital, and Machado with his 175 man strong force is in the high country near Sekowo. The courriers are irregular, but they have done their best to provide us news from time to time. Machado's crypto was drowned in a river crossing, so he ordered his men to smash the radios and throw the pieces in the river. So his courrier service involves a relay of fireteams in the field 40 miles apart. During the cycle, one fireteam would move through the bush to the next post, deliver their message, and get any messages coming back the other way. They make the 80 mile circuit twice a month. Filbert has had different luck. His unit of 225 have been under sporadic fire and have lost more than a few Partisans attempting to disrupt Lourenne's forces as they make probes toward the capital. Filbert is down 35 partisans, and when the rain ends, we will move closer to reinforce him.

That day can't come fast enough.

Sharya Falls To Sagana's Troops; High Prince Zalim Captured

The city of Sharya, the seat of High Prince Zalim the brother of Emperor Raghu and leader of the northern Rajutti princes, has fallen to the Vanakalamese forces loyal to President T. Sagana after months of brutal siege tactics and a then following long brawl through the urban battlefront. The metropolitan region, which had been reinforced by all the troops that the Raghu-loyal princes and the imperial brother in particular could muster, took a lot out of the Vanakalamese troops. It cost them many men and many resources in terms of ammunition and medical supplies due to the great numbers of enemy troops that attempted to block their path into the city centre and port region. The area around the port of Sharya was heavily defended but ultimately fell through the usage of highly-developed urban warfare tactics developed by the Vanakalamese after their civil war. These tactics proved brutally effective.

The Vanakalamese troops turned their attention to capturing three of the most important parts of the city: the port authority, which coordinates the already small, disorganised and disjointed Kalkalistani navy - with the aim of stopping any naval attacks in Vanakalam; the central plaza which was highly defended with turrets and machine guns, so that the Vanakalamese could have an open space to process items and new equipment; the royal palace of High Prince Zalim. Zalim had refused to flee because he had underestimated the brutal efficiency of the Vanakalamese armed forces in an urban warfare setting, and so when his army was eventually defeated he too was captured and is now being held by the Vanakalamese military forces. He is set to stand trial for undisclosed charges alongside his wife and retainers, though may be held for ransom or hostage exchange if necessary. The capture of the High Prince has destroyed already-low morale in the loyalist camp in the north.

In the centre of Vanakalam, the "Black Empress" - Lakshmi of Bhapor - has continued her years-long brutal campaign against the Khoni principalities that have risen up against the Emperor. The only area of success for the Emperor Raghu's supporters, Lakshmi's central line has moved deeper and deeper into the territory of her enemies. The Bhapori Guard obliterated some of the Khoni levies stationed in the internal border between Bhapor and its neighbouring Khoni state of Karadan. The Prince of Karadan has been forced to retreat into the territory of his fellow Khoni prince and ally Prince Kaysan Jethani of Rajan Principality. Further south, there has been opposing news - in the favour of the rebel forces - in the surrender of the loyalist Prince of Pathak, who was spared his life in return for the surrender of his territory. The vast swaths of land surrendered include many key settlements, most of which have popularly welcomed the news.

Sagana Meets Aaban, Announces DU Membership

The President of the Confederated League of Vasakana, T. Sagana, and the Emperor of the Medinese Empire, Aaban I, have met in the Medinese capital. The two key eastern leaders, whose nations are separated only by a small channel, have been distant allies since the succession of Aaban unto the Medinese throne. His father, Emperor Azeez I of Medina, was an early international ally of Sagana back when she was engaged in a bitter civil war against her communist government - who she overthrew. These long and strong links between the imperial House of Medina and the Vasakanese unitarian regime have led to the two national leaders meeting 'on very good terms' according to insiders. The two heads of states discussed the state of affairs in Dovani, philosophy, politics and the situations in particular of their two respective nations - both of which are engaged in wars over claimed territory.

Both can share a common ambition for larger unions, and while Medina struggles with its imperialism and Vanakalam with its continental unionism, there is a major agreement which has came out of their private summit. The proclaimed Confederated League of Vasakana has announced that it will officially join the Dovani Union after the end of the war in Kalkalistan, which has been increasingly going the way of Sagana. The 69-year-old Sagana will be 70 in a few days and there are growing concerns about the possibility that she should die before the war is over, throwing the plan into turmoil. However, to solve this looming issue, Sagana has put forward legislation in the Vanakalamese parliament to ensure that the agreement is enshrined in law. Sagana is three years away from fighting for another six-year term - her third - which she looks set to win, so there are no concerns about this legislation not passing.

