The city of Forteco in Domale, known as Amkä in Mallan, was wiped off the face of Terra today, when a nuclear device of unknown origins was detonated in the center of the city. Approximately 500,000 people died instantly, including the Minister of Justice Hiwot Berhanu, the Minister of Health and Social Services Bereket Tareqe, and Meseret Gere Mariam, the regional chairman of the CPLF. Forteco/Amkä is the largest city in Cobura that is inhabited largely by non-white people, and is also the headquarters of the Coburan People's Liberation Front, becoming the center of the Mallan and Irkawan people's struggle for political and economic equality. Alongside Caesarea, Forteco is also one of the only two large cities in Domale, a largely agricultural and impoverished region, inhabited primarily by Mallan peasants.

The nuclear explosion occurred after unprecedented international pressure forced Cobura to, for the first time in centuries, initiate a series of reforms meant to eliminate the embedded discrimination and marginalization of dark-skinned Coburans. With international investigations ongoing, many doubt the People's Representative Party's commitment to eliminate white minority rule, its own power base. The nuclear explosion in Forteco seems to be a very desperate attempt by the PRP to eliminate the threat posed by the Coburan People's Liberation Front, a nominal member of the government, to its monopoly in power, while also showing the non-white Coburans that it is still the Augustans and Tokundi that are in charge. As people continue to die by the thousands due to fallout and radiation, foreign condemnation of the apartheid regime in Cobura is likely to increase dramatically.

Device was of Deltarian origin

With great sorrow and regret, the government of Deltaria feels duty-bound to announce that the device used in this shameful and barbaric atrocity almost certainly originated from Deltaria. Key figures of the Deltarian government have already been implicated in a conspiracy to sell a portable low-yield nuclear weapon to unknown parties in Cobura. Conspirators include the Defence Minister Silvester Dalimilek, Finance Minister Mihai Alexandrescu, Voice of the Czar, Bogdan Slavko, and Brigadier-General Radoslav Kamal, the commanding officer of a military supply depot four kilometers south of Dolinka, which was responsible for the storage of non-functional nuclear weaponry. All four men have been arrested and taken to the Kéjencvár Halls of Justice, along with sixteen lesser-ranking Deltarians suspected of complicity in the crime. We promise that the suspects will be interrogated, vigorously, into giving up more of their co-conspirators. Anyone who took part in this illegal and immoral sale of the device will be facing the death penalty, no matter how minor or auxiliary their role in the plot might have been.

We believe the device was smuggled into Cobura by the diplomatic delegation of Truth-Getters, who were sent to Cobura to investigate allegations of racial oppression and civil rights abuses, and who we have since lost contact with They are believed to still be 'at large' in Cobura. We assure the international community that these criminals will receive no sanctuary in Deltaria. Their actions were barbaric and sickening, and their lives are forfeit, wherever they might go. We will spare no expense in bringing them to the Czar's Justice. As far as tangible evidence towards the purchaser of the device, we can only say that a Karav account accessible by former Defence Minister Dalimilek received two hundred million Coburs in May of 3524. The funds were deposited by the Deltarian branch of the Karav Financial Service on behalf of an unknown party, but thus far our law enforcement officials have been unsuccessful in breaking the Karav code of discretion and tracking down their initial point of origin.

Deltarian Humanitarian Action



The humanitarian intervention arrives in Hudson

Holy Deltaria has mobilized her armed forces to help in a humanitarian intervention in Cobura, still recovering from the wounds of the Amkä nuclear blast. The new Coburan government, led by the Coburan People's Liberation Front, opened the borders to the Deltarian humanitarian intervention, and will allow the Deltarian Empire to help restore order and governance in the unstable nation. Many people feared that the Deltarian intervention would lead to more bloodshed, however it seems that the new CPLF government is willing to cooperate with the Great Czarist Army. In order to make sure that white supremacist governance is never restored to the nation, the two governments are negotiating the implementation of an ethnically-based federative monarchy in Cobura, restoring the old Kingdom of Cobura and its ancient claim to the heritage of the Augustan Empire. Many white Coburans, while appalled by the PRP's nuclear genocide, are now resentful because of their loss of power, and it seems that the humanitarian mission might be asked to remain for a longer time and help eradicate Coburan racism. In exchange for this support, Cobura might be required to join the Deltarian Empire.

Deltarian Aid and Rebuilding in Cobura

The Deltarian peacekeepers are swiftly occupying Cobura, with expected opposition melting away in the face of the recent elections which put the CPLF and Conservatives in defacto control of the nation. Thousands of Mallans, Majatrans and Irkawans are being trained and armed by the Great Czarist Army, and a surprising number of Tokundi and Augustanii have also declared their support for the new government. Racially-motivated violence has been problematic, with rogue groups of armed minority militias attacking "collaborationists" and white citizens, often without provocation, and newly formed "White Defence" militias returning the favour. The Czarist Army has called on Coburan government to restrict private firearm ownership and reinstitute the death penalty, so that they can more easily deal with such acts of violence without breaching the Coburan constitution.


The CPLF are expected to take over the role of peacekeepers "when they're ready"

The devastated city of Forteco and the ruins around it have been undergoing evacuation and clean-up by members of the Deltarian Czarist Army, and their newly formed "clean-up crews". International observers have expressed concern about the shocking lack of awareness of the dangers of radioactive material, especially after Deltaria granted permission to their freebooting Cossacks to freely pillage and scavenge the areas around the blast for valuables. Many Cossacks seem to consider gas-masks and even surgical masks to be adequate protection against the highly radioactive environment, and the largely Jelbanian and Coburan "cleaners" are not much better protected.

Treaty of Aŭgusta Signed



The Deltarian and Coburan governments have formalized the changes in their mutual relations in the aftermath of the Forteco blast and the Deltarian-backed change of government in Cobura, by signing a treaty of friendship and cooperation. The Treaty of Aŭgusta regulates the circumstances under which Deltaria will help the reconstruction of Cobura and the legal status of the continued Deltarian humanitarian mission. The Republic of Cobura is to willingly enter the Deltarian Empire as a vassal state, and in exchange Deltaria will provide material support in rebuilding the Coburan economy and will station a number of at least 9,000 troops that will aide in the restoration of public order.

The treaty also provides opportunity for eliminating the root causes of the nuclear genocide. Considering that the republican system of governance existing so far was unable to cope with the complex situation created by the multicultural and multiracial character of Cobura, the Coburan government, upon the recommendation of Deltaria, will implement a system of ethnically-based federative monarchy. In this new system, each of Cobura's major ethnic groups will receive the protection of a monarch belonging to the respective community, and a central monarchy will govern the entire country. Aleksandro Ĉapelistino, a Coburan war hero and former prisoner of war in Deltaria, will be crowned as King of Cobura and Etnestro of All Augustans, and will swear fealty to the Czar of Deltaria. The Deltarian Czar will be given the title of Župan of All Tokundians, and with it the power of defending the rights of the Tokundian minority. The Mallans and Irkawans will too receive their own ethnic monarchs, Ras Ezana Yaqub for the former, and Lashane Shenouti Refsohi for the latter.
