General Goes to Dundorf

Despite the recent disputes in North Artania, the Imperial Court of Great Indrala has made good on its promise to send General of Air and Armored Cavalry, Zhan Douzheng, son of the influential Erudite Zhan Yong, to review the Armed Forces of Dundorf. Along with his review, General Zhan shall be meeting with members of the Dundorfian high command to discuss Dundorf's military affairs. Officials of the Celestial Empire hope that the general will also meet with the Great Queen herself, however, seeing as General Zhan is acting in a purely military capacity, it is unlikely that he will speak with the Great Queen.

While anger from Great Indrala's Artanian friends are expected, the Imperial Court had informed Dorvik over a year ago of an impending visit. Classical Jienists have certainly been against this military review, as it has little to do with Dovani. Regardless, the son of the the most influential non-government official in Great Indrala acting as the Second-in-Command of the Imperial Armed Forces of Great Indrala shows the immense power of the Zhan Clan.

General Reports In, Major Domestic Reforms, Foreign Policy Updates

Finally, General Zhan Douzheng has completed his report on the Dundorfian Armed Forces. After extensive review, including consulting various security policy institutes and academics throughout Terra, General Zhan has concluded that Dundorf's military is "not modern". The report states that Dundorf is currently using military equipment that is past its prime. Despite the lack of modern military technology, the military is well trained in the arts of classical combat, noting that their soldiers care very deeply about physical fitness. This mix of criticism and praise has culminated in the following recommendations: 1. Balance the military with economic policy. A "military first" program will hinder economic growth and prevent the development of modern technology, strategy, and training; 2. Focus on land and air forces. As Dundorf is the only landlocked country in Terra, it has a brown-water navy that can defend the rivers of Dundorf. It should not try to even progress to green or blue-water naval status, as it does not have the geographical capacity to do so; 3. Due to recommendation number two, Dundorf should restrict itself to Artanian affairs, as it will not be able to project its power globally. Basically, General Zhan said that Dundorf is all bark and no bite. Expect a verbal retaliation by Dundorf, despite the friendly advice.

Internal developments have been rocking Great Indrala for the past decade. Classical Jienism has been on the rise, especially with the appointment of Zhan Yong, father of Gen. Zhan Douzheng, to the position of Leader of the House of Exemplary Persons, effectively making him the head of parliament and one of the major authorities on Classical Jienism. Zhan's election signifies a death blow to Jienists following "Modern Jienism" or, as it is insultingly called, "Hulstrian Jienism" in Great Indrala. The Classical Jienist members of the House of the Way of Humane Authority have recently passed a bill, largely written by Zhan Yong, that restores the Celestial Empire to its old "executive monarchy" status, giving His Imperial Majesty substantial powers, essentially absolute rule, although He must follow Jienist principles. Many will probably deride Great Indrala for falling into a reactionary state of mind, but Leader Zhan points to Hulstria and Gao-Soto as evidence of the detriments of democracy:

"Recently, Hulstria and Gao-Soto have elected communists and socialists to lead their nation. These people are anti-tradition, anti-Jienism, even anti-Hosianism. I would argue that they are anti-Hulstria and Gao-Soto. Instead of ruling their nation in order to obtain the common good, they will rule based on their ideology of destroying virtue and benevolence, bringing in an era of evil and destruction. This is why we passed the 'Edict on Jienist Government'. Our bill will prevent these types from ever obtaining power. The reign of our Holy Emperor will allow us to be the greatest nation in all of Terra!"

Classical Jienism's triumph on the domestic front has also seen victory in regards to foreign policy. The Tributary System of the Celestial Empire of Great Indrala has been passed by Great Indrala, Talmoria, Vorona, and Lourenne. These three countries recognize Great Indrala as their liege and have begun sending delegates to pay homage to the Holy Emperor.

All in the Celestial Empire shall rejoice!

Celestial Empire Lends Support to Aikokusha, Calls for More Seleyan Monarchies

With the reestablishment of Aikokusha, the Celestial Empire of Great Indrala has offered to lend them support. Minister of Ceremonies, Education, and Culture Liu Qing, the second highest authority on Classcal Jienism after the Holy Emperor, stated that, "The Gao-Showan nations need to stick together. We must support each other to the end, for we are brothers in blood and culture. Great Indrala will aid the Aikokusha in any way that it desires, just as we would lend aid to Kyo movements in Dranland, or uphold the Kunihito regimes in Hulstria and Gao-Soto and Sekowo. The Celestial Empire demands Tukarali recognize its true culture and end their apartheid regime!"