With the agreement on DU joining likely, the DU is set to rapidly and massively increase in size, and more than double in terms of available overall manpower. Kalkalistan's violent centre is being closed in day-by-day by Vanakalamese and rebel forces, leaving the capital region under Emperor Raghu and the central region under Empress Lakshmi isolated in a sea of rebellion and popular movement against the loyalists and their monarchy. The violence may give way to a truly strong union across the continent, which would become a key ally of the Medinese and could one day even join in the continental war. A massive, veteran army provided by the Vasakani League would be a major development in the Dovani war, and could cause issues for nearby nations that have fought against the imperialist Medinese. With a summit, alliance and major agreement behind the two leaders, an alliance is on the verge of being borne that could massively alter the future history of Dovani.

The push on loyalist forces and Emperor Raghu III was significantly strengthened by the naval invasion this month of the coast of Kayal, the island seat of the Emperor himself. As his wife, Empress Lakshmi "the Black", continues to terrorise the Vanakalamese allies on the mainland, the Vanakalamese forces have begun their push to end the war once and for all. Their strategy is evidently to defeat the Emperor himself to force the continental forces of his wife into submission. How difficult this task is will be seen in the following months, as the island is heavily defended from coast to coast with dug-in positions and the most elite and hand-picked of the imperial guard. Raghu's most highly-trained guards, his most permanent and well-equipt army, lies on the island and is more than capable of repelling any invasion - particularly of terrain on which the Vanakalamese are not yet well tested.

Despite the uncontested beach landing, the imperial royalists are making the best they can out of their bad situation. With riots occurring daily in the cities held by princes loyal to the Emperor, men being slaughtered in the thousands by the Vanakalamese and native rebels, hatred of the royal family intensifying and more and more enemy troops flooding into their territory day by day, the situation is bleak for the loyalists. Their sole weapon of use so far has been pure violence, zeal and destruction. Empress Lakshmi has killed tens of thousands, maybe even hundreds of thousands, in her reign of terror which has seen mass-crucifixions of her enemies and the usage of deadly chemical weapons. She has continued to hold firm through fear and strength as her brother in law and loyal servant princes fall around her and the rebels turn the tide of war firmly in the favour. The "Black Empress", however, does not relent.

Dovani Union and Northern Council Finally Reach a Deal: The Dovani War is Over — But Is It Really Peace?
November 4436 — OOC: A little earlier than in game time because conferences don’t go on for like eight years.

Finally, the Dovani Union and Northern Council have managed to reach an agreement and strike a deal for peace. The fighting hasn’t been over for a while, but now it’s official; the Northern council and Dovani Union are at peace!

Or at least, some form of it. Most analysts expect tensions to continue and some form of Cold War to form; internally the public on both sides will be dissatisfied in part, exhilarated in others. The war is over, but the conflict is far from finished.

Still, Aaban and the other DU leaders all shook hands with the NC poliiticians in an amicable ceremony this afternoon before unveiling their terms. A lot of internal debate has delayed the final agreement by quite a while, but ultimately the fear of bringing so many nations together has to be applauded.

The terms are simple. We’ve assembled a layman’s summary here:

1. Both sides have agreed to withdraw troops in the coming months, in certain areas establishing a joint peacekeeping force, namely in Temania.

2. The Dovani Union has agreed to hand over details regarding minefields and other traps posing a potential threat to military transfer or civilian life outside of current DU territory, with the NC also assisting in the same way with the withdrawal process for the DU and for any potential threats in DU territories.

3. The Dovani Union has agreed to negotiate a development contribution with New Alduria to help rebuild some of its damaged territory. This will be negotiated with the New Alduria government independently and monitored by the DU to ensure it is used only for redevelopment.

4. Temania and Statrica are to hold a legally binding referendum within 18 months on whether to join the Dovani Union or not; if successful, they must begin proceedings to join within 2 months. In addition, an independent government must be established in both nations and a joint local / NC / DU body will ensure democracy is properly upheld.

5. NC naval forces will withdraw to the South Indrala Sea; Ostland’s naval forces will however remain due to their coastal position.

6. No additional DU nations outside of Medina will involve themselves in the conflict in Vascania; meanwhile the NC agrees not to oppose Medina due to a potential conflict of interest. Medina will not deploy any troops, however; essentially, the two groups have agreed to just let this one continue unaffected.

7. The NC shall withdraw military equipment from the region; the DU will do the same, with specific storage facilities to be agreed by both the NC and DU in the coming months. This does not extend to joint peacekeeping operations.

