In throwing its support behind the Dorvish resolution, the Commonwealth of Hutori would like to express its deep disgust in the actions of the regime in Vorona and thus call for the World Congress Chemical and Biological Weapons Office to conduct a detailed investigation into the use of chemical/biological agents in Vorona for the purpose of determining their origin. The use of chemical/biological weapons in Vorona presents a clear and present danger to international peace and security as rogue regimes and potentially non-state actors are now in possession of such devices.

Halász Adrián, Permanent Representative of Deltaria to the World Congress

Deltaria will vote AGAINST resolution 123. While we support the deployment of a multinational force, we would like to keep it of small size and only meant to create a safezone for civilians to be treated, fed and cared for. We also agree with a investigation into the chemical attacks. If Dorvik reproposes the resolution with a smaller deployed force of a more limited scope such as only providing the very basic needs we would vote in favour. For now we vote against and wont participate in any international force that comes out of it if it may pass.

The resolution limits the total force to 20,000 but it does not explicitly authorize 20,000 as a whole. We'll modify it down to 15,000 for now but we feel that the ceiling should remain high as the potential for a nation-wide conflict is tremendous. The resolution also remains limited, if Deltaria refuses to be a component to the peaceful resolution of the conflict in Vorona, then so be it.


World Congress Security Council Resolution 123 (Amended)

THE SECURITY COUNCIL recognizes the growing crisis in Vorona as a threat to human rights and international peace and stability;

AUTHORIZING the deployment of a multi-national force of Security Council members and other members of the World Congress to operate as the "World Congress Security Force in Vorona" (WCSFV);

LIMITING the number of forces to be deploy to 15,000 military and civilian personnel from the World Congress and its ancillary organizations;

DEPLOYING the full force of the World Congress to support a humanitarian mission in Vorona by providing clean, fresh water, temporary housing and basic life needs, financial assistance when possible;

CALLING for a full investigation by the World Congress into the deployment of chemical and biological weapons in Vorona.
