IV Congress of the TSM
With the dissolution of the VTKP and snap elections on the horizon, the TSM has held its IV Congress to determine what it promises to implement if elected to office

This Congress' express aim was to discuss policy in the likely event the TSM will win the upcoming elections
ALEKSANDROVSK - After 6 long years in power, the VTKP, under heavy pressure from all of Trigunia, has finally dissolved and the government has called snap elections to determine the new Duma. In the meantime, the TSM has held its IV Congress to determine what is to be done in the likelihood it is to be elected.
While the III Congress had remained relatively unreported on, with the decisions made at the Congress simply reiterating the decisions of the previous Congress, the IV Congress, attended by 9442 people, has been widely considered as the "Pre-Parliament" of Trigunia, with its decisions bound to be implemented as law after the next elections, with little credible opposition standing up to the TSM colossus, now at over 9 million members.
As per the custom, the Congress was opened by Chairman Lomonosova's speech, and her report to the Congress. This was followed by Secretary Borisov, who discussed finances and foreign party relations, but then went on to speak at length on economic policy, being joined in a debate by Paulina Weissmann and Yuri Maksymenko. By the conclusion of these polemics, three proposals had been accepted by the Congress. The first one, was a proposal to introduce a framework for the economic development of Trigunia, using so-called "Long-Term Economic Development Plans", lasting six years, which are split into three "Short-Term Economic Development Plans", lasting two years each, accepted 7033 votes to 2187 with 222 abstentions. The second was a proposal to base the economy on a system of decentralised planning with workers' self-management, passing 7646-1625-171. Finally, the third was regarding regulation on ecology, where a proposal to enforce stricter measures was passed unanimously.
This was followed by rising star Dmitry Voronin and old guard Grigory Efremov, who spearheaded discussion on social issues, and emphasised the need for "greater liberty" and a "socialist-humanist approach to societal policy". A series of motions, all pushing for more progressive and socially libertarian policy in regards to civil liberties and rights, were passed with similarly overwhelming majorities. Some of the key points were liberalisation of media and entertainment and greater choice in personal life, in particular, intimate relationships and drug consumption.
Colonel Roman Ignatiev spoke next, and as the military expert, his topic was military policy. Proposing to create a People's Militia, with all citizens armed and trained, with volunteer units of highly trained professional permanent forces, Ignatiev also emphasised military modernisation, in particular the navy. The proposal to form the People's Militia was accepted 8274-1052-116, while the military modernisation proposal by 8345-997-100.
Political reforms were debated by Deputy Chairman Sokolovsky and Svetlana Abramova, at the conclusion of which, the restoration of the Trigunian Soviet Federative Socialist Republic, the creation of a Congress of Soviets, reduction of terms to 3 years and lowering the citizenship age to 16 were all proposed. All propositions were accepted, 6907-1842-693, 7078-1798-566, 8713-620-109 and 8752-549-141 respectively. This was followed by the reelection of the present Standing Committee, and the reelection of its leading members, the Chairman, Deputy Chairman and Secretary. Sasha Lomonosova was again reelected unanimously, for which she duly thanked her comrades. Sokolovsky was also the one responsible for closing the session, and dismissed the Congress after a busy night of debating and voting.
