Government on the brink of collapse as public opinion hardens

Čachtice, Darali: After almost four years of conflict and approaching the end of the legislative term, the Deltarian government is facing a crisis as popular opinion has cemented in opposition to the conflict in Rapa Pile. For the past year it has become increasingly clear that the government lacks not only the support of the electorate but the confidence of their own military leaders and personnel, however the President and the cabinet have refused to even consider withdrawal from the islands while Vascanian presence remains.

As a result, President Shani el-Salam's own party Solidarity have withdrawn their support and promised to select a new presidential candidate for elections next year. The picture is not much better for the other major parties either, who have both been publicly associated with the war and look set to collapse at the federal level next December. In their place a number of insurgent movements have risen. Although there has been some rise in right-wing opinion, it has principally been the radical anti-war left that has benefited.

As unemployment rises and standards of living stagnate, the stage is set for an unprecedented Deltarian election that may return an entirely new set of parties to power while leaving the traditional political actors out in the cold. From the perspective of President el-Salam the total collapse in public support could not be more devastating given her rise to power on the wave of an avowedly anti-war movement.

Cachtice:In the early morning the sound of large trucks could be heard accross Cachtice. Soldiers swarmed strategic points accros the city of 8 million and people left their homes to see what was going on. The presidential palace, formerly the Imperial Palace, was surrounded by soldiers and armoured vehicles while jets roared overhead. It was something many had anticipated, but all had hoped would not happen. A coup in Deltaria, orchestrated by elements of the Deltarian Army and the majority of the SDI. For months many within both civilian and government circles had feared that tension would boil over following discontent over the war and increased economic and social tensions. These fears came into fruition as the capital of Cachtice was surrounded, locked down and secured by the 2nd mechanized brigade of the Deltarian Army. As the city was secured without a single shot fired, the guards from the SUVO protecting the Presidential Palace surrendered, being arrested afterwards before a large contingent of troops and SDI agents stormed the palace. Just 15 minutes later they came out, together with president el-Salam and four ministers of her cabinet. While the country, just starting to learn about the events unfolding, watched as it happened a general from the army, Adam Musil, spoke to the nation within 2 hours of the alledged coup.

My fellow citizens. This morning the Deltarian Ground Forces conducted a operation to arrest the regime of president el-Salam for crimes against the Deltarian state and people. As protests accross the nation continued, as our economic situation worsened, and as her own party sidelined her as well as her officials she stood by watching, determined to continue a war that has no bussiness being continued. For over 3 years the people of Deltaria have awaited victory. That victory would have been achieved if it wasnt for the personal ambitions of this president. The Deltarian Armed Forces stand with the people of Deltaria and those from the political class that want change. We have acted. And we shall deliver. Thank you

As the day progressed more and more became known about the coup. It seems as if the Deltarian Airforce and the SDI had been the main planners of the coup, supported by elements from the Deltarian Ground Forces and, what has now become clear, a large part of the ruling Solidarity party. In the hours following the coup the new regime, for now led by Musil, announced a suspension of the constitution and the declaration of martial law to "restore calm and look at the challenge of drafting a new constitution to ensure a continuation of civil governance". While under normal circumstances the population would revolt, many seem relieved by the actions taken by the military. With protestors in Cachtice stating that they hope an end to the conflict is in sight, and that they believe in the pledge from the military, which still has a high approval rating on its own. While in the initial coup not all of the armed forces pledged support it seems other generals are now siding with Musil. As the new reality starts to settles in Musil has just announced that members of the Deltarian military and their Vascanian counterparts have opened peace negotiations, meeting the approval of many Deltarians at home.

As the majority of parliament seems to support the coup and peace negotiations are settling in many hope for a peacefull and positive end to this 3 year long conflict and the coup in general. What is sure is that Deltaria, for 6 decades the beaconf of democracy in Majatra and Terra, has now fallen to a military coup, and it remains to be seen what a new constitution and the now ongoing junta will mean for the nation at home and abroad.

Ceasefire brings ends to Rapa Pile War, Peace Conference to be held

A ceasefire agreed by the new Deltarian junta and the Imperial government has resulted in an end to hostilities in the Pilese archipelago. This has given the people of the islands and the soldiers stationed there a reprieve from the violence that had come to consume the territory. After three and a half years of brutal fighting and hundreds of thousands of casualties, the two states have now codified a commitment to pursue a settlement ending the conflict once and for all. The ceasefire has also, importantly, given a chance for the wounded to get medical care. Those whose food or water supplies became insecure during the conflict - whether combatant or civilian - will also receive help.

The two nations are set to pursue a peace conference in Avienne-les-Baines, Lourenne. The World Congress will supervise alongside various nearby nations to the conflict such as Liore. The conference will be committed to the aim of creating a long-term plan for the islands' redevelopment and a settlement between the belligerents that will prevent such conflict in the future. The islands themselves are expected to become a neutral, self-governing state while the two major players in the war, Vascania and Deltaria, will likely be required to 'keep away' from one another - at least in military terms. The Lourennais will play host as a neutral party, while the Lioris will play a supporting role as a state that has condemned both sides and taken a leading role in the region in recent years. Hopes are high that both sides will be eager to work out a deal, and as such the negotiations will not drag on extensively.

