Kanjor once had a Cultural Protocol but was declared open, or at least it is listed as so. Kanjor retains it French connection with a bit of southern Seleya sprinkled in and the introduction of Breton's into the mix.

This would create a new cultural protocol in a culturally open country. As per the Game Rules, there will now be 48 hours for players to offer comment on the proposal before it can be approved.

Cultural update for Alduria: http://classic.particracy.net/viewbill. ... lid=637125

Differences from current version:

* change in the background story of Alduria, whose French language and culture are now defined as deriving from rule by a Roman Empire as a European colonial empire;

* 9% decrease in number of Canrillaise to make room for small indigenous minorities;

* minorities added;

* "Luthorian" renamed as "Mordusian", defined as Anglo-Australian and Anglo-New Zealanders, to highlight Seleya's post-colonial nature;

* slight decrease in Jaquardism and Agathism, as they are not really used in RP; indigenous religions added; slight increase in "other".

Although the decrease in the percentage of Canrillaise is rather large, it was needed in order to make enough room for meaningful numbers of minorities. The Canrillaise remain the dominant ethnicity by far, and Hosianism remains the largest religion. Overall the most important change is the definition of Alduria, from "predominantly French country" to "based primarily on France, but developed as a colonial culture".

This would update the cultural protocol of a culturally protected country. As per the Game Rules, there will now be a 48 hour period for players to offer comment on the proposal before it can be approved. For your reference this might take a little longer than usual due to the nature of the proposed change (we'll have to discuss it). Hope that isn't a problem.

Key changes from the current version are:
  • reorganised document to improve clarity and readability
  • small decrease in non-Persian Iranian groups now represented elsewhere in the game world (primarily Kurds)
  • small increase in Mu-Tze (Mongol) population
  • amalgamation of very small minority groups into "Other" category
  • clarification on the Aldgerian language
  • increase in Daenism (Buddhism) related to Mu-Tze increase
  • fixed issue with Hosian (Christian) denominations: the Apostolic Church of the East (Eastern Christianity) and the Aldegarian Apostolic Church (Nestorian Church / Church of the East) were previously shown separately when they are part of the same church structure

Sorry for the delay on this one, it took some time to reach a decision. Taken individually I don't think that any of these changes would be problematic but I think to make them all in one go shortly after the country has just adopted a cultural protocol is a little too much. For that reason, we're not going to approve it. With a few modifications I think something very similar to this updated could be accepted though. I'll provide some detail.

I don't think there is any problem with the change to "Mordusian", or with the reductions in "Jaquardism" and "Agathism". As you note the nine point decrease in the Canrillaise population is quite large (especially when combined with the four point reduction in the previous cultural protocol), if you could limit it to about six then that would be reasonable. In the past Moderation has used ten point changes as an approximate limit without significant role-play justification and this seems like a reasonable guideline.

The indigenous religions mentioned are not actually given real-life equivalents, this would need fixing before the update could be approved. Representing eight percent of the population from a religion that was previously not mentioned seems too dramatic an increase to me too. "Pinnois" seem to have disappeared from the cultural protocol despite only just being introduced in the previous update, when combined with the appearance of "Anti", "Imiri" and "Willitu" this strikes me as too much churn in terms of ethnic minority groups.