8. After the aforementioned referendums are concluded, any information on defensive structures such as tunnels in non-DU territories will be released to the NC.

9. Prisoners of war from both sides will be returned to their respective nations.

10. Medina has agreed to begin the liberation process for their region of Utembo.

11. Destruction or scuttling of relevant military equipment in the coming years must first be agreed by both parties. This cannot take place without consulting the other group, in other words.

12. A select, small number of DU commanders deemed to have stepped outside of official orders in New Alduria and in apparently a few isolated incidents ordered attacks on civilians will be handed over for trial for War Crimes. Individual troops who were not following commander’s oreders will be charged internally with murder through the proper national processes. Any NC officials found at a later date tochave broken international law will also be handed over; a full investigation will be conducted on both sides.

13. The DU and NC accept joint responsibility for the war; they agree to move forward in peace and friendship — specifically this means opening up the economies, allowing regulated travel of civilians not deemed a security risk, a ban on unauthorised military activities in either parties territory, the establishment of embassies between key nations, an agreement not to attempt to influence or hinder each other’s growth through legitimate means, and altogether a restoration of typical peacetime institutions.


While a lot of smaller technicalities were agreed by the two groups, all of the important information is here, free from technical jargon and legal language. As you can see, the comprehensive agreement seems like a fair and balanced deal, one likely to go down well with both sides. Some hardcore colonial nationalists or particularly zealous anti-Union activists in both groups are likely to be infuriated, but this altogether seems to most analysts like an amicable deal... Still, the tension was palatable in private discussions, say sources; the DU has called it “the genuine Second Victory of colonial nationalism; we can survive a war and come out strong. Nothing is stopping us now from developing into what we were destined to be — a unified power, standing talk on Terra.” But is the conflict really over? And how much will the DU be adapting its ways in the coming years? With rumours swirling a name change and new rules on the cards, some are wondering how the DU intends to adapt to this new age... only time will tell, it seems.

On the backdrop of the devastating conflict in Dovani, the Kazulian Government has announced its intention to rebuild Dovani in ensemble with the nations of the Northern Council Treaty Organisation and partners. Prime Minister Markus Hanevold spoke before the General Assembly of the World Congress and outlined the largest financial commitment ever seen in modern history, in order to rebuild Dovani, whilst Minister of Foreign Affairs Nils Forslund spoke before the Appropriations Select Committee informing the parliament that it had every intention of rebuilding Dovani on a scale of grand proportions. According to Prime Minister Hanevold the reconstruction and development scheme to be known as the "Bortnem-Pomerleau Initiative" (named after its creators Karl Bortnem and Chris Pomerleau) had been long in the making with the Departments of Finance, Foreign Affairs and Industry and Trade jointly at the helm (behind the scenes) working to organise the logistical masterpiece.Prior to the conflict, Kazulia has announced its intentions to invest over $1 Trillion into Dovani over the coming two centuries in an attempt to jump start development in a region which had been left behind by the "first world." Prime Minister Hanevold has labelled the Bortnem-Pomerleau Initiative as the most daring reconstruction and development plan in terra's vast history, far exceeding the plans drawn up for the reconstruction of Jelbania and Majatra amidst the Jelbanian Conflict.

From Affliction to Reconstruction
The misery and distress observed by Karl Bortnem and Chris Pomerleau in nations such as Ntoto, Statrica, New Alduria, Kimlien, Utembo and others was pervasive. Masses of citizens from the aforementioned nations have been described as living in conditions which can only be described as substandard from an under privileged perspective. Although the war is coming to an end, it will not usher immediate peace into the room but will force the postwar governments of liberated nations into a no-win situation, as undermining the fragile quality of life was no option for the postwar governments, especially amidst the omnipresent Northern Great Powers poised to suppress ulterior motives. Pomerleau stated that education would always a paramount principle in Dovani's reconstruction. Literacy rates in the "third world" have been speculated to be around 60 to 65 percent, making the possibility of competition in the global economy extremely difficult. Funding Progress
As outlined by the legislation, the Kazulian Government would introduce a series of financial institutions and lending schemes as a means of championing economic activity in Dovani posterior to its reconstruction. Through the "Community Lending Fund", the Department of Finance will offer loans to nations who require finances to fund local projects separate from the projects to be launched underneath the Initiative. Taking up the majority of the financial assets provided to the initiative, the Developmental Assistance Fund which shall directly fund projects/programmes which (i) provide strong promise of contributing to the educational and medical

opportunities to the aforementioned displaced citizenry. To this end, around 500 Billion Krona has been appropriated to the fund through financial assets from the Critical Investment and Stabilisation Fund, the largest sovereign wealth fund in the world. Both Bortnem and Pormerleau recognised the importance of agricultural development in rebuilding Dovani, and thus proposed the formation of an agricultural development bank coined the Dovani Agricultural Development Bank which, according to the initiative's road-map, would work in collaboration with local authorities to create a portfolio of innovative and comprehensive financial products and services in the field of agriculture. It has been stated that the initiative could also accommodate for agrarian society behaviour, this meaning that the programme to be launched by the Dovani Agricultural Development Bank would accommodate for nation wholly dependent on agrarianism.

