November 12, 4543Prime Minister Omar Shabaz describes new regime last month"The process has begun, and our aim is to make it irreversible," said Udayl, Marakesh native Omar Shabaz. The new Prime Minister was a relatively obscure leader of a clandestine and nominally illegal organization known as the Party of the Ways of the Prophet, or the Sunnah Party less than a year ago. The only living man to whom Shabaz swears loyalty, Dr. Hakim al-Talibi, the 73 year old Ahmadist scholar whose controversial views on political power earned him jail time first and then exile to Cildania, was still out of the country at this time last year. And yet, now, the seemingly impossible has occurred. Due to an acute power vacuum and a much longer period of political neglect by the former ruling Party, Shabaz finds himself the First Minister and he has installed al-Talibi as the newest Sultan.
"He's not to be just any sultan," Shabaz explains to our reporters. "Quite the contrary. The Republic is as good as finished. Our leader now rules by the Will of Akim, and as is proper, is subject to judgement by Him and him alone. Our leader now rules according to the words of the Prophet, Peace be upon Him. And when our reforms go through, the changes we make will not be unraveled."
Shabaz laid out a sketch of the organization of the new regime: A very strict hierarchical order where power flows from the Sultan. "The Sultan's office will be passed to his chosen successor upon death or retirement. Before becoming Sultan, the successor will be known as the Crown Prince, and will also serve as the Emir of the Emirate of Marakesh, which holds the capital. Each of the 5 districts, (previously known as Governates), will now be Emirates, and each of them will governe by Emirs. The Majliis will be the 25 people chosen by the Emir to represent the Emirate before the Sultan. The vote of the people will be to ratify the will of the Emir of the Emirate. Each member of the Majliis, who represents their Emir, will receive the title of 'Sahib'. In all matters, within the Emirate, the Emir's rule is law, as long as it does not contradict the Law of the Sultan, which is the corpus of Law passed and promulgated by the Majlis, including all resolutions.
"Politically, we are taking steps to depoliticize the Sultanate. The only official Party will be the Hizb al-Sultan, or the Party of the Sultan. Any fraternal or ideological organization which begins following April of the coming year may join Hizb al-Sultan as a faction of that Party, but should always take a personal oath of loyalty to the Hereditary Sultan. All factions must be aimed at perpetuation of the Sultan. Before people complain that they do not have representation in the Government, they must realize that just as Akim speaks with one voice undivided through his Prophet Ahmad, so too does Akim speak with one voice, undivided through his chosen political leadership on Terra. In Badara's case, the political leadership is the Sultan, and his commands are executed by his Emirs. As people are represented by Akim, so too are they therefore represented by the Majliis."
This primer of the new Governing regime of Badara was quite illuminating, and was met by enthusiasm from a large segment of the population, while it was met by apathy from the rest. The regime changes will go into effect in April.
