Main aim was to bring it in line formatting-wise with modern CPs. It now broadly follows the same structure as Cildania's does.
One minor actual change was made: I removed Jelbanien, which was previously 3% of the total population. This group was "English or French-speaking White Europeans" which never made much sense ICly. It only existed OOCly because Jelbe was long, long ago raided on and off by LordStephen, who insisted on using "Jelbanien" when he did so. I think it's been long enough since that's been at all relevant. I added 1% each to Delic, Majatran, and Augustan groups to account for these 3%.
