DIPLOMATIC INITIATIVES

Foreign Ministry, July 12, 5494: ZLATENICO OKO asked Foreign Minister Gabrijel Lukacevic if the change in Administration was leading to anything new in foreign policy and he replied.

Well, some new things are occurring but think we see them more as continuation of policy. As you know our relations with much of Vascania, Dovani and points south have been largely distant; think we have one ongoing contract with one government there. This is not how we want it and an opportunity has arisen. Through efforts by the Foreign Ministry, three of our banks, Karav Bank, Deltaria United Bank, and Ampheria Bank are investing in the New Verham Rejuvenation Fund created by the Dual Republic for investment banking in various sectors of the New Verham economy. We are hoping this will lead to more involvement with New Verham as we move forward.

Former Foreign Minister Lucian Parvelescu and the Dual Republic’s Minister of Foreign Affairs Armin Frittkau became concerned that our existing treaty setting out our diplomatic relationship reflected a bygone era more than current circumstances and negotiated a friendship and trade treaty much more suited to the current era as a replacement. This treaty is now being considered in the Nationalrat of the Dual Republic and in the Bundestag for ratification where passage seems likely.

Asked by ZLATENICO OKO whether President Brnetic would conduct his Administration more or less as President Metajevic had, Lukacevic responded:

Time will tell but we expect at least initially Prime Minister Igrec will oversee national security operations on a day to day basis while President Brnetic will oversee domestic administration as he did as Finance Minister.

TREATIES REVIEWED FOR OBSOLESCENCE

Prime Minister’s Office, March 12, 5495: After a meeting of the Council of Ministers at the Presidential Palace, ZLATENICO OKO asked Prime Miniter Magdalena Igrec what was discussed and she responded:

Well, two things dominated. The Foreign Ministry is reviewing our extant treaties for obsolescence. It is contacting parties where withdrawal might be in order. The Foreign Minister briefed the Council of Ministers on where we are in this process. We have located two so far and expect there will be more.

The other was that DROD, (Državno Ravnateljstvo za Obavještajnu Djelatnost), formerly SPRZ, reported that we have enemies. Noone likely to invade but there are national security organizations regarding us as an enemy. This was rather a surprise since our Majatra focus which was succeeded by a trade focus seemed like it would not make enemies. Not so. The Federal Security Service(FBS) will increase the breadth of our counterintelligence but the main focus will be on DROD discovering what moves might be afoot against us We do know where to look.

DEFENSE MINISTRY PLANS

Defense Ministry, August 13, 5495: After a meeting between Defense Minister Lucian Parvelescu, the Chief of the Federal General Staff and the Director of the Department of Appropriations for Deltarian Defense (DADD), ZLATENICO OKO asked the Defense Minister what would the Ministry’s focus and he replied:

The Federal Navy and Federal Air Force could use a few more units each, a few frigates for the former and multirole fighters for the latter. We will also be reviewing our missile status and early warning system. We will also be looking into developing a new fighter.

The Transnational Agreement on Maritime Security (TAMS) anticipates the Federal Navy building a naval base in the Saridan port of Skatbaai. Construction of a refueling and repair port there is beginning almost immediately. A small task group will likely be stationed there. The use of the naval base will also be open to the navies of the Kundrati Union and Principatus Selucianus.

We are aware Saridan could change its mind at the last minute but we are hopeful it will not do so.

POLICY CHANGE APPROVED

Presidential Palace, August 12, 5495: After a meeting of the Council of Ministers at the Presidential Palace concerning an Admiralty recommendation, ZLATENICO OKO asked Prime Minister Magdalena Igrec what was discussed and she responded:

For several hundred years, Republika Deltarska has taken the position that it disapproved of Majatran Security Cooperation Organization (MSCO) members inviting non Majatran nations to station their military in Majatra. Also, it has generally been opposed to non Majatran nations undertaking military missions in the Sea of Majatra or having their military stationed in Majatra.

Republika Deltarska has always recognized that nations including MSCO members do have the sovereign right to invite others into their territory and also that the sea of Majatra is in fact international waters. But as noted has disapproved of some uses of the rights inherent therein.

The Admiralty has recommended we belatedly adopt the view of the rest of Majatra that whatever military happens to be operating in Majatra is none of our business. The Council of Ministers has adopted the Admiralty recommendation.

CHANGE IN DEFENSE MINISTRY PLANS

Defense Ministry, October 13, 5495: The Defense Ministry today announced it would not be building a refueling and repair naval base at the Saridan port of Skatbaai after all.

