Deltarian Ultimatum to Luthori

On the 29th of November 3549, the Government of Holy Deltaria issued an ultimatum to the republican government of Luthori, whereby it demands the full restoration of the Monarch of Luthori. Deltaria and the Holy Luthori Empire had enjoyed close relations for a few decades after the restoration of Czarist rule, until Czar Ľubomír II formally broke relations with Luthori, in a move to assert Deltarian hegemony. Nonetheless, the subsequent creation of a republican regime in Luthori and its aggressive promotion of radical republicanism was viewed by Holy Deltaria as a threat to Terra-wide monarchist principles. Now that Miloš II has taken the throne, he began enforcing his right to rule by the implementation of an active international stance against republicanism. The first international act of the new Czar is the ultimatum issued to Luthori, which will expire on the 29th of November 3550. The full text of the ultimatum reads as follows:

The Government of Holy Deltaria, desirous of peace and friendship among nations, informs the Government of the Realms of Luthori that the existence of an illegitimate republican government in Luthori bears a negative impact on the continuing friendly relations among our two nations. As the strongest defender of monarchic principles in Terra, it is the duty of Holy Deltaria and the Deltarian Empire to protect monarchies across the globe, especially in nations with which Holy Deltaria enjoys strong ties of cooperation and friendship. Wishing to resolve this outstanding issue between our two nations, Holy Deltaria offers the following solutions to the Government of the Realms of Luthori:

1. The legitimate Luthori monarch of the Orange-Villayn Branch of the Rothingren-Traugott Dynasty is to be restored on the Luthori throne;
2. All republican national symbols in use in Luthori are to be eliminated;
3. Luthori is to allow the establishment of Deltarian military bases on its territory;
4. Luthori is to financially compensate the government of Holy Deltaria for the latter party’s selfless protection of the Luthori monarchy;
5. All Luthori citizens responsible for the treasonous establishment of a republican regime in Luthori are to be prosecuted.

The Deltarian Government awaits the Luthori reply within a year at the latest. Failure to comply with the above demands may result in hostile actions from behalf of Holy Deltaria and the Deltarian Empire.

As a result of the rejection of the Deltarian ultimatum to Luthori, which demanded the restoration of the Luthori monarchy, Holy Deltaria declared war on Luthori on the 29th of November 3550, the day of the ultimatum's expiry. Immediately afterwards, Indrala followed suit with a declaration of war in support of Deltaria, and Zardugal pledged to support Deltaria in this war. The Great Czarist Army and the irregular units had been mobilized immediately after the ultimatum was issued, and the Deltarian forces in Statrica and North Utembo are being complemented with additional troops, preparing for the invasion of Talmorschland and South Carina.

The new aristocratic government that came to power in Holy Deltaria after the 3558 convocation of the Veches has been open in its hostility towards the monarchy and the lower classes of Deltaria from the very beginning. Formed of discontent petty nobles and descendants of the plutocratic elite of the Federal Republic era, the Whig government is actively pursuing a path of economic self-destruction, in an attempt to force the Czardom out of power. The most egregious example of Whiggish politicking is a massive engineered famine, of an unprecedented scale even in the nation of Deltaria. The Whig nobles shut down vital state services, including the generous welfare provisions that Deltaria offered the poor peasants and workers of the nation, and Whig aristocrats are refusing to help feed their own serfs and slaves. Hundreds of thousands of impoverished Deltarians have already perished as a result of the Whig famine, and many more will die if this genocide is not brought to an end.

Armed Forces Protest

In reaction to the Whig government drastically reducing the defence budget and thus severely underfunding the Armed Forces of Holy Deltaria, the soldiers of the Great Czarist Army are now protesting in the Kováčová Square in Tsargrad. The Whig aristocratic government attempts to cripple the Czardom so that they may overthrow the monarchy, by causing a large scale engineered famine and underfunding all vital government institutions. The Great Czarist Army, whose members have all sworn an oath of loyalty to the Czar, are among the most dissatisfied with the Whig policies, and with drastically limited funding for security forces, there is little stopping the protests from becoming violent.

Serfs and Slaves Revolt

In an attempt to curb the power of the Whig nobility in Deltaria, the Czar demanded that the nobles release all their slaves and serfs, thereby terminating the remnants of slavery in Holy Deltaria. The Whigs, however, refused to renounce their economic privileges and to grant freedom to their slaves and serfs. Incited by the Men Aside, the latter took arms against their owners, demanding their immediate emancipation. Several estates owned by Whig aristocrats have already been burned to the ground by the rebels, as the country is being plunged into turmoil by the irresponsible policies of the nobility. With the armed forces themselves rebelling against the government, the Whigs seem to be unable to restore order to the nation, or to defend their own economic interests.

I would like to remind the nation that it is the Czarist and his supporters that have caused this division in the nation, they created the oppressive system when they destroyed the Federal Republic, it is they who limited the power of the legislature slowing reform down to a crawl in this great nation and it is they who resist this change. The Whig Party will continue our gradual shutdown of Government spending if the Czarist continue their refusal to support popular reforms. We shall restore the McCray's noble titles and end the Czarist reign replacing him with the heir to the McCray dynasty. The Czar must agree to reforms or face an end to the Czardom which is to be replaced by a regent with much less political power.

All semblance of peace and order in Holy Deltaria have collapsed, as the aristocratic Whig government imposes its dictatorship on the nation. Having shut down nearly every government institution in Deltaria, including the armed forces, and with an ongoing engineered famine taking the lives of hundreds of thousands of impoverished peasants, the Whigs are now trying to transform Holy Deltaria into their personal dictatorship. Damien Scruggs, a foreign Luthori politician residing in Deltaria, after having gained the position of Ban, is now transforming his office into a genuinely totalitarian institution. The new Banŭ Emergency Powers Act establishes Scruggs as the indisputable dictator of Deltaria, going against the provisions of the nation's constitutional settlement without even the modicum of parliamentary legality. As the army, serfs, and slaves are rebelling against the Whig government, and with no armed forces on their side, it seems unlikely that the Whigs will be able to hold onto their position of power.

Wishing to see stable government and respect for basic human rights restored in Deltaria, the Men Aside have petitioned the Global Peacekeeping Organization to approve a humanitarian intervention in Holy Deltaria, ending this period of upheaval and genocide and bringing back normalcy to the nation.
