Our society has inhabited the planet of Terra for several hundred thousand years, but has only been in significance for just a short few in that long space of time.

What exactly did we do for all those years? Our ancestors led nomadic and tribal lifestyles, hunting for game with spears and congregating in caves, often around small fires. They were often fearful of things they didn’t understand. It was more than explaining why the sun rose, it was the mystery of the enormous creatures that coexisted alongside them. So we gave them the title of “gods”, or “demons”, and begged them to spare us, and prayed upon them for salvation.

As time progressed, their numbers waned and ours grew. Our environment around us quickly began to make more sense when there was less to fear, and more improve, to make efficient. But alas, the unexplained will still exist like a nagging question—never to go away. As if our universe demands nature to be absurd and impossible.

We must not go back to cowering in fear. In our modern age, no one will protect us—except ourselves.

Whilst the rest of mankind, the commoner, stands in the light, we ourselves must get dirty and stand in the darkness to fight it, investigate it, locate it, and keep it from the eyes of the general public, so that the many can live in a sane and normal world.

Mission Statement

Operating often clandestine and across Terra, the Wechsler Foundation operates beyond jurisdiction, enshrined in the trust of every major national government with the task of containing anomalous objects, entities, and phenomena. These disturbances pose a significant threat to security across the globe by threatening either physical or psychological harm.

The Wechsler Foundation operates to preserve normalcy, in order for the Terran civilian population to live and continue about their daily lives without fear, mistrust, or doubt in their personal beliefs, and to continue human independence from extraterrestrial, extradimensional, and other extranormal influence.

Investigate

The Foundation operates thoroughly to uncover the nature of these phenomena, determine the severity of said phenomena to the general populace, and to deconstruct the natural habitat or natural conditions for the phenomena, and to group it into several predetermined groupings.

Locate

Utilizing the extensive research done prior on a given phenomena, the next natural procedure is to determine its location. Regardless of the danger or remoteness of the location, the Wechsler Foundation will track it down, for it is imperative to determine its natural habitat, so that the next procedure can begin.

Secure

The last step and naturally the most dangerous, depending on the complexity or severity of a given phenomena. A main goal typically consists of preventing its influence or effects of the spread of a given phenomena, by either relocating, concealing, or outright dismantling said anomalies or by suppressing, and preventing public dissemination or knowledge thereof.

Foundation Operations

The Wechsler Foundation undertakes covert and clandestine operations across the globe in pursuit of our organization’s primary missions.

Investigative, Tracking, and Security Procedures

The Foundation maintains an extensive database of information regarding anomalies requiring the above procedures, referred as varying degrees of Unexplained Occurrences, with differing forms being supplemented between Unexplained and Occurrences. The primary Foundation database contains summaries of such anomalies and emergency procedures for maintaining or re-establishing order and security in the event of a breach.

Anomalies may take many forms, be it an object, an entity, a location, or a free-standing phenomenon. These anomalies are categorized into one of several Groupings and are either contained at one of the Foundation's myriad Secure Facilities or contained on-site if relocation is deemed unfeasible.

Operational Security

The Foundation operates with the utmost secrecy. All Foundation personnel must observe the Security Clearance Levels as well as need-to-know and compartmentalization of information. Personnel found in violation of Foundation security protocols will be identified, detained, and subject to disciplinary action.

Rival Agencies and Groups of Interest

The Foundation is not the only organization with knowledge of and capability to interact with or utilize anomalies. While some of these Groups of Interest have similar goals and may cooperate with us on issues of global security, many more are opportunistic and profit-oriented, seeking to adapt or use anomalies to their own ends. Foundation personnel are instructed to treat individuals from such groups with suspicion at all times, and collaboration with such groups without the explicit prior consent of Foundation leadership will be cause for termination or other disciplinary action.

Object Groupings

All anomalous objects, entities, and phenomena requiring security procedures are assigned an Object Grouping. An Object Grouping is a part of the standard security procedure template and serves as a rough indicator for how difficult an object is to secure. In universe, Object Groupings are for the purposes of identifying containment needs, research priority, budgeting, and other considerations. A phenomenons Object Group is determined by a number of factors, but the most important factors are the difficulty and the purpose of its containment.

Primary Groupings

These are the most common Object Groupings used in research articles, and make up the bulk of the phenomena.

Group A (Safe)

Safe-group phenomena are anomalies that are easily and safely contained. This is often due to the fact that the Foundation has researched the phenomena well enough that containment does not require significant resources or that the anomalies require a specific and conscious activation or trigger. Classifying a given phenomena as Safe, however, does not mean that handling or activating it does not pose a threat.