Further, Defense Minister Lucian Parvelescu has asked the Congress of Deputies to withdraw from the Transnational Agreement on Maritime Security (TAMS) which authorized among other things the building of the naval base

LUTHORI PRINCESS ALICE WILL BE WELCOMED ON GOOD WILL TOUR

Presidential Palace, January 29, 5496: ZLATENICO OKO asked President Toislav Brnetic what he thought would be the effect of a Good Will Visit of Princess Alice of the Holy Luthorian Empire to Republika Deltarska,

We have extended the invitation and the government is very much looking forward to it but more important the press and popular reaction has been very positive and she would certainly be cordially welcomed.

My understanding is The Holy Luthorian Empire like Republika Deltarska wants to look at increasing trading opportunities, but we are both aware we have been conducting our affairs in largely different spheres but this is changing. Think a friendly visit by Princess Alice would help convert our relations from distant to friendly.

We are also looking forward very much to a follow up visit by Luthori’s Foreign Secretary to deal with some specifics about increasing trade between us, to dispel some misconceptions we likely have about each other, to look at mutual interests we may have in a changing Terra and identify possible trouble spots.

TRIGUNIAN CHAIRMAN OF THE COUNCIL OF MINISTERS MAKES STATE VISIT

Carsky Ukrit, February 13, 5496: Two days ago, Chairman of the Council of Ministers and Viceroy of the Tsar Urvan Pavlovich Nekrestyanov of Trigunskaya Imperiya landed at the Airport in Cahtica where he was welcomed by Prime Minister Magdalena Igrec and the Trigunian Ambassador both of whom accompanied him to the Trigunian Embassy where the Chairman’s Staff, the Embassy Staff .and the Prime Minister’s Staff confirmed the schedule and agenda.

That evening Chairman Nekrestyanov was host for a reception at the Embassy for the Foreign Ministry and the the Prime Minister’s Office honoring Prime Minister Igrec at the Embassy.

The following morning accompanied by Defennse Minister Lucian Parvelescu, Chairman Nekrestyanov inspected the 54th Airborne Assault Brigade at its Headquarters outside the capital. They then flew to Carsky Ukrit, the Auxiliary Presidential Palace, in the hills to the east where they met Prime Minister Igrec and Foreign Minister Gabrijel Lukacevic for substantive talks.

First on the agenda was clarifying the current governmental structure in eah nation, recognoizing some possible changes in each such as the periodic return to monarchy for Deltaria and agreeing that the fundamental contact point between them should be the Head of Government’s Office.

Next was identifying the fundamental diplomatic agreements in place together with assurance they were still regarded as operative. This was followed by a review of diplomatic influences on each after ratification of the most recent during which contact was rare.

Today, talks resumed at Carsky Ukrit on economic interaction. It was agreed ties should be developed that would facilitate cooperation. Dovania, Points South, and Vascania were addressed. Neither had much involvement although each had some. It was agreed working together to find opportunities there could be beneficial. It was acknowledged by Deltaria that an extra level of distrust existed toward it.

This was followed by a discussion of international relations and how each could help the other negotiate the treacherous and murky diplomatic waters of Terra. In view of the considerable period of little contact it was agreed that some specific actions should be taken to foster trust.

Another topic was whether in future joint military training and perhaps exercises would be in order despite the considerable geographic distance between us. It was agreed this was likely a good idea as well as continuing discussion on changes in strategic considerations inherent in shifts in the balance of power.

Next safety practices at nuclear facilities were discussed and finally it was recognized each had a different policy on nuclear weaponry but this should not hinder cordial relations generally.

This evening a return to Cahtica will precede a State Dinner honoring Chairman Nekrestyanov hosted by President Toislav Brnetic. Tomorrow, the Trigunian delegation will return to Rodshyadam.

TAX CHANGES PROPOSED

Congress of Deputies, August 20, 5496: Deltarianska Narodna Strana (DNS) has introduced tax change legislation drafted by the Ministry of Finance in the Congress of Deputies. ZLATENICO OKO asked Finance Minister Vojtech Patrik what the changes would be and he replied:

This legislation does not change appropriations which we will be examining later. The primary effects are raising the floor for any income taxation at all and eliminating the top bracket capping income taxation at 45%. We also offset these cuts somewhat with a 1% increase in luxury and corporate taxes.

Most taxpayers will see some reduction while the tax burden will be removed for many of those relying on the safety net. And there is no reduction in services accompanying the relief. We think it will be revenue neutral.
