DEFENSE MINISTRY IN PROJECT WITH BADARAN NAVY

Defense Ministry, August 11, 5322: The Monsoon has learned from its Defense Ministry sources that a joint naval vessel design project has been initiated between the Badaran Navy and the Kafuri Navy(KMN) . The Badaran Naval Staff has produced a design for a naval vessel for the purpose of intercepting smaller ships and boats near its ports and coasts. The plan is for dual prototypes to be produced over a two year period. The one in Jamahiriat al-Qalb will be built at O’mer Shipyards which mainly produces commercial vessels but has experience producing small well armed patrol boats (its CPC 28’s).

The Badaran Naval Staff looked at three shipyards. Hajjaydah Shipyards is currently involved in producing frigates and accordingly eliminated. Majatran Fishing of Al'Baharia Shipyard at Al'Buqiyaa has considerable experience producing small boats including fishing vessels and patrol boats but not with larger vessels. The design by the Badaran Naval Staff is slated to displace 2800 tons; not huge by any means but considerably larger than its normal fare.

South Ocean Shipyards, located in Ras El-Haram, sometime home port of the Badaran Navy’s Northwest Task Force, primarily produces oil tankers for crude oil, smaller refined petroleum and natural gas tankers, freight container ships and the occasional ocean liner and cruise ship. In the past it has built frigates. The Badaran Naval staff decided this was the best location for the Badaran prototype.

The Monsoon has no information on Badaran Naval plans for the vessel, for now called the SOS 15, but got the impression that if development was successful, KMN would build six, two each for the ports of Ahaz, Zerin and Miyatah for small ship interception. The likely choice for the helicopter to be carried by the SOS 15 would be the TMHC Lynx made by the Terran Majatran Helicopter Company.

The SOS 15 is planned to displace 2800 tons and have a length of 80 meters. It should be able to make 37 knots. Although considerably larger than the patrol boats currently employed by either navy, it has a helipad for a helicopter which enhance considerably its interception options.

It will have a torpedo launcher for anti submarine work, a main gun and a rolling airframe missile system. The current plan for the main gun is to use the 76.2 mm caliber main gun currently being supplied by Udayl Gunnery Corporation for the Zulfiquar Class frigates being built at Hajjaydah Shipyards. The rolling airframe missile system employs a small lightweight infrared homing surface to air missile which can be used as a defense against ant ship missiles.

AZ-ZALIF MINING ABANDONS GEM PROJECT

Finance Ministry, February 13, 5322: Finance Minister Hakim Abu Haq and Az-Zalif Mining Corporation officials met with staff from the Ministry of Trade and Industry, the Foreign Office and the Finance Ministry to discuss where to go with the Az – Zalif gem project. Although a fairly complex process, Az – Zalif is producing some elemental chromium along with its other chromite products. It has been interested in injecting chromium into corundum to make rubies or sapphires for either making lasers or very high quality artificial gems. Corundum is aluminum oxide or alumina.

The problem is there is very little Kafuri aluminum oxide so getting it from bauxite producing nations is necessary. After discussing this idea with officials of three nations, it appears from a Finance Ministry study that processing the primary bauxite components from which aluminum is extracted, gibbsite and boehmite, do not ordinarily produce aluminum oxide as a by product and accordingly additional steps would be necessary to produce the corundum to be injected with elemental chromium.

Az-Zalif and the Finance Ministry have concluded although the creation of artificial rubies can be done, the cost appears to make the profit margin too low to be a viable commercial venture.

Az- Zalif and the Finance Ministry both indicated a willingness to reexamine the possibility at a later date but are dropping it for the time being.

FOREIGN MINISTER OPTIMISTIC ABOUT MAJATRAN SECURITY COOPERATION ORGANIZATION

Foreign Ministry, April 23, 5322: After a staff briefing on foreign student visa extensions, The Monsoon asked Foreign Minister Nazir Duqaq how the MSO and MEA/MA discussions were going, and he responded:

It looks to the Foreign Office like there really will be an agreement on mutual Majatran security. We think everybody sees the need. In a perfect Terra the World Congress would make it unnecessary. But this is not a perfect Terra and we need to be looking to neighbors for security guarantees.

We have been gratified to see both our traditionally leading nations and those more recently rising to influence getting involved in shaping agreement. Mutual defense guarantees and a Majatran defense force are two key elements. Most likely our Majatran Sea Fleet, Anti Submarine Command and 2nd Corps will be our most active participants.