Group B (Cautionary)

Cautionary-group phenomena are anomalies that require more resources to contain completely or where containment isn't always reliable. Usually this is because the phenomena is insufficiently understood or inherently unpredictable. Cautionary is the Object Group with the greatest scope, and it's usually a safe bet that given phenomena will be this class if it doesn't easily fall into any of the other standard Object Groups.

As a note, any phenomena that's autonomous, sentient and/or sapient is generally classified as Cautionary, due to the inherent unpredictability of an object that can act or think on its own.

Group C (Extreme Risk)

Extreme Risk-group phenomena are anomalies that are exceedingly difficult to contain consistently or reliably, with containment procedures often being extensive and complex. The Foundation often can't contain phenomena of this group well due to not having a solid understanding of the anomaly, or lacking the technology to properly contain or counter it. A Extreme Risk phenomena does not mean the phenomena is dangerous, just that it is simply very difficult or costly to contain.

Group D (Counter)

Counter-group phenomena are anomalies that the Foundation uses to contain or counteract other phenomena or anomalous disturbances. Even the mere existence of Counter-group objects is classified at the highest levels of the Foundation and their locations, functions, and current status are known to few Foundation personnel outside of the Organizational Council.

Group E (Defunct)

Defunct phenomena are anomalies that are no longer anomalous, either through having been intentionally or accidentally destroyed, or disabled.

Object Grouping FAQ

What is the Closed Environment Test (CET)?
The Closed Environment Test, or CET, is an informal guideline used to determine an object’s most appropriate Object Grouping. It goes like this:

If you lock it in a box, leave it alone, and nothing bad will happen, then it's probably Safe.
If you lock it in a box, leave it alone, and you're not entirely sure what will happen, then it's probably Cautionary.
If you lock it in a box, leave it alone, and it easily escapes, then it's probably Extreme Risk.
If it is the box, then it's probably a Counter.

Note that as a special consideration, something that is autonomous, alive, and/or sapient is almost always at least Cautionary-class. That is, if you lock a living thing in a box and forget about it, it will eventually suffocate or starve to death, and that's not a good outcome. Something that is intelligent could also end up being smart enough to outwit its containment procedures and/or stop cooperating with the Foundation's attempts to contain it, making it more dangerous than it otherwise might be.

Item #: 0001 (Unexplained Electrical Occurrence, UEO)

Object Grouping: Cautionary

Research Procedures: General knowledge of this given phenomena was largely brought to the attention of the Foundation via word of mouth. Several anonymous letters and emails were received by the families of former representatives from the research team of Valruzia's Walatom who had been dispatched to study the immediate effects of the Vanukean-launched nuclear weapon on the southern region of Jelbania over a century ago. The largest amount of reports of this given phenomena were determined to be from the sprawling industrial city of Ornaéhrne, in the Tribal Areas of Jelbania. Of the 150 cleanup crew members and research staff sent by Walatom, only an estimated 35 returned safely. Of the aforementioned 35, nearly all of them reported being injured by not only the radiation, but also massive pulses of visible electrical energy in several areas across the city. The Foundation has dispatched several teams on-site with the consent of the Jelbanian government to confirm the existence of what is now being designated as an Unexplained Electrical Occurrence, commonly referred to by field teams as a "Flasher".

Description: From what has been returned to us by our field researchers, A "Flasher" or "Flashers" are several concentrated, pulsing outbursts of massive electrical energy. Being found generally anywhere in the city of Ornaéhrne, be it in a grassy park or deep underground, it nonetheless does not minimize their possible danger. From research logs, a fellow crew member of the Foundation received severe electrical burns on the left side of their body upon getting too close to the electrical phenomena. The shock also ruptured his hazmat suit, requiring him to be rushed back to a safe decontamination location.

Seeming to be fluid in nature but generally observed to be non moving, the "Flasher" has been assigned to the "Cautionary" group. Research members for reasons stated above are to advise extreme caution when documenting the phenomena. Of the field photos gleamed of the subject, only one, if of poor quality, has been obtained, which has been attached below. According to the Foundation's field photographer, who utilized a hunting camera affixed to the wall of a sub basement where the Flasher was located, the graininess of the photo is likely a result of the sheer intensity of the electrical energy released with each pulse.

Security of the given phenomena is difficult to achieve, yet possible via several pre-existing systems utilized to limit the spread of electricity. Most locations where the Flashers were described by the former Walatom team have been successfully identified and their spread limited, but it is highly likely in other, less unexplored areas of the abandoned city, more of them may exist.

