Naenia Concordia, Selucian Ambassador to the World Congress:The Selucian Government supports the assessment of the situation in Zardugal presented by the Honorable Istalian ambassador and we do believe that an emergency session followed by a fact-gathering mission on the ground is imperative. It is shameful to see Zardugal, once one of the most stable and peaceful Majatran nations, engaging in policies suited for a failed state, and we do believe that the international community must be unequivocal in its condemnation of the ethnic cleansing of Zardic Mallans.
We believe that the best course of action under the current circumstances is for the Security Council to authorize a progressive escalation of sanctions, from a formal Security Council warning to selective economic sanctions to comprehensive sanctions all the way up to military intervention. Ours must not be a mere pious condemnation of ethnic cleansing with no ultimate consequences, and the Augustine Empire must understand that we are prepared to do whatever it takes to ensure an end to ethnic cleansing. At the same time, we must give the Augustine regime the opportunity to comply. Zardugal must be made aware that it has little to gain and much to lose from continuing down the current path and that the Zardic government will fare better if it is accepted as a respectable and full member of the international community. As we must enforce our words with actions, we must also be prepared to deescalate our sanctions in response to compliance from the Augustine Empire. For this reason we believe that, following the advice of a fact-gathering mission under the WCHRO, we must make clear what our goals and expectations are and be prepared to back our words. Otherwise we risk further fueling ethnic hatred and distrust, setting the stage for future conflicts.