The Monarchs of Great Indrala have historically had a great relationship with the Tukarese of Tukrali, most notably their royal House of Aynako and ruling Nakagawa Clan. No doubt, the Imperial Clan of Sima desires a royal marriage for the Crown Prince to occur between Him and one of these houses.

As the Leader of the International Monarchist League, Great Indrala is calling upon the nations of Alduria and Mordusia to rejoin the Holy Luthori Empire. Official press releases are also advocating for the restoration of the monarchy in Valruzia and especially Aldegar. With the recent violence in Aledgar, the best way to establish unity is to name a Shah and let Him reign. He can be religiously involved or completely secular, but would unify the nation in its entirety under Aldegarian traditions. There would be no better Aldegarian alternative.

Holy Emperor Speaks Out Against Aldegar

"With the passage of Our Edict on Jienist Governance, We have been given executive powers by the House of the Way of Humane Authority. We now have the legitimacy to speak on political matters, especially those that directly impact Great Indrala and its most glorious culture.

"As the Leader of the International Monarchist League, We are deeply concerned about the Fifth Republic of Aldegar. Not only have they persecuted followers of their native and majority religion, but they have destroyed the palace of the Shahs. We will not stand and allow a government of uncultured fearmongers have an influence in Seleya. Oh, no. We will nip this in the bud before it can spread to the North.

"We, Sima Fangxun, who reigns as the Chuyuan Emperor with the courtesy name of Yu, Holy Emperor of the Celestial Empire of Great Indrala and Monarch of Our Other Realms and Territories, Prince of the Viceroyalty of Egelion, &ec, hereby declare diplomatic and economic sanctions shall be levied upon Aldegar until they restore the Shah and their traditional culture. They will be brought to heel!"

Aldegarian Situation Ends, Holy Emperor Rebuffs Ibutho Chief, Crown Prince Weds, Royal Weddings Abound

With the fall of the radical secularists in Aldegar, the heightened military tensions in Seleya have subsided. The House of the Way of Humane Authority will immediately lift its sanctions and condemnation of Aldegar in an attempt to normalize relations. A spokesman for the Ministry of the Household and Foreign Affairs states, "It is best if Seleya forgets this whole affair and move on. The region is far better when peace prevails".

Ibutho's Chief Mlungisi's offer to knight His Imperial Majesty the Holy Emperor of Great Indrala and grant him a holiday has certainly sparked the interest of palace officials. At the most, the Holy Emperor would send a representative to receive the knighthood on His behalf, but not pay homage or recognize the Chief's claim to the throne of Aldegar.

Zhan Yong, Leader of the House of Exemplary Persons, gave an official statement on behalf of the House of the Way of the Humane Authority reading: "While I'm sure His Imperial Majesty is pleased by the Ibutho Chief's offer, His Imperial Majesty pays homage to no one. He is the Son of Heaven, Shangdi's representative on Terra. He is the closest thing to a deity in Terra, for there are no gods or goddesses that take human form. His Imperial Majesty, as an executive monarch, is unable to vacation in Ibutho at this time. Should He abdicate and become a Retired Holy Emperor, then He may take a trip, but on a safe, private plane, not the monstrosity known as Ibutho Airways. As for the last issue, His Imperial Majesty recognizes the Chief of Ibutho as being the Chief of Ibutho, not the Shah of Aldegar. Only a native Aldegarian of the Yazdean faith may claim that title.

Many citizens of Indrala find the Chief of Ibutho and the antics of his family interesting and a source of amusement. Talks of developing a sitcom based around the Ibutho royal family's dynamic has been in the works for some time. It is noted that many citizens and subjects of Indrala still hold classical views of race, frequently discriminating against the peoples of Utembo, and to a lesser extent, the peoples of Medina and North Vascania. As unfortunate as it is, the stains of the Tengyuan and Cheng Daenist era have not been fully removed.

On a positive note, His Imperial Highness Grand Imperial and Supreme Son Sima Chonghua wed Lady Nguyen Phuong, daughter of His Excellency and Grace Nguyen Rong, Protector General of Kimlien and National Duke of Tay Nguyen, the highest noble in all of Kimlien and descendent of the original Hung Kings. The ceremony was traditional and private, taking place in Kimlien at the Lotus Palace, residence of the Hung King (Holy Emperor of Great Indrala) and the Protector General. Contrary to past weddings, this one was private, witnessed only by members of the Imperial Clan of Sima, National Ducal Clan of Nguyen, and the Imperial and Colonial Governments.