Recorded Instances of Phenomena:

October 4423- Walatom researcher recounts to upper echelons of the corporation about receiving electrical burns from an unknown source, despite never being near any exploded or active transformers. The researcher was treated and their testimony left buried in corporate documents until retrieved by the Foundation.

February 4510- The Foundation, with the express and thorough consent of the Jelbanian government, dispatches several field teams to confirm their existence, based on aforementioned letters/emails obtained prior.

Item #: 0002 (Demons Knife)



Object Grouping: Cautionary

Research Procedures: The Foundation learned of this given phenomena via news reports of suspicious activity in a museum in Turtle Bay. The reports stated that guests of the display would attempt to break the glass and kill themselves with Anomaly #0002. The museum was forced to hire armed guards, however they too began attempting to steal Anomaly #0002. After the reports, the Foundation stepped in and requested to study the phenomena at the Foundation research center.

Anomaly #0002 was determined to be over 3000 year old. Anomaly #0002 was then identified as belonging to the Red Raven tribe, located deep in the mountains of Keymon. Anomaly #0002 was found nearby 28 skeletons, all of which had sustained significant damage. Later research determined this damage to be artificial, instead of natural.

According to the Red Raven tribes oral history, they had been a human sacrificing tribe until an event know as “The Awakening”. According to the legend, Anomaly #0002 was found nearby an active volcano & was said to hold immense sway over humans. The Tribe then took Anomaly #0002 as the official weapon of there chieftain. However according to legend, the chieftain began a human sacrifice using Anomaly #0002. When Anomaly #0002 was plunged into the victims heart, Anomaly #0002-1 a “black creature with glowing red eyes & vicious fangs and claws” was immediately released out of Anomaly #0002. It immediately began killing the tribesmen, successfully killing 27. However a lone tribesmen stabbed the creature with Anomaly #0002, recapturing it. However this cost him his life as he was said to have withered away like a dead leaf.


Anomaly #0002

Anomaly #0002 was recovered by archeologists in 4498 and was moved to a museum later that year.

Researchers have given Anomaly #0002 the name of “The Demons Knife” & Anomaly #0002-1 as “The Knifes Demon”.

Description: Anomaly #0002 is an obsidian bladed knife with a marble handle, decorated in images of horses & oxen.

Anomaly #0002 is unbreakable via human means. Researchers have already attempted to destroy Anomaly #0002 by detonating explosive charges underneath of it. The explosives, like all other attempts, failed to damage Anomaly #0002 in any way.

Anomaly #0002-1 is a black figure with glowing red eyes, a wingspan of over 5 feet, claws and feet, & 5 inch long fangs.

Anomaly #0002-1 violently kills any humans it can find, while also eating parts of there body. Several tests run by Dr. ******* on Anomaly #0002-1 has led the Foundation to conclude that Anomaly #0002-1 is actively attempting to destroy Anomaly #0002. The Foundation believes it is due to the fact that only Anomaly #0002 can permanently contain Anomaly #0002-1.

Anomaly #0002 is currently being held at *********** in a maximum security area of the facility.

Anomaly #0002-1 is currently being stored within Anomaly #0002 in ***********.

For the safety of all personnel, it is required that personnel work in 1 hour shifts to prevent any mind altering effects from Anomaly #0002.

If any personnel are to, unauthorized, attempt to retrieve Anomaly #0002, they are to be shot until incapacitated.

If Anomaly #0002-1 escapes from Anomaly #0002, all personnel are to attempt to recapture Anomaly #0002-1 by stabbing it in the chest with Anomaly #0002.

Item Name: "Cut-Rite" Scissors

Object Grouping: Safe

Research Procedures: No unique containment procedures necessary. However, the presence of hand washing materials is required—Alongside gloves, if deemed necessary.

Description: The object is a standard pair of scissors, cherry red in color, looking no different than scissors one would buy at an office supply store. However, the unnatural qualities of the item were quickly brought to the attention of the Foundation after it became the subject of local news reports around the item's origin, mainly the Oster Corporation's headquarters, a local home finance company in Glentingham, in the nation of Hutori. A worker, by the name of [REDACTED] bought the item in question after a previous one's blades had been worn down. At first the object began to work as intended, cutting pieces of paper without any obtrusion. However, as it began to be used more and more, employees began reporting various oddities related to said item.

The first reported instance was the presence of a sticky material seemingly manifesting from between the blades, which began to ooze out. When questioned by agents of the Foundation, employees noted that the substance varied in type—First reports indicated it was syrup, then molasses, and finally road tar. Substance was also seemingly always hot upon flowing out of the scissors. Later reports began showcasing different behavior from the scissors, namely the ability to repair cut lines from paper. A myriad of other odd instances were reported, many non-harmful. Refer to [REDACTED] for the additional report.


