Below are the archived discussions of the 26th General Assembly Session, which lasted from 4510 to 4526.

Prime Minister of Tropica, Maya Darklight, to the General Assembly

Fellow Delegates, I would like to bring your attention to the developping situation in Utar Mosir, Where the government has decided that the only two races that have a role to play in the economy are the Hulstrians and the Utaris. All others are captured and send to a re-education camps, where they are subject to torture, slavery, brutal execution and genocide.

Their system is simple, the Hulstrian should be administrators, the Utaris should be agricol workers and anyone who does not fit in this category should be eliminated.

Tropica will never recognize this type of government as legitimate and we ask other country to condemn this horrible government along with any other government that use similar methods.

Tlanextli Huetzin, Permanent Representative of Istapali to the World Congress:
Istapali welcomes the attempts made by the Tropican delegation to draw attention to a rising tide of repressive, ultranationalist or racist regimes in eastern and northern Dovani. While Suyu Llaqta and Utari Mosir are the most obvious, movements in Liore and in my own country have also shown signs of this wider trend. The fundamental cause of these movements is widespread political instability and public anger at governments who are powerless to address the needs of their populations. In many ways, this is the result of powerful, imperialist nations meddling in the affairs of the nations of Dovani. While they are happy to intervene when it suits their foreign policy objectives, these same nations will turn a blind eye to genocide because it is not politically beneficial. Any nation worth their words must immediately follow the lead of the Istapalian government and impose an embargo on the Mosirak and Llaqta regimes. The delegation from Istapali urges the Security Council to adopt a resolution to this effect.

Lourenne has moved immediately to implement a trade embargo against the regimes in Utari Mosir and Suyu Llaqta. We encourage other nations to follow suit and will be meeting with partners across Dovani to reaffirm our commitment to democracy and human rights on the continent. Atrocities such as these will be met with the appropriate response.

Colleagues,
In Selucia we do not believe that the embargoes are of great help for the restoration of democracy in a nation, since its consequences end up affecting the people and not the rulers, who are armored in their nations. We believe that, although the embargoes are effective against nations and leaders who depend on the citizens to be re-elected in power, in those nations where democracy no longer exists, the embargoes end up destroying the humble families much earlier than the powerful rulers. For that reason, although we strongly condemn the actions of several Dovanian governments, including Utari Mosir and Suyu Llaqta, we believe that we must work on a better solution for the citizens of these nations. However, although we ask you not to stop trading food or medicine with these nations, we ask to stop the weapons and technology trade with them

The Selucian delegation will be pleased to discover that the embargoes passed in both Istapali and Lourenne explicitly exclude food and medical exports due to the essential nature of those products. With that said, it is very difficult to sympathise with the opposition of Selcuia to trade embargoes when their country is so far removed from the threat posed by the Mosirak and Llaqta governments and does not have to worry about the erosion of their democracy. For the Istapalian government, we are in a precarious position and increasingly surrounded by anti-democratic and hostile regimes. Dissembling these regimes might be necessary in order for our survival as a nation. That is the scale of the crisis.

Regarding the situation over Temania's claim to the Whale Island, I wonder whether a compromise is possible whereby the Whale Island remains under the sovereignty of the World Congress, but where a Temanian dimension to the governance of the island is permitted? For example:

- Could an arrangement be made whereby Temanian representatives could be included on some of the Whale Island's governing councils?

- Could the Whale Island administration deepen its relationship with Temania and consult it on important issues?

- Could there be possibilities to explore in terms of enabling the people of the Whale Island to participate in national Temanian elections?

- Could the people of the Whale Island be permitted to express their views about their relationship with Temania in a referendum?

The honorable Vrkz-Krlmék offers a reasonable compromise to the issue of the sovereignty of Whale Island, though I must ask: why compromise at all? The original sin of the World Congress is its colonial nature and complete disregard for the sovereignty of Temania, and this original sin has been haunting this body ever since, as it became a tool for the legitimization of an unprecedented degree of erosion of national sovereignty since its inception. Whale Island is legitimately Temanian sovereign land, and as such any compromise would only serve to legitimize the colonial nature of the World Congress. I suggest instead that Temanian control over this island be returned immediately with no pre-conditions, and the offices of the World Congress be relocated to the territory of a sovereign nation with the latter's consent. If I may suggest, Selucia would offer an excellent location for the World Congress. Its tropical climate and position on the Equator ensures almost year-round sunshine, and the Selucian government is famous for its neutrality, non-interference, and security. During the Victoria Olympics we have build many monumental structures that have largely fallen out of use and which could suitably house all institutions of the World Congress.

Sabrina Brochard, Permanent Representative of Lourenne to the World Congress:
The leader of Kazulia, a permanent member of the World Congress' Security Council, recently made clear that he does not recognise the claim of this organisation to exercise sovereign control of Whale Island, despite this being an established part of various international treaties. A nation which does not recognise international law should be precluded from membership of the Security Council. With that in mind, the Lourennais delegation submits the following resolution for the consideration of the World Congress General Assembly:
Recognising that nations who do not adhere to the fundamental tenants of the World Congress should not be tasked with leading it, the World Congress General Assembly has decided to forbid Kazulia from any position on the Security Council until it recognises the sovereignty of Whale Island as belonging to the World Congress.

On a related note, the Lourennais delegation would like to make clear that we share the opinion of the government of Dorvik that we will not allow the apathy and isolationism of certain members of the Security Council to restrict our ability to intervene when crimes against humanity are being committed against innocent civilians.

Gentlemen, there is a simple solution to the conflict currently occurring. Give sovereignty of Whale Island to Temania while also entering an agreement to allow the General Assembly to continue using the island as its headquarters. Alongside this, all negotiating powers should allow the creation of a police force dedicated solely to the island, so crime is not a possible threat to the island and its populous.

In response to the Lourennais Delegate, we would agree that the Kazulians haven’t taken an active role in the Security Council, however the decision to expel them from the Security Council sets a dangerous precedent. Instead, we should attempt to negotiate with the Kazulian government concerning the setting of sanctions against the dictatorships of Dovani.

Also, the Keymon Ministry of Foreign Affairs has agreed to house the World Congress in Turtle Bay if the Temanian government were to use military force against the organizations headquarter.

”While we welcome discourse on the topic, the topic has been discussed and has been resolved. Whale Island will remain firmly in the hands of the World Congress according to diplomatic agreements and other agreements with the outgoing CSCO, which controlled Whale Island prior.”