Along with the wedding of the Crown Prince, Their Imperial Highnesses Princesses Sima Hai and Ai will be married in the coming years. Sima Hai has been betrothed to His Royal Highness Prince Matthaeus von Nordenburg, the future King of Talmoria. This marriage will solidify the Talmoria tributary relationship with Great Indrala and promote harmony between the two nations. Holy Emperor Sima Fangxun is said to be pursuing a marriage between Sima Ai and the Crown Prince of Gao-Soto. A marriage of this proportion would help mend the relationship between Gao-Soto and Indrala.

UIC and the Celestial Empire Reach an Agreement, The Final Marriage, Dovani Nearly Restored

With the pending ratification of the Treaty of the Dragon and the Phoenix, the United Imperial Crownlands of Hulstria and Gao-Soto and the Celestial Empire of Great Indrala have shelved the dispute regarding the Mandate of Heaven. Essentially, both parties will recognize that each other play an important role in Gao-Showan affairs throughout Terra, specifically in Dovani itself. Along with the talks of creating a Dovani Economic System, this treaty brings Dovani closer together.

Her Imperial Highness Princess Sima Ai, youngest daughter of Their Imperial Majesties Holy Emperor Sima Fangxun and Holy Empress Ryeo Reijin, shall wed His Imperial Highness Crown Prince Okatori Kurosawa II in a grand ceremony in Miyako following both Kamist and Jienist customs. Whether the ceremony will be open to the public is unknown. His Imperial Majesty the Holy Emperor has expressed that it is his desire to make the wedding part of the public arena, but that all guests be invited by the two Imperial Clans. Such a marriage will not only solidify the Imperial Clans of Sima and Okatori, but will also harken back to the first marriage between Sima Zhi and Okatori Kinoyue. Unknown to many, members of the Imperial Court have begun calling the Holy Emperor "Grandfather of Dovani", as he is the future grandfather of the future King of Talmoria, Emperor of Gao-Soto, and Holy Emperor of Great Indrala.

News, as of late, has been focused on North Dovani. Reports coming out of Dranland show that our Kyo brothers have taken the path of virtue and have begun the restoration of Dankuk, the Gao-Showan state of Dranland. Thousands of Indralans are said to be gathering in front of the Dranish embassy in Tian'an in support of the Kyo Revolution. The Holy Emperor is also reported to be calling up the officials and nobility of the Celestial Empire for a celebration at the Heavenly Palace.

The Household and Foreign Ministries are officially stating, "The Celestial Empire of Great Indrala welcomes the new Kyo state onto Terra's stage. We shall fully recognize the new government of His Most Virtuous Majesty King Jongki III. Should Dankuk need anything, Great Indrala shall provide it. Long live the Great King and Ruler of Dankuk!

Mandate Agreement Sparks Ideological Schism, Street Protests

Following the agreement between the UIC and the Celestial Empire over the matter of the Mandate of Heaven previously obscure works by Tantai Wang and his colleagues identifying as 'Third Wave Jienists' began seeing much broader circulation in working class and intellectual circles. Third Wave Jienism provides a framework for, among other things, a genuine Jianist Democracy and allowing space for sincerity to emerge in ritual and broader society allowing for a more fluid rectification of names. On the matter of the mandate, third wave scholars agree on the concept of 每人天下 "Each Person Under Heaven" and have focused on ritual as critical education and fostering political agency in citizens. The third wave school has been sharply critical of Indralan colonialism and the keeping of protectorates, characterizing it as "Alorian Imperialism with another name" but have otherwise remained a purely intellectual school of thought.

Image
Shengren Tantai Wang, Professor of Jienfushism, Beizhou Normal University

The merging of critical education and Third Wave Jianism, however, has resonated with a new generation of Cheng-Metzists; a movement which has historically discarded Jienism as an ideology with the sole purpose of justifying the monarchy have found renewed interest in concepts such as role-ethics theories of identity, sincerity, and other communitarian and collectivist currents within Jienist thought. Parodying one of the most ancient sayings of Guidao one Cheng Socialist organizer wrote "From one Mandate came two, from two came three, and from three came the Ten-Thousand Mandates."