Civilians in Rapa City celebrated the news, with people on both sides of the 'unification debate' coming together to celebrate an end to the conflict. Similar scenes of positivity were heralded across the northern island and in the various major cities of the archipelago. In rural Datungu, one of the areas most ravaged by the war, there was a much more sombre mood. Many villagers were noted as being equally despondent before and after the announcement. Many homes and much agricultural land have been destroyed by napalm bombing and many here fear persecution by a new Rapa City-led government because many the Datungu villagers' supported Vascanian troops in the war. The divisions on the islands, and the immense cost of rebuilding what has been destroyed, will also be problems requiring introspection during the peace summit.

For almost a week, representatives and delegates from Vascania, Deltaria, Liore, and the World Congress have been negotiating
the final terms and peace agreement of the Rapa Pile War at the Royal Resort in Avienne-les-Baines. Since the war in Rapa Pile
was raging on, the United Kingdom publically and internationally protested the war and announced that the world needed to
enter a new era where diplomacy, humanity, and peace dominate world affairs. The United Kingdom's new international ideology
has been put to the test and has temporarily succeeded as the war in Rapa Pile has come to an end and the peace conference is
taking place in the nation. The Royal Ministry of International Affairs appointed the Royal Minister of International Affairs, Crystal
Xiapopote to lead the Lourennais delegation in negotiations. Several other minor members of the ministry attended, mainly from
the Bureau for Strategic Co-operation. The RMoIA also invited several independent moderators and lawyers from the University
of Delaune to attend the conference and help with negotiations in a peaceful, independent, and diplomatic manner. Security was
increased at Avienne-les-Baines prior to the beginning of the conference. High Chancellor Valence gave her opinion on the peace
conference and noted that offering to host the conference from a neutral perspective reveals the nation's foreign policy positions
and intention to champion diplomacy and humanitarianism throughout the world.

Provisional agreement reached following first rounds of talks in Lourenne

Following almost two weeks of fraught negotiations in Avienne-les-Baines, representatives from the Vascanian and Deltarian governments have announced that they have reached a provisional agreement to bring an end to the countries' conflict over Rapa Pile. With the support of representatives from the interim Pilese administration and delegations from the World Congress, Liore and Lourenne, both countries have agreed to renew an existing ceasefire agreement indefinitely as well as to begin a managed withdrawal of military forces from Pilese territory.

Although the agreement has been celebrated by many throughout the world, there are still a number of issues that remain to be resolved before a formal peace treaty can be signed between the two global powers. In addition to a principle commitment to permanently end hostilities on the islands, both sides have offered to support the reconstruction of the country in financial terms.

At this stage it is not yet clear whether Vascania has agreed to the full independence of the islands or whether they are seeking a second referendum on its future status. Over the past five years it is thought that Pilese support for unification has evaporated as the conflict ravaged the islands and many of the country's Raktavani population fled to mainland Vascania. On top of that, Vascania's failure to repel the Deltarian invasion leaves them with little diplomatic capital.

Even if Pilese independence is guaranteed, few in Deltaria or the international community will be celebrating the country's liberation given the economic and political devastation that it wrought. At the domestic level, Deltaria continues to be governed by a transitional military administration. At present it is not clear whether the new government, which rose to power on the back of the so-called "Olive Revolution", will permit a return to democracy once the peace settlement has been reached with Vascania.

As part of the initial agreement reached in Lourenne, both sides have agreed to a second round of talks in the coming months where a long-term resolution to the devastating conflict will hopefully be agreed. While such an agreement appeared impossible even two years ago, the impact of domestic political forces in both countries should not be understated. Facing widespread opposition to the war, both countries have been effectively forced to the negotiating table.

Final agreement reached between Deltaria and Vascania over Rapa Pile

A second round of talks between the Deltarian Federation and the Vascanian Empire (also involving representatives from Rapa Pile, Lourenne, Liore and the World Congress) have concluded with a permanent agreement on the future of Rapa Pile. Informally referred to as the Avienne Accords, the new agreement expands on the previous deal agreed at the end of last year and covers a wide range of areas related to the political situation in Rapa Pile as well as the diplomatic relationship between the two rival powers.

The central component of the new agreement is the future political status of Rapa Pile. Despite fears that Vascania would not be willing to concede ground in this sphere, there seems to have been a breakthrough in the negotiations due to Deltaria's willingness to offer concessions in other areas. As a result the country is now poised to regain independence provided that the settlement is approved in a referendum overseen by World Congress and international officials.

Both parties have formalised their commitment to provide financial support for the country as it attempts to rebuild in the wake of the conflict. Furthermore the World Congress will create a special commission to monitor political and social developments in the country for at least the next ten years in an attempt to prevent any further conflict arising. Despite these measures there have still been concerns raised that Rapa Pile was sidelined throughout the peace process.

In addition to the provisions for the future of Rapa Pile, the treaty governs the relationship between Deltaria and Vascania. Both countries will attempt to normalise relations in the coming years as well as committing (in principle at least) not to use war as an instrument of foreign policy. Following on from this provision both sides have agreed to a military exclusion zone around their own territory which the other country will not encroach upon. Though this has little impact for Vascania, it will mean the shuttering of Deltaria's naval and air base in Medina less than a decade after it opened.

Finally there has been a general amnesty agreed on both sides covering almost all areas of the conflict. While it is not clear whether either side would have pursued litigation in relation to the conflict, or through what mechanisms they would have been able to do so, some are disappointed that the opportunity for military officials to be held to account has been totally foregone.