As far as the MEA/MA, we pretty much thought getting the MSCO in place first would be a good idea. Several good things came out of the old MEA, but think it is not clear how much economic control over our economy we want to share with other Majatran nations. For instance, how much influence or control over our oil production do we really want in anybody else’s hands.

Nonetheless, we do believe a Majatran economic organization could be useful and helpful to all Majatran nations.

al-Kasraj: After a intense but short battle that lasted a day elements of the Kafuri National Guard have captured the office of the President, key ministerial buildings and have arrested at least 400 government officials in what is seen as a forcefull coup of the government by Ba'athist elements in the Armed Forces. The National Guard (previously known as Republican Guard) has always been a bastion of Ba'athist support, with consecutive governments seeking to undermine the National Guard in order to prevent such sympathies from spilling elsewhere. For the past 4 years the country has seen a state of near anarchy as unemployment skyrocketed, inflation is at an all time high and corruption has destroyed the credibility and effectiveness of the national government. Within the Governates the influence of Ba'athists was growing as was their overall strength, organizing protests and other actions against the government of the Kafuri Mercantile Party. Despite being a democracy, many Kafuri citizens were starting to become convinced that it was a fragile democracy, incapable of dealing with the country its many problems. With this background in mind it might not have been a suprise that the National Guard sprung into action. First it turned against KMP president Hakta al-Makhtoum, the third president of the al-Makhtoum family which had ruled the country for the past 5 decades. Then, the Majatran Ba'athist Party - Kafuri Region started competing in local elections, winning in a majority of races. With the National Guard in a standoff with the President and the Ba'athists gaining more and more influence the bomb exploded. The National Guard surrounded the capital city last week and stormed it yesterday, resulting in heavy clashes between the NG and the Presidential Guard, as well as local police forces (supporting al-Makhtoum) and the 3rd Reserve Corps of the army (supporting the ba'athists). The fighting has resulted in 41 deaths and at least 400 wounded as well as the destruction of several buildings and streets in the capital. President al-Makhtoum has been captured by the National Guard as has his entire cabinet, with ministerial buildings occupied by NG forces. In the meantime colonel-general Al-Hamdi of the National Guard has assumed day to day control over government, immediately inviting Ba'athist leader Maazin al-Saad from his self-imposed exile in Solentia back to Kafuristan. It is expected that Al-Hamdi will ask al-Saad to form a civilian government, formally handing power to the Ba'athist party.

But with the country in economic and social hardship many wonder if a Ba'athist takeover and the end of democracy will help the Kafuri people. In the chaos of the moment it was reported that at least 3 Beiteynese citizens were killed, with another 4 Istalian citizens wounded in the fighting. Ba'athist leaders, likely in order to pump up religious support, have called the death of Beiteynese citizens "an extreme relieve", citing their "happiness" that in the "grand revolution our people have managed to rid the world of at least some Beiteynese infiltrators." A response from the Istalian and Beiteynese governments has yet to be made.

al-Kasraj: Interim president Maazin al-Saad, as his first act as the country its leader, has ordered the Kafuri Oil Company and the Ministry of Trade and Industry to halt all oil exports to Beiteynu following the Beiteynese decision not to recognize the new Kafuri government. He furthermore announced that two Beiteynese citizens were hanged in the al-Kasraj People's Square earlier this morning, attended by at least 1000 spectators, for alledgedly being Beiteynese spies. The two were seen near a Ba'athist party meeting and a military outpost in the capital and were apprehended by agents of the Dairat. President al-Saad also announced that the country will be under a state of emergency, allowing security and other authorities to conduct surveilance, search without consent and give them much more authority in general to conduct operations on Kafuri soil. Experts believe that al-Saad is consolidating power for his Ba'athist party, primarily using his Republican Guard (previously national guard) and the Dairat for "purging" Kafuri society. The president further announced that elections for the new 250 seat National Assembly and the presidency will be held in 5 months time, allowing him and his Ba'athists ample time to "prepare". The newly adopted constitution, put in place by the putchists, has officially renamed the country the Majatran Republic of Kafuristan, reintroducing the Prime Minister's office while keeping the presidency as the top office in the country. Government control, despite the consolidation of power, is not present in all of the country. Local tribes and ahmadi groups have managed to form their own zones of control, with government agencies to busy or corrupt to exert influence over these areas. With al-Saad now formally president, the Kafuri government hopes to reastablish full control over the country in the short term.