Emboldened by the flourishing of new political ideas in the classic texts, the socialists, Cheng-Daeist clergy, workers clamoring for unionization and a 'rectification of names among our fellows', students, and gangs of the unemployed took to the streets in many of the nation's cities painting large 人, 仁, and 天 characters on government edifices in red and saffron, occupying public squares, and engaging in illegal union organizing. Police innitially managed the crowds easily but the protests grew with each subsequent day. Clashes between protesters and police were mild and infrequent and the protests were universally peaceful, showing Kaoist character and roots.

Image
Labor Protests in Tian'an

Organizers have laid out demands for expanded democratization in Indrala, legalization of labor organizing, and some have begun calling for the disolution of the monarchy and an end to imperialist ambitions. One of Professor Tantai's students, Ma Anming, a proponent of Metzist and Pragmatist inspired Jienist Democracy has founded a political organization to speak for the demands of the protesters, breaking from more revolutionary elements. The new party founded offices in Beizhou and dubbed itself 每人天下黨 "Meirentianxiadang". The organization has gathered together the remnants of former labor parties, internationalist-minded Cheng Socialists, Kaoists, Metzists, and even some social liberals.

Protest groups continue to mount and the prevalence of the slogan "我是人。" (Wǒ shì rén./I am human) on placards is reminiscent of the powerful Western slogan 'I am a man' but call in no uncertain terms for a Jienist response of human dignity: "对我来说,仁。" (Duì wǒ lái shuō, rén./For me, human-heartedness).

Dovani Affairs and Domestic Issues

As Dovani continues its rebirth as a native and sovereign continent, the Dankuk Revolution still going strong, talks have commenced between the Holy Luthori Empire and the Celestial Empire of Great Indrala concerning a colonial trade that bring satisfaction to both nations while further establishing Dovani nativism. However, this rebirth is being hindered by the ego of the Lourennaise monarch, styling himself as a “grand emperor” ruling over a “grand empire”, especially since withdrawing from the tributary system of the Celestial Empire.

Xiang Guan, leading spokesman within the Ministry of the Household and Foreign Affairs, has relayed the opinion of the Imperial Court:
“Lourenne should not fool anyone. They are no empire. They have no conquered another territory, nor do they hold colonies. Quite simply, they are a kingdom with a broken economy that cannot help themselves. The Kingdom of Lourenne cannot even afford to defend itself. Loans are the means in which Lourenne can survive, although the nation who provides this line of credit will never get their money back. We strongly encourage Lourenne to avoid upsetting the status quo and drop all imperial titles, as per the ruling of the International Monarchist League, and rejoin the Tributary System of the Celestial Empire of Great Indrala. Only then may we have total peace and stability in Central Dovani.”

His Imperial Majesty’s successful conference with the Emperor of Gao-Soto has gone over well, signaling that the Treaty of the Dragon and the Phoenix has support within the two countries. As those relations become friendlier, it appears to have had an adverse effect on Indralan society.
The rise of the Jien-Metzists, a contradiction if there ever was on, has caused alarm amongst members of the government. Ultimately, they desire to destroy and reform Indralan society and culture to what they view as correct. For the moment, their strength is not great, but analysts predict them to grow more powerful in the coming years as a place where those disgruntled with the government may eventually have influence. It should be noted, any attempts to destroy the monarch will not be tolerated.
Members of the House of Exemplary Persons, an overwhelming majority of who are Erudites and the premier experts on Jienism in all of Indrala and quite possibly Terra, were astounded by Prof. Tantai’s misinterpretation of Jienfushi’s ideas.

Zhan Yong, Leader of the House of Exemplary Persons, states that, “Of course ritual should guide the people. However, these rituals should not change. They are meant to teach the people Jienist morals and values, which include a stratified, but fluid social hierarchy. Anyone can rise and fall based upon their own merits. One must first cultivate himself before he can rise. The government helps this along by massively funding education. Indrala is in the top ten nations in Terra for education funding. However, the definitions of these things cannot change. If the rectification of names changed, then all of Jienism would be meaningless. Would the people prefer a definition of a ruler where the ruler steals from and kills the people he rules over? Should morality allow for murder and sex crimes, while shouting against charity? The answer is no. People do not thrive in chaos and that is what this “third-way “ viewpoint would create, chaos and anarchy. Clearly, this professor received his education, or lack thereof, from a non-Jienist university and should be immediately discredited. “

It appears this new political party is highly influenced by Western principles, principles that have no place in Indralan society or culture should they not match completely with Jienism. Their reporting of some incidents of violence with the police must be taken with a grain of salt. Attacking the people for doing no wrong is against Jienist principles. Should these incidents indeed be true, offenders shall be dealt with swiftly and justly according to Jienism.