Opening Doors
The War in its simplest form has brought about destruction never before seen in the region. Displacing more than 1.3 million individuals, the sentiment of resettlement remains a paramount issue for the governments of the liberated nations. Students, whose educational achievements had been interrupted by the conflict have been granted the ultimate opportunity. Under the name of the Open Opportunities Programme, the Department of Education and Culture will work with private and public educational institutions on making arrangements to accept students from the nations affected by the conflict. Bortnem stated that education remains one of the most important aspects of life in Dovani, stressing that regardless of a child's race, creed and/or religion his/her ability to obtain an education should be an inalienable right. Director of the Security Bureau, Edvard Pallesen stated that the applicants will be vetted and will follow procedures similar to that of refugees. The Department of Health and Social Services stated that it will be working to construct refugee shelters across the nation to accommodate for the expected influx of refugees and students.

What is certain is that rebuilding Dovani is likely to be as least as expensive as imploding it. A great deal of money has been invested in the region's destruction— by the various government, the local parties to the conflict, and many foreign powers. A great deal of money will be made in the aftermath, in a reconstruction project that stands to dwarf anything seen before mainly due to the joint effort of the alliances at the helm. How that recovery is designed will help determine whether Dovani returns to business as usual, sowing the seeds for a reprise of the same conflict—or whether reconstruction allows the kind of lasting change that the resolution of war itself might not.

Dorvish Republic establishes State Commissariat "Dovani"
December, 4440

Wolfsheim, Ostland - Upon an act of the State Council Kaspar Hetzenauer was appointed as the State Commissioner of the newly created State Commissariat "Dovani" and is the chief of the re-construction efforts of Dovani following the Dovani War. The State Commissariat will be based out of the Wädensthal borough of Wolfsheim; where Dorvik, Hutori, Kazulia and several other Northern Council allies have their embassies and consulates as well as being the site of the major military wharf of the Northern Council. Over the course of the next few months men, material and funding will be incoming for the Dorvish to handle the peace process alongside Northern Council allies. Similar to the State Commissariat "Darnussia and Narikaton" the State Commissioner will have unlimited authority to carry out the wishes of the Dorvish Republic at home. Admiral Othmar Wilhelm von Bahr was appointed by the Dorvish President as the Military Commander in Dovani (Dundorfian: Militärbefehlshaber en Dovani) is responsible for all military units and operations in Dovani as a whole. Obergruppenführer (State Security Service) Benedikt von Völknitz-Siezenhaus was appointed as the Chief of Government as well as heading the State Security Main Office personnel in Dovani. There is also a large presence of Volksdundorfische Cultural Association personnel in Dovani, mostly operating out of Ostland.

Underneath Dorvish authority within the Northern Council the NC has formed "Provincial Reconstruction Teams" which are multi-national teams composed of military officers, diplomats, civilian and military engineers and have been dispatched as apart of the Bortnem-Pomerleau Initiative to re-build Dovani. The Foreign Economic Council, led by Johannnes Kiehl has announced nearly $1 trillion LOD into Dovani and post-Dovani War nations; focusing primarily on New Alduria, Statrica and several other nations. The Dorvish have brought in several dozen major Dorvish companies such as Ebner AG, Bismarck AG, several regional energy corporations as well as dozens of other medium and smaller businesses. The State Commissariat "Dovani" will be charged with managing all contracts related to the Bortnem-Pomerleau Initiative via the Northern Council. Dorvish economic tzar family Sesuito Vithmiris von Desidier was placed in control of managing contracts bidded out to various Northern Council nations.

FEC General-Director Johannes Kiehl expects that the re-construction efforts will take a decade for high level of re-construction with re-construction being tentatively finished in 20 years, roughly around 4460. The Northern Council has assigned specific NC nations to specific areas; Kazulia, Hutori and Dorvik will take part in continent-wide re-construction efforts and most of them will lead the PRTs that are responsible for major re-construction projects.