The oil embargo will be kept in place until Beiteynu recognizes the new Kafuri government. Newly appointed Foreign Minister Rajab al-Pashia also warned the Beiteynese government "not to meddle in Kafuri affairs." Ironically noting that "it would be a shame for Beiteynu if more of their spies are exposed."

al-Kasraj: President al-Saad announced that his government will put a complete halt to natural gas exports to Beiteynu following continued refusals to recognize the new Ba'athist regime. Beiteynu has also threatened war in recent weeks, further worrying Kafuri officials of the potential for conflict. But, despite these fears, Kafuristan stands tall and its president announced another round of energy export halts. Besides the cutting of nearly all energy exports to Beiteynu, Kafuristan also issues a warning to the entirty of Majatra. President al-Saad stated in the press conference announcing the sanctions that "if our government, which has gained the popular will of the people, will not be granted recognition by our Majatran brethren we shall be forced to cut all energy exports to the region, not just Beiteynu." The warning has sparked fears of a energy crisis in the region, as Kafuristan is the largest supplier of oil and natural gas on the continent. So far no other government has recognized the Ba'athist regime but a rumoured visit by the Dorvish government could make Dorvik the first country to formally recognize the country, once again restoring historically good ties between Kafuristan and Dorvik. President al-Saad meanwhile announced that the Kafuri government has so far apprehended nearly 4.000 people suspected of anti-government sympathies. According to human rights organizations countless of civilians have been killed in what is called the "red purge" with political oppossition ahead of the general election in 4 months nearly completely eradicated.

al-Kasraj: President al-Saad has announced that his cabinet has approved a decision to cut all oil and gas exports to Majatran nations in the wake of continued condemnation of the kafuri state and a refusal to recognize the Ba'athist regime. The ban, which will cut all exports to the Majatran market, does have some conditions. Nations within majatra that openly condemn Beiteynu and recognize the new Kafuri government will once again receive oil and gas, this time with a significant discount through Kafuri state subsidies. Furthermore the ban also includes a import ban for Kafuristan itself, with important goods usually imported from Majatra now to be banned. President al-Saad recognized that this decision would hurt ordinary Kafuri's in the short term but would be absolutely necessary "to create stability and independence in the long term." The Kafuri government is meanwhile trying to strengthen relations with countries like Dolgava and Dorvik, looking for new markets for not only its energy products, but also importing necessary goods. It is unclear what the strategy of the Kafuri government is but the decision will have massive consequences for the Majatran continent. While energy products can be aquired elsewhere Kafuri products were generally cheap, as it was easy to transport within the continent. Now nations like Beiteynu will have to get their product elsewhere and will no longer be able to buy Kafuri oil through shady constructs, as all exports on the continent are put on hold.

The President also announced the capture of 10 Jelbanian, 4 Vanukean and 8 Beiteynese citizens which have, like previously, been accused of espionage. The President has ordered their arest by the Dairat but it is unclear what may happen to these individuals, as they have yet to be brought in front of a judge. It is expected that Kafuristan is using the citizens of these majatran nations as a bargaining chip, specifically choosing them based on remarks within the MSCO. How the three nations are to respond is unclear.

al-Kasraj: President al-Saad has been formally elected to the post of President of the Majatran Republic in a landslide victory which has granted him 97% of the vote. The runner up was Dilan al-Fahad of the New Dawn party, alligned with the Ba'ath Party, with al-Fahad winning 3% of the vote. The Majatran Ba'ath Party - Kafuri Region won all 250 seats in the National Assembly in the legislative election, held simultaniously. The result has been heralded by President al-Saad as a "victory for democracy" as turnout was at a satisfying 61%. A large portion of rural Kafuristan was unable to vote, due to continued clashes between the authorities and primarily islamist groups preventing voting booths from being set up. International media have called the election "fake" as nearly all oppossition had been severely harassed or persecuted ahead of the election, leaving just the New Dawn party and the Majatran Ba'ath Party as parties capable of running candidates. New Dawn (communist with democratic socialist leanings) will be granted one seat in cabinet as a sign of "national unity". But observers agree that the election was all but fair and only served to legitimize the Kafuri regime, which has build significant but not supreme legitimacy within Kafuristan in the last 9 months. With tensions in Majatra rising, this election serves as a factor of stability for Kafuristan which is now capable of establishing a permanent government legitimized by "democratic" elections.
