The user's account has the log-in bug, meaning that the "Last activity:" record always shows as "not recorded". There is no basis in the Game Rules for inactivating accounts simply because they have the log-in bug, since this is not the fault of the player. Making decisions about when to inactivate these accounts is meant to be based on looking at their voting records, to try to estimate when they last logged in.
In this case, the account was inactivated in September 4505 game time. The most recent bill the player voted on entered the voting stage in July 4504 and finished the voting stage in March 4505. This proves the player logged in to vote during the 48 hours before being inactivated. The usual procedure is that players can only have an account inactivated on request after 72 hours of not logging in.
For understandable reasons, players sometimes find it a bit tough when they are inactivated during the Christmas period. I am not suggesting suspending the usual rules over Christmas, but I do really think it is important for Moderation not to go beyond the rules in inactivating players early. And obviously, that applies all year round, not only during Christmas.

To install a new Cultural Protocol or replace a current one, users should pass a bill with the support of a two-thirds majority of players with seats and then post a link to the bill on the Cultural Protocols Approval Thread. Following this Moderation will leave the submission pending for 48 hours, so that any community member with an objection can raise them, Moderation will also review in detail the proposal. Once Moderation approval has been given a player should then post a copy of the bill in the “bills under debate” section of their nation, with a link to the original bill.