Tantai Doubles Down in Face of Peer Censure, Distances Self From Political Movement

In a conference with regards to recent attacks by Classical Jienists on his tracts, Tantai Wang expressed consternation at the sudden prevalence of the works in political life, though nonetheless lambasted rigid, absolutist textural interpretations:
"I am, perhaps, unaccustomed to this degree of political scrutiny but I feel compelled to defend myself. We live undoubtedly in a complex time, one which has necessitated looking very long and hard at what the Mandate really means and for whom. The classics are clear on these points: Jienshi himself said that ritual not only should be changed but must be changed if it uplifts some to the detriment of others, if the ritual calls for silk and the supplicant cannot afford silk then a lesser fabric should be used. Morality is not fixed, we are not governed by some patronistic Western deity, the classics are again clear on this point: morality, the will of heaven, can be ascertained by the observation of nature; this does not merely unfold as more artistic writers are fond of fabricating with apocalyptic natural disasters in the face of poor governance leading to human suffering, but things are in harmony when they are undertaken in accordance to nature. We know the nature of humans, that is to say, 仁, and facilitating that is the objective of our ritual. Jienism rejects the notion of revolution as the act of a lesser man but we should take social upheavals such as these as a sign that the natural relationships of mankind among one another are improperly ordered. The government is eager to embrace Western theories of market which clearly and brazenly contradict our understanding of humanity for the mere enrichment of their puissance and yet they cry foul when ideas which embrace the Jienist idea of the decency of humanity emerge and demonstrate to the people that all is not well under heaven."

The reformist wing of the Meirentianxiadang, which consists of many of Tantai Wang's like minded colleagues and orthodox Kaoists praised the rebuttal and urged the conservative intellectuals to take signs that reform is needed to heart. Criticisms from more classical Metzists and revolutionary elements linked to labor and human-dignity protests were unexpectedly muted with some organizers praising 'battling the oppressor classes over their own ideological ground' and praising the rebuttal as 'an effective materialist critique of a Jienism intent on ignoring its own signs'.

State of Meritocracy in Indrala in Question

Student researchers in Tian'an released a white paper studying the system of Jienist education in Indrala, and while portions of the study surrounding access to resources and overall levels of funding produced positive results a more disturbing section of the study found a marked class-bias with regards to the transmission of Jeinist principles. The study surveyed students at 15 separate secondary schools: 5 in poor and working class neighborhoods, 5 in peasant neighborhoods, and 5 in affluent neighborhoods. When questioned about their Jienist education nine out of ten of poor and working class students and three quarters of peasant students focused on the classic of filial piety and lessons regarding respect of authority, whereas, practically all the students at the affluent schools had fuller understanding and more immediate interest in the Qamching, poems, rites, or histories. This has led many to conclude that Jienist education is not nearly as meritocratic as it often holds and, along with increasing censures of more critical educators, has begun to fuel unease among student groups. Even some moderate educators have quietly expressed fears that a witch hunt against any non-purist Classical Jienist strains may be in the offing if tensions over state rituals continue to mount.

Nascent Party Goes to Conference

Image
Ma Anming, addressing the first conference of the Meirentianxiadang

An internal coalition between the Third-Wave Jienists, Kaoists, and Social-Democratic wings of the Meirentianxiadang have purportedly emerged from the first party conference in Jiaozhi in internal coalition leaving the more classical Cheng Socialist strains, Kaminskiists, Ruanists and other Western ideological tendencies present in the movement without much of a place at the table with regards to the drafting of the party manifesto and model legislation. The party also released information with regards to its organizational structure revealing just over 40,000 members in chapters throughout all the Indralan states. One surprising turn was the large number of mid-level bureaucrats, absent from the protest movement, who stepped down from their jobs to join the reformist party, citing disgust over the Jienist ignorance over conditions among the people particularly with regards to work environments of those they served, and corruption and cronyism between the aristocracy and private sectors. Ma Anming, the party's founder was officially elected to chair the leadership and seemed confident. despite her mentor's troubles in the House of Exemplary Persons that the broader movement would find vindication and even refinement through dialogue.