The pair of scissors upon it's arrival to the Foundation. Neutralizing agent was successfully applied, limiting it's capabilities temporarily.

Recorded Instances of Phenomena:

December 4327- Object is reported by local media outlets in Glentingham, Hutori as the "Oozing Scissors". Foundation agents became aware of it's presence a week after Hosianmas.

January 4328- Employees are questioned by agents posing as plainclothes journalists about the properties of the item. One employee reportedly showed the item's qualities to an agent.

February 4328- In collaboration with local police forces, the pair of scissors was taken by Foundation agents and successfully delivered to an On-Site location, before being transferred to the Foundation's headquarters in [REDACTED].

Item Name: The Geode "Truth Teller"


Object Grouping: Safe

Research Procedures: The crystal shall be contained in a cave part of the Wechsler Foundation remote site number [data expunged], kept far away from any radio equipment, communication towers, electronics. The object shall not be close to metals, while personnel shall enter only with higher clearence and with a strict procedure in mind. Any question asked to the crystal shall be a yes-or-no ended. Any lenghty presence around the crystal, touch or abuse of the access to the large information pool shall be avoided at all cost. No living organisms, due to disease potential, as well any rock shall be close to the crystal.

Description: The Geode is a crystal type rock, slightly translucent, blueish in nuance, somewhat luminscent. It is around 50 centimeters in height, around 40 cm in diameter and presents rather unique shade and outlook. One who looks into the crystal can start feeling hallucinations, seeing deep within the blue, as it would be never ending. This crystal has as well an aura, around a radius of at least 50 meters in which it's anomalous properties are activated, depending on the level of awareness toward it, as well toward various rocks and substances.

The rock had been found hard to lift, with it's anomalous qualities stiffling the efforts of moving the geode around. It's behavior, so to say, may indicate a consciousness superior to us, but due to the hallucinogenic character, as well the mental effect laid upon persons interacting with the geode makes the situation tricky. Lack of a given personality has also made it hard to indicate whether a conscious subject exists within the geode. The geode had been seen to illuminate at times strangely.

Recorded Instances of Phenomena:

May 5330 - A lost hiker in Endralonian mountains has been reported found, though the individual seem to had developed a crass schizophrenic behavior, despite no previous signs of such. His mental state had made it necessary for him to be hospitalized

June 5330 - The hiker claims to be the man of Elijah, having visions of being bestowed by God Himself with the duty to announce the arrival of Elijah. He also has visions of angels and even demonic creatures who can be summarized as "deeply disturbing"

July-August 5330 - The patient's health conditions deeply deterriorate, prompting more paranormal phenomena, as his eyes started to lose the iris

July 5330 - Reports of such patient reach the Wechsler foundation, which soon dispatches agents, prompting shutdown of headlines regarding the anomaly, seizing the treatment of the patient and administering amnestics to all involved

September-October 5330 - The subject is put through tests and analysis, finding about the location where the geode is

November-Dcember 5330 - The subject succumbs to a mysterious mental illness, brain found having many small holes; the Foundation has secured the Geode meanwhile, as well analysizing the cave found in

5331-5333 - The geode had been put through numerous experiments, as well finalizing the case for now

Data Log:

Experiment Number #0001:
A team of researchers has gotten a close look, starring into the stone, resulting in an unintentional test, in which two of the team leaders have started having visions of cosmic horror like monsters and planets, while one of the researcher was able to feel a sense of knowledge, of ability of asking questions, asking a question, however having a no "yes-or-no" end, it ended with an instant fatal seizure, as he could not handle the answer. The other research team members have dispatched a medical unit to attend to the patients. The evacuated zone has been observed to be molecularly different.

Probes collected have observed malformations present in the rocks and ores around, especially metal-like ores and rocks, as well that the devices brought in, including cameras and phones have started working hecticly, with one incident of exploding tracking device. Given the situation, the Wechsler Foundation employed volunteers wishing to experiment the stone.

Experiment Number #0002:
The team has observed that direct contact with the stone can result in almost instant death or mental impairment, while starring into it will not do good. Being around the stone people could observe the sense of an influx of knowledge and idea that the crystal is special, almost inferred by an unknown force. The rock had been attempted to be mined, but those attempting to break it have had hallucinations, developing rapid schizophrenia and memory degenerative syndromes. The death of workers has given the researchers a clue on the nature of the crystal.

Their presence within the range of the rock, volunteers have been observed to have changes in body that could be seen as mutations or unexplainable molecular breakdown/modifications. The team has proposed that the stone be hit from distance, to observe the experimentation, but which lead to the inability of the shooter to shoot, as a force looked like holding them back. Next, the Foundation excavated the rock beneat the rock, allowing them thus to finally move it and lead it to the base.

One thing to note is that during it's containment phase, the truck driving the rock has experienced many problems. The tires have started growing holes, while the metal case of the lorry has been observed rusting, and at places, loooking like it became goldish. Nevertheless, the team has learnt many things. For one, the geode has a paranormal influence, that is unpredictable, it does not allow for it's destruction, nor it is safe to be around. It is unknown how it prevents it's destruction, it is not known whether it is conscious of it's surroundings or how much damage it can do.

Experiment #0004:
In one of the early experiments, the rock had been put around animals, it ended in the death of the animals after 3 days of habitating alongside the mysterious crystal. One of the animal had horrifying seizures. Off-putting x-rays revealed large damage to the body. But the worst was that during this experiment, one of the personnel involved in the experimentation has found that the crystal can release information, as to say. While the nature of it is unknown, but during the handling of the rock, one of the researchers thought of how to hide the stone, thought which was reported to be in minds of many people in the area, including outside the camp. The thought luckily had no much impact, but this event has given a clue over the nature of the rock, a possible collective of well put information.

Experiment #0006:
In another important test, a volunteer has asked a question to the stone through his voice, nothing in return than an immense pain in the head. Asked again to put a question forward, this time with his thought. His attempt had ended with his immediate paralysis, putting him on a state of comatosis, of unknown state of fear. The next subject had been asked to state a yes-or-no ended question, hoping to find a breakthrough. The result was positive, leading the researchers to understand the anomaly better, with a new recruiter put through the tests.

A volunteer had put many questions, of a given paper by the Foundation, though at some point he passed out, never waking up. This has been seen as a sign that the abuse of this pool of knowledge will end in their death or having problems at molecular level. Next experiments used less questions per volunteer to maintain safety procedures.

Experiment #0007:
One of the anomalous parts were detected when the rock had started illuminating during the questioning part, leading to a very bright light that destroyed a large portion of radio equipment on a 1 kilometer radius, as well causing fire, meltdown of certain metals, as well large amount of hallucinogenic events within the minds of the research team and the subjects put through the test. This has confirmed the rather unpredictable nature of the crystal, as well that starring into it is not of good luck.

Experiment #0023:
Realizing the potential of asking questions, the stone had been checked if it can infer truthful questions. It had asked simple trivia questions about the world. The results have shocked people, as it revealed to know about all.

Experiment #0041:
Asking questions, the detectives have found several shocking revelations. In one of the series of questions, the anomalous object had been asked about mathematical questions, with the easy ones resulting in expected answers, but when it came to geometry, the answers had been rather hectic, almost non-sensical or alien. The answers though had given the researchers the clue that the geode is not a conscious being, rather a pool of information, and the answers have been promptly classified, hoping to understand whether the pool of information is really limited to our world only, or if there are superior forms of logic out there.

Experiment #0044:
Shortly after, in one of the instances, the geode has returned an incorrect answer, regarding at least more divisive subjects like politics, when asked about the ideal ideology, as well about events that are disputed, showing again that the rare rock may be connected to some kind of collective knowledge, to some kind of world of ideas, almost in Logarchist fashion. This has intrigued the researchers, because from their analysis with current medical data, finding no clue of such paranormal form of knowledge.

The project had got greenlight to continue further. The geode had been for a while now moved to a cave of a site of the Foundatino to keep it away from certain ores, from all organisms and technology.

Experiment #0102:
One of the experiments has saw to question state secrets, at which case, the team got hold on some, shocking many. The researchers are more aware of the power of the geode.

Experiment #0119:
The geode has been asked now questions about God and metaphysical subjects, with the askers seen having weird mental states during the questioning, with the answers on the paper having classified results by the foundation. The experiments would soon cease.

Experiment #0144:
One of the last experiments, a researcher standing next to the rock asked about the nature of other worlds and if there are anything outside human logic have ended with the death of those asking, including of the researcher. However during the last serious experimentations, one of the researchers has gotten to note that the subject feels a flow of information, and certain information revealed to the subject carries kind of an aura or energy, leading to mental scars. That is why using for prolonged time the stone will end with the mental ilnesses. Although it is unknown the extent to how the rock can influence mater around itself, it is now seen as a possible "cautionary" anomaly.
